RE: CHANGE IN METHOD OF APPOINTMENT OF COMMISSIONERS TO THE
WELD COUNTY HOUSING AUTHORITY.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, on June 21, 1978, the Board of County Commissioners
of Weld County, Colorado held a public hearing in its meeting room
in the Centennial Center, Greeley, Colorado for the purpose of
considering a change in the method of appointment of Commissioners
to the Weld County Housing Authority, and
WHEREAS, Section 29-4-504, CRS 1973, provides that the com-
position of the Weld County Housing Authority may consist of either
the members of the Board of County Commissioners, or of five indep-
endent persons designated by the Board of County Commissioners, and
WHEREAS, the Weld County Housing Authority is currently made
up of the Board of County Commissioners, Weld County, Colorado as
ex-officio commissioners of the Authority, and
WHEREAS, it is the opinion of the Board, having heard the
recommendations of the Weld County Department of Planning Services
staff and having reviewed the matter, that it is in the best interest
of Weld County to have a Housing Authority representing persons or
groups in the community, not necessarily part of the County govern-
ing body.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commis-
sioners of Weld County, Colorado, that the method of appointment of
Commissioners to the Weld County Housing Authority, be and hereby is,
changed from appointment of the members of the Board of County Com-
missioners as ex-officio members of the Authority, to the appointment
of five members representing various community interests as will be
designated by the Board at a later date.

The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 21st day of
June, A.D. , 1978.

I hereby certify that pursuant to a notice dated June 5,, 1978 ,
duly published June 8, 1978 in the Johnstown Breeze, a public
hearing was held on the Weld County Housing Authority. Gary
Fortner, Weld County Planning Director, and Alan Jost, Weld
County Planner, reviewed the history of the Weld County Housing
Authority and made recommendations for the establishment of
a Weld County Housing Authority composed of Weld County citizen
representatives. The Planning Department also recommended
that when the Commissioners consider appointments to the Authority
Board that those appointed be broadly representative of the
community interests in respect to housing, that they represent
all geographical areas of the county, that one or two members
represent financial or real estate interests, that one member
be a county official and that one member be an individual who is
a housing consumer advocate. After further discussion ,
Commissioner Steinmark made a motion to appoint a five member
Housing Authority board, other than the Board of Commissioners,
and that the terms and members to be appointed be decided at
a later date. Commissioner Roe seconded the motion and it
carried unanimously.

Docket #78-40
Pursuant to C . R . S . 1973 , 29-4-504 ( 6 ) , the Board of County
Commissioners , Weld County, Colorado , will hold a public
hearing on June 21 , 1978 , at 2 : 00 p .m . in the First Floor
Chambers of the Centennial Center , 915 - 10th Street ,
Greeley , Colorado . The purpose of said hearing is to con-
sider a change in the method of appointment of commissioners
to the Weld County Housing Authority . The 1973 C . R . S . ,
29-4-052 ( 3 ) , provides that :
"The board may provide that an authority shall
consist of five commissioners appointed by the
chairman of the board , who shall designate the
first chairman . Not more than one of such
commissioners may be a county official . "
All persons interested in this matter are requested to attend
this hearing .
