RECLAMATION CONTRACT AWARDED FOR MAIN SECTION OF
HAYDEN-AULT TRANSMISSION LINE
Assistant Secretary of the Interior Jack 0. Horton today announced the award
of a $23,951,566 Bureau of Reclamation contract for construction of a 136-mile section
of the Hayden-Ault 345-kilovolt power transmission line in northern Colorado and
southeastern Wyoming.
"The decision on the right-of-way had been delayed to allow the Wyoming Board
of Land Commissioners the opportunity to review the Federal decision document and
to determine the benefits of the line to citizens of Wyoming," Horton said.
"On January 6, the board determined that the line would provide substantial
service to a power-short area of southern Wyoming, and withdrew its objections,"
Horton said.
Commissioner of Reclamation Gilbert G. Stamm said the transmission line is being
financed by a joint cost-sharing arrangement between the Bureau of Reclamation and
three public power entities: the Colorado-Ute Electric Association; the Tri-State
Generation and Transmission Association, Inc. ; and the Platte River Power Authority.
He said the arrangement will allow all parties to transmit power to load centers at
a lower cost with less adverse impact on the environment than would occur if separate
facilities were constructed.
The Bureau of Reclamation will use the line to deliver Colorado River Storage
Project power across the Continental Divide to Colorado and Wyoming customers east
of the Divide. The line will also connect the facilities to the Yampa Project, a
thermal powerplant with associated transmission lines being constructed at Craig,
Colo. , by the three public power entities.
The contract for the second and final stage of the Hayden-Ault line goes to
Erickson Air-Crane Co. of Washington, Inc. , Cle Elum, Wash. , on that firm's low bid.
EMV Constructors, Inc. of Lincoln, Neb. , submitted the second low bid of $24,137,737,
and Donovan Construction Co. of Minnesota, St. Paul, Minn. , submitted the third low
bid of $24,265,926. A total of eight bids were received for the contract at a bid
opening Nov. 13 at Cheyenne, Wyo.
A $3.5 million contract for the first stage of the line, a 4.7-mile section
near Steamboat Springs, Colo. , was awarded in August.
Work under the contract announced today will include construction of a
single-circuit 345-kV transmission line on steel towers, supported by reinforced
concrete foundations, and associated accessories and equipment. This section of
the line will extend from the Ault Substation and connect with each end of the first
stage section near Steamboat Springs.
In thanking Wyoming Governor Ed Herschler for the State's expeditious review of
the decision document, Horton assured the Governor that a third transmission line
through the Hayden-Archer Corridor is not contemplated.
