REVIEW (USR) QUESTIONNAIRE
Arrowhead Self Storage
The following questions are to be answered and submitted as part of the USR application. If a
question does not pertain to your use, please respond with "not applicable", with an explanation
as to why the question is not applicable.
1 . Explain, in detail, the proposed use of the property.
This proposal is to use the property as a self-storage and RV storage facility. There will
be 18 total buildings on the site including interior and exterior access self-storage units,
enclosed and outdoor RV storage buildings, an office and a home for the facility
manager. There will be up to 600 total storage units ranging in size from 5 'x5' up to
16'x60' .
There will be two points of access. An access drive on the east side from Arrowhead
drive will be the main access for the mini-storage facility. A north access drive will be
the primary access for the RV storage functions. The east access features a one-way
"loading and short-term" parking drive to allow vehicles with trailers to drive up to the
leasing office for leasing information before entering the site.
The site is oriented on the west side of Arrowhead Lake. The site slopes towards the lake
a north-south direction. The buildings are placed along the perimeter of the site to
preserve visual quality from the adjacent roadways and to secure the site. The interior
buildings and drive-isles are placed to maximize natural drainage flows and suitable
orientation to the sun. Lighting will be for security purposes and shall not spill onto
adjacent properties.
• The lake frontage will be stabilized using rip-rap and vegetation. The view of the
buildings from the neighboring properties to the south of the lake will be residential in
character and scale. Landscape treatments will further screen the property from the
neighboring properties to the south of the lake.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter
22 (Comprehensive Plan).
This USR application has been prepared utilizing the process outlined in the Weld County
Code and Procedural Guides. The Guiding Principles of the Comprehensive Plan found
in Section 22-1 -120 states, "Land use changes must afford flexibility based on the specific
location and the particular circumstances encountered within the locality. It is also
important to weigh the cumulative impacts that specific land use changes will have. "
This proposal is respectful of surrounding uses. The surrounding area has multiple uses
including rural residential, agriculture and also businesses within the City of Evans.
The application is consistent with Section 22-2-20 G. A. Goal 7. "County land use
regulations should protect the individual property owner's right to request a land use
change. 2. A.Policy 7.2. Conversion of agricultural land to nonurban residential,
commercial and industrial uses should be accommodated when the subject site is in an
area that can support such development, and should attempt to be compatible with the
region.

Section 22-2-90. Commercial development. The development is adjacent to high density
commercial uses, and is situated on a corner of two arterial roadways. The site will be
served with municipal sewer and water. This proposal is a logical land use for this site.
3. Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 23 (Zoning) and the zone district in which it is located.
The proposal is for a Self-Storage facility in the Agricultural Zone. This proposal is
allowed in the Ag Zone as a Use by Special Review as called in Chapter 23, 23-3-40.
S. Any use permitted as a Use by Right, an ACCESSORY USE, or a Use by
Special Review in the COMMERCIAL or industrial zone districts, provided that
the property is not a Lot in an approved or recorded subdivision plat or lots parts
of a map or plan filed prior to adoption of any regulations controlling
subdivisions. PUD development proposals shall not be permitted to use the
special review permit process to develop.
This facility will be established and operated in a manner that is compatible with existing
and planned land uses in the neighborhood. Currently there are similar uses in the area.
Adequate provision has been made to protect the health, safety and welfare of the
inhabitants of the neighborhood and the County. Operation Standards as found in Section
23-2-260 of the Weld County Code were consulted in preparing this application.
4. What types of uses surround the site? Explain how the proposed use is consistent and
compatible with surrounding land uses.
The Arrowhead site is located on a vacant corner of a high intensity commercial
intersection. The town of Evans corporate limits is situated on the north and east sides of
the property. There is a residential neighborhood on the south and west sides of
Arrowhead Lake that borders the property to the south.

a. Number of people will use this site?
There will be an average of 35 — 40 customer visits per day.
b. Number of employees proposed to be employed at this site?
There will be one full time manager and one part time maintenance and lawn care
employee.
c. Hours of operation?
The facility is projected to be operational Monday-Sunday. Standard hours of
operation for the office are proposed to be 8:30 a.m. to 5 :30 p.m. Monday-Friday
and from 8:30 a.m. to 2:30 p.m. on Saturday. However, gate access is 24 hours
per day, 7 days a week.

d. Type and number of structures to be erected (built) on this site?
There are a total of 18 structures on the site; totaling approximately 104,616
square feet
• 2 structures will be used for interior access mini storage with an attached
office;
• 1 residence
• 12 — mini storage buildings
• 3 — RV storage buildings
There will also be 22 RV surface parking spaces with pole-mounted canopy for
weather protection.
e. What type and number of animals, if any, will be on this site?
No animals will be on this site.
f. Kind of vehicles (type, size, weight) that will access this site and how often?
Typical vehicles accessing this site include 35-40 vehicles per day.
Approximately 98% will be cars or light trucks with the remainder being 24'
panel trucks or U-Haul vehicles. Occasionally there may be a large moving van
or semi-truck.
g. Who will provide fire protection to the site?

h. What is the water source on the property? (Both domestic and irrigation)
City of Evans will provide domestic and irrigation water. A water main extension
will be required to provide for water taps to serve the site. The property owner
has four (4) water tap certificates for pre-paid water tamps. Copies of the
certificates are included in the application packet.
i. Sewage disposal system on the property? (Existing and proposed).
City of Evans. There is an existing sanitary sewer main within a designated
easement through the site. The owner has up to 4 taps available for use at this
site. Attached is documentation for the deed and easement agreement for this
property. See page 3, item 3 for confirmation of pre-paid sewer service.
j. If storage or warehousing is proposed, what type of items will be stored?
Main storage will be for household goods, or residential uses. There could be
some light commercial storage for items like record retention, literature, etc.

There will be no industrial storage. This site will also have inside RV parking
with some outside covered RV parking.
6. Explain the proposed landscaping for the site.
Initially, landscape treatments will consist of foundation shrub beds and dry-land seed
along the roadways until full build out is complete. Formal street trees and turf along the
arterial roadway frontages, non-irrigated native grasses in the detention ponds and
informal drifts of trees and shrubs along the lake edges, will follow.
7. Explain any proposed reclamation procedures when termination of the Use by Special
Review activity occurs.
Reclamation procedures include compliance with applicable regulations and operated as a
self storage facility. Should the facility be permanently discontinued, it would be
marketed under applicable county planning and zoning regulations to its permitted use.
8. Explain how the storm water drainage will be handled on the site.
The site is situated along the north shoreline of Arrowhead Lake, which is a privately-
owned reservoir that serves to collect regional storm water from the basin located north
and west of the lake, flowing south and east towards the South Platte River. Storm water
will be collected in a series of detention/water quality ponds situated along the southern
boundary of the site. Storm water will be discharged into the lake.
9. Explain how long it will take to construct this site and when construction and landscaping
is scheduled to begin.
Construction of storage building will commence upon final approval of the Use by
Special Review permit when economic conditions allow. Total construction time will be
approximately 1 year to 18 months to construct the first phase and to open the facility.
10. Explain where storage and/or stockpile of wastes will occur on this site.
There will be no storage of wastes on this site. Any wastes produced from employees
will be contained in two dumpsters and hauled off regularly by a local trash service.
11 . Please list all proposed on-site and off-site improvements associated with the use
(example: landscaping, fencing, drainage, turn lanes, etc.) and a timeline of when you
will have each one of the improvements completed.
Construction of storage buildings will commence upon final approval of the Use by
Special Review permit when economic conditions allow:

Traffic Narrative
Traffic Narrative:
The Arrowhead Self Storage site is located on the southwest corner of Arrowhead Drive and
37th Street adjacent to Arrowhead Lake. Arrowhead Drive is a county road and 37th Street is
annexed into the Town of Evans. They are both paved roads, and are designated as arterials
in the City of Evans and Weld County Transportation Master Plans.
Two points of access are proposed. An access drive on the east side from Arrowhead Drive
will be the main access for the mini-storage facility. A north access drive will be the
primary access for the RV storage functions. The east access features a one-way "loading
and short-term" parking drive to allow vehicles with trailers to drive up to the leasing office
for leasing information before entering the site.
Typical trip generation is approximately 35-40 vehicles per day. The majority of the
vehicles will be cars or light trucks. A few 24' panel trucks or U-Haul vehicles are also
anticipated. Occasionally there may be a large moving van or semi-truck.
There is adequate parking for 26 RVs in enclosed buildings and surface parking for an
additional 22 RVs. The site will accommodate a total of 48 RVs.
The following numbers are anticipated upon full build-out of the site:
Empl oyoc vehicles: 4 trips per day
Customer vehicles: 35 trips per day
Vendor vehicles: 4 trips per day
Because this facility will experience traffic fairly evenly throughout the day and evening
hours, there will be no significant traffic impact during the peak hours.
Traffic distribution is anticipated to be primarily from the east on 37th Street and from the
north on 47th Avenue. The facility will primarily serve the local communities. It is
anticipated that approximately half of the traffic will come from each direction.

Arrowhead Self Storage
General Site Information
A. Location
1 . Arrowhead Self Storage is a self storage unit and RV Storage facility planned
for construction in west central Weld County, Colorado.
2. The proposed site is located in Parts of the NE 'A of Section 27, T5N, R66W,
6th PM. The facility will be constructed on an 11 acre parcel developing just
less than 10 of those acres.
3 . The location, per street map, is the southwest corner of the intersection of 47th
Avenue and 37th Street (Appendix A). 37th Street runs east/west on the north
side of the property and Arrowhead Drive runs north/south on the east
boundary of the parcel. No other roadways are located in or adjacent to the
property.
4. The parcel is located on the north bank of Arrowhead Reservoir which is
located in the Ashcroft Draw. The Ashcroft Draw flows southerly crossing
the Evans Town ditch 1 .4 miles southeast of the property and ends 0. 1 mile
further at the South Platte River basin.
5. Surrounding developments include the City of Greeley and City of Evans.
B. Description of Property
1 . The Developed Site Area is a proposed 9.86 acres of the 11 acre parcel.
2. The site is currently native grass. The property has no oil or gas features
visible on the surface and no underground gas lines have been flagged on the
property.
3 . According to the NRCS soils map, the site has two different soil types: Loup-
Boel loamy sand (0% to 3% slopes) and Vona loamy sand (3% to 5% slopes)
(Appendix B).
4. Lake Arrowhead Water Association is the owner of the 35 acre Arrowhead
Lake property adjacent and downstream to the proposed self storage facility
site on the southern and western boundaries. Tuscany Partners 2, LLC owns
the parcels north and Tuscany Parcel 3, LLLP owns the parcels east of the site
which are all up gradient from the proposed property topography. This
information is represented in the USR Site Map (Appendix C).
5. This project is proposing to construct a self storage unit facility on land that
has previously been unused.
II. Drainage Basin and Sub-Basins
A. Major Basin Description
1 . A meeting at Weld County was conducted concerning possible Weld County
Master Drainage Plans. It was determined that a Master Plan for the site area
is currently not available.
2. Major basin drainage flows in a predominately southern direction to the lake
and associated feeder flow down Ashcroft Draw and other small tributaries.
Highway 34 acts as furthest reach of the Major Basin sloping south toward the
proposed property. Due to development of much of the basin, the majority of

runoff is directed to tributaries and eventually Arrowhead Reservoir. Below
the reservoir, the flow is directed along Ashcroft Draw and eventually to the
South Platte River.
3 . The site is located in the South Platte Metro to Greeley alluvial river basin
(Appendix D).
4. The FEMA-defined 100-year floodplain and floodways affecting the property
are identified on the attached FEMA map (Appendix E).
5. There are no irrigation facilities on this site.
6. On-site contours at 1 -ft vertical intervals are shown on the historic drainage
map (Appendix A). The site is located entirely within the C Zone, therefore,
the proposed facility will not be within a flood Zone. Arrowhead Reservoir is
part of the 100-yr flood zone and floodway. Therefore, the proposed site will
be discharging treated runoff directly into a floodway.
B. Sub-Basin Description
1 . The historic drainage pattern of the site flows south across the property toward
Arrowhead Lake.
2. Topographic data has been obtained for the project to create an existing
surface extending approximately 50 feet beyond the property lines and to the
water surface on the south and west property boundaries. Information was
gathered to include 37th Street and Arrowhead Drive topography.
3 . Offsite storm event runoff will not enter the site because there are no culverts
to allow storm water to travel under either of the existing roads.
4. The site does not have any offsite to onsite run-on. Offsite water is diverted
west around the northern edge of property by the adjacent 37th Street, and is
diverted south around the eastern edge of property by 47th Avenue. Water
does not flow towards the site from other directions (Appendix A).
5. A 100-year flood plain and floodway exists on the southern boundary of the
property correlating to a specific contour elevation of 4758 per ALTA map
(Appendix E).
6. The proposed site is divided into two drainage areas (Appendix F) to allow
design calculations to be made for each of the two pond's inlet/outlet
structures. The two ponds work as a drainage system for the site. By
allowing overflow from one pond to flow into the second pond via ditch
conveyance, the site acts as one drainage area.
lll. Drainage Facility Design and Criteria
A. Proposed Concepts
1 . The on-site drainage typically flows south across the property towards
Arrowhead Reservoir but will be intercepted by two detention ponds.
2. The 10-year and 100-year storm events were used to calculate the design
storm water drainage system for this development. 10-year peak flows where
used for on-site culverts and ditch designs. The 100-year peak flows were
used for the pond spillway and exterior containment berms because
overtopping or inundation of these berms would result in discharge off of the

site. All structures were designed using the spreadsheets provided by
UDFCD. An impervious calculation was done using a custom spreadsheet.
3 . The 100-year storm event was used to size the detention pond using the FAA
method provided by the UDFCD spreadsheet.
4. The 5-year peak discharge rate was used to design the peak discharge allowed
from the detention ponds. The 5-year storm event was chosen due to the site's
close proximity to the City of Evans and City of Greeley.
5. The site will continue to drain in the same direction and discharge in the same
general location.
6. No request for variances are proposed at this time.
7. Upon further testing, a significant amount of the pond stormwater discharge
may be achieved by infiltration of the existing site soil. The concern would be
high water table that limits infiltration thus requiring discharge to the lake.
Given this concern, we are proposing a traditional detention pond with a
spillway outlet.
B. Specific Detail
1 . 10-year flows will be directed per storm drains and pipes to the detention
pond. The 100-year flows will be designed to overtop the interior road and
flow into the detention pond via weir type-flow.
2. Intensity Duration Frequency (IDF) curves for the City of Greeley were used
for this report and are included in Table 1 . The full table is included in
Appendix G.
3 . The 100-year storm was used to calculate the detention pond size using the
FAA method for the 24-hour storm event. The spreadsheet, by altering the
Allowable Unit Release Rate (q), can restrict the allowable peak outflow to
not exceed the 5-year historic of 5.85 cfs. The resulting modified FAA Major
Storage Volume is 1 .35 ac-ft.
4. The detention pond is expected to be 3 feet deep with a stage storage
calculation consistent with the calculations included in Appendix G. The
pond design will contain 1 .36 ac-ft at the design water level.
5. A spillway is expected to have a crest .5' above the design water level with a
top of berm/pond 1 ' above the design water level.
6. A water quality treatment volume of 0.28 ac-ft was calculated using the
WQCV tab on the UD-Detention spreadsheet provided by UDFCD website.
That volume correlates to approximately 1 ' of depth in the detention pond.
Therefore, an orifice plate is design to limit discharge over that depth. This
information is included in the spreadsheet in Appendix G.
7. Preliminary calculations have been included to show expected sizes of the
spillway, outlet pipe with restrictor plate, and outlet box. These calculations
have been included in Appendix G for review.
8. A site specific storm drainage system is proposed to move the 10-year storm
event, at a minimum, via storm drain and pipes to the detention pond. The
runoff that exceeds the 10-year event will be allowed to cross the main access
road in a pan crossing. The 100-year runoff flows will utilize both the storm

drain and crossing pans to reach the detention ponds along the south boundary
of the site.
9. The drainage challenge on the site is shallow depth to groundwater, which
limits depth of detainment. Therefore, surface area of the pond is maximized
to allow for a 3 ' maximum pond depth.
10. The other challenge was to keep the southern elevation of the site above the
100-year storm event. In preliminary grading, a 1 foot separation is
achievable.
11 . Maintenance accesses will be located on the north and east property
boundaries. Both accesses are additionally the primary accesses onto the
property, and will thus serve a dual purpose. Access keys or cards will be
provided to the security gates for the maintenance of the existing sewer,
drainage features, and Arrowhead Reservoir shoreline.

IV. Best Management Practices
A. BMP's Included in the Design
1 . The storm runoff will be detained in a constructed low area. This area is
designed to empty in 40-72 hours. This design is consistent with an Extended
Detention Basin.
2. Shallower areas of the detention pond will direct water towards the main basin
area. These channels are also used for detention in the design storm, will
function as a Grass Swale. The swales will maintain a grass surface cover
allowing for percolation and filtering of runoff flows.
B. MS-4 Concerns
1 . MS-4 areas are required to provide BMP's to reduce contamination from
runoff The above BMP' s should provide confidence that contaminated
runoff should be reasonably filtered prior to being discharged.

2. The site location, being in a designated MS-4 area, will result in having to
maintain the BMP's listed above. The designed BMP's are easily maintained;
they are part of the landscape and will be visible to the operators. They also
require infrequent inspections to keep trash and other runoff items clear of the
discharge and storm drain pipes. Therefore, the proposed BMP's meet the
requirements discussed in the MS-4 standards.
V. Conclusion
A. Compliance with the Code
1 . The drainage design of the Arrowhead Self Storage facility is consistent with
the Weld County Drainage Criteria. The BMP's are consistent with the
specifications given in the UDFCD Criteria Module 3 .
B. Drainage Concept
1 . The drainage design included in this report will be effective in controlling
damage from storm runoff while providing a high level of treatment per
proposed BMP's. It is a generally accepted design to discharge undetained
runoff from developments as long as it is discharged directly into a floodway.
This situation exists at this site, however, BMP's are proposed to further
control stormwater runoffs and provide detention.
2. Master Drainage recommendations are not available in the area of this project.
If a Master Plan is developed for this area, the design allows for flexibility and
potential for allowing additional flows through the detention area with
upgrades to the outlet box or utilizing percolation.
3. Approval of the slight alteration to the discharge to Arrowhead Lake has been
presented to the Lake Arrowhead Owners Association and a memorandum of
understanding is currently being drafted. The MOU is expected to have
approval from the association.

Map Unit Description--Weld County, Colorado, Southern Part ARROWHEAD SELF STORAGE
Map Unit Description
The map units delineated on the detailed soil maps in a soil survey represent the
soils or miscellaneous areas in the survey area. The map unit descriptions in this
report, along with the maps, can be used to determine the composition and
properties of a unit.
A map unit delineation on a soil map represents an area dominated by one or more
major kinds of soil or miscellaneous areas. A map unit is identified and named
according to the taxonomic classification of the dominant soils. Within a taxonomic
class there are precisely defined limits for the properties of the soils. On the
landscape, however, the soils are natural phenomena, and they have the
characteristic variability of all natural phenomena. Thus, the range of some
observed properties may extend beyond the limits defined for a taxonomic class.
Areas of soils of a single taxonomic class rarely, if ever, can be mapped without
including areas of other taxonomic classes. Consequently, every map unit is made
up of the soils or miscellaneous areas for which it is named and some minor
components that belong to taxonomic classes other than those of the major soils.
Most minor soils have properties similar to those of the dominant soil or soils in the
map unit, and thus they do not affect use and management. These are called
noncontrasting, or similar, components. They may or may not be mentioned in a
particular map unit description. Other minor components, however, have properties
and behavioral characteristics divergent enough to affect use or to require different
management. These are called contrasting, or dissimilar, components. They
generally are in small areas and could not be mapped separately because of the
scale used. Some small areas of strongly contrasting soils or miscellaneous areas
are identified by a special symbol on the maps. If included in the database for a
given area, the contrasting minor components are identified in the map unit
descriptions along with some characteristics of each. A few areas of minor
components may not have been observed, and consequently they are not
mentioned in the descriptions, especially where the pattern was so complex that it
was impractical to make enough observations to identify all the soils and
miscellaneous areas on the landscape.
The presence of minor components in a map unit in no way diminishes the
usefulness or accuracy of the data. The objective of mapping is not to delineate
pure taxonomic classes but rather to separate the landscape into landforms or
landform segments that have similar use and management requirements. The
delineation of such segments on the map provides sufficient information for the
development of resource plans. If intensive use of small areas is planned, however,
onsite investigation is needed to define and locate the soils and miscellaneous
areas.
An identifying symbol precedes the map unit name in the map unit descriptions.
Each description includes general facts about the unit and gives important soil
properties and qualities.

Soils that have profiles that are almost alike make up a soil series. All the soils of
a series have major horizons that are similar in composition, thickness, and
arrangement. Soils of a given series can differ in texture of the surface layer, slope,

On the basis of such differences, a soil series is divided into soil phases. Most of
the areas shown on the detailed soil maps are phases of soil series. The name of
a soil phase commonly indicates a feature that affects use or management. For
example, Alpha silt loam, 0 to 2 percent slopes, is a phase of the Alpha series.
Some map units are made up of two or more major soils or miscellaneous areas.
These map units are complexes, associations, or undifferentiated groups.
A complex consists of two or more soils or miscellaneous areas in such an intricate
pattern or in such small areas that they cannot be shown separately on the maps.
The pattern and proportion of the soils or miscellaneous areas are somewhat similar
in all areas. Alpha-Beta complex, 0 to 6 percent slopes, is an example.
An association is made up of two or more geographically associated soils or
miscellaneous areas that are shown as one unit on the maps. Because of present
or anticipated uses of the map units in the survey area, it was not considered
practical or necessary to map the soils or miscellaneous areas separately. The
pattern and relative proportion of the soils or miscellaneous areas are somewhat
similar. Alpha-Beta association, 0 to 2 percent slopes, is an example.
An undifferentiated group is made up of two or more soils or miscellaneous areas
that could be mapped individually but are mapped as one unit because similar
interpretations can be made for use and management. The pattern and proportion
of the soils or miscellaneous areas in a mapped area are not uniform. An area can
be made up of only one of the major soils or miscellaneous areas, or it can be made
up of all of them. Alpha and Beta soils, 0 to 2 percent slopes, is an example.
Some surveys include miscellaneous areas. Such areas have little or no soil
material and support little or no vegetation. Rock outcrop is an example.
