WELD COUNTY COUNCIL
August 17, 2015
The Weld County Council met in full conformity with the Weld County Home Rule Charter,
Monday, August 17, 2015, at the Weld County Administration Building, Greeley, CO.
ROLL CALL: The meeting was called to order by Councilman Abernathy and on roll call the
following members were present, constituting a quorum of members thereof:
Councilwoman Marge Klein
Councilman Brett Abernathy
Councilman Don Mueller
Councilman Jordan Jemiola
Councilman Charles Tucker
Also present: Ta mi Grant, Weld County Department of Human Services Special Program
Manager, Linda Perez, Department Head of Human Services, Commissioner Julie Cozad, and
Sarah Mundt, Council Secretary.
APPROVAL OF AGENDA: Councilman Jemiola made a motion to approve the August 17,
2015 agenda. The motion was seconded by Councilman Mueller and the motion carried.
APPROVAL OF MINUTES: July 20, 2015 Minutes. The motion was made to approve the
minutes, with corrections, by Councilman Tucker and the motion was seconded by
Councilwoman Klein and the motion carried.
REVIEW PROGRAM:
Tami Grant, Special Programs Manager, and Linda Perez, Department Head, Department of
Human Services, Employment Services
Ms. Grant gave an overview of the Youth Council and the programs and goals.
The Weld County Youth Conservation Corps (WCYCC) engages its corps members in
meaningful community and conservation (land, water, energy) service projects throughout Weld
County. From 4-week summer crews to year-round crews, WCYCC serves youth and young
adults ages 11 —24. WCYCC is backed and supported by the Board of Weld County
Commissioners, and operates through the Employment Services of Weld County offices (Dept.
of Human Services).
Americorps services youth ages 17-24 years and is sponsored by the Corporation for National
and Community Service. AmeriCorps is a commitment-based program where corps members
receive a monthly living stipend and then receive an Education Award (scholarship) upon
successful completion of their service. Corps members can serve with WCYCC in the following
hour capacities: 300, 450, 900, or 1700 hours. From voluntary community service projects to
contracted chainsaw projects, AmeriCorps members are engaged in a wide variety of impactful
service opportunities.

WCYCC's Tight Youth program services youth ages 14-17 years and operates in partnership
with the Weld County Child Welfare division. All corps members are referred to TIGHT through
case managers and are enrolled in the program for just a summer, or up to six-months. TIGHT
works closely with Child Welfare, Weld County Probation, North Range Behavioral Health, and
the 19th Judicial District to ensure that corps members are engaged in a positive and structured
environment where they can work on educational achievements and healthy engagement in
their communities.
The WIOA Youth Programs services youth 16-24 years in many different ways based upon
individual needs. The goal of this program is to assist youth in successfully completing high
school or a GED program, as well as acquiring skills to obtain employment. To help youth reach
these goals, the program helps with the following services:
• Comprehensive Guidance/Counseling
• Occupational Skills Training
• Alternative School/GED
• Summer Employment
• Study Skills Training
• Dropout Prevention
• Follow-up Services
• Job Shadowing
• Adult Mentoring
• Leadership
• Tutoring
WCYCC also utilizes the Assessment and Learning Center, which has been in operation since
1991. The Learning Center provides exceptional vocational training and educational assistance
to the Weld County Workforce. It is a fee-based environment comprised of 42 workstations with
a variety of assessment and training programs designed to help employers and employees find
suitable matches for each other. Our services are offered at both the Greeley and Fort Lupton
offices along with accessing the majority of those services from home with a high-speed internet
connection. The Center also prepares individuals to successfully complete the GED. This is an
alternative learning environment for individuals who may not have been successful in a
traditional school environment. We offer CSAP approved curriculum from elementary through
high school levels along with college preparatory classes and work with students of all ages. We
have two cap and gown graduations each year with all the pomp and circumstance for those
students who graduate. Assessments offered include aptitude, work attitude, and interest testing
to begin exploration into careers that would suit the individual. In addition, the lab offers a large
variety of skill assessments to determine viability of a candidate for a specific job. Training to
improve job search and job retention skills can be accomplished through a variety of programs
including CareerReady 101, Ready4Work, Microsoft Office tutorials, typing, and ten-key
training.

PUBLIC COMMENT:
OLD BUSINESS: None at this time
NEW BUSINESS:
• Introduction/Reading of Letter of Support- Councilman Jemiola presented a draft letter of
Council support for the inclusion of North 1-25 for any future transportation allocations.
Councilman Tucker suggested adding the Governor to the recipient list. It was agreed to
allow the letter to be reviewed individually and be continued under old business at the
following regular meeting.

Meeting in Ft. Lupton
• Upcoming Meetings/Invitations
• Pay Bills: Councilman Tucker made a motion to pay the bills and the motion was
seconded by Councilman Klein and the motion carried.

ADJOURNMENT: By acclamation, the meeting was adjourned at 7:26 p.m.
The next Regular Meeting of the Weld County Council will be on September 21, 2015 at the
Weld County Administration Building. Council Secretary has contacted Director of Human
Services, Judy Griego, for a program review.
