Whereas,For the purpose of having a more uniform assessment on lands it is
deemed advisable to recommend to the County Assessor the maximum valuations to be place:"
on choice lands in certain localities in the County,
Therefore be it resolved by the Board of County Commissioners of Weld Coun-
ty,Colorado, that the following maximum valuations be and are hereby recommended to the
County ASsessor of said Weld County to be placed upon choice lands in said County for

A communication was read from Mr.L.J.Kelim,of Loveland,Colo. ,informing the Board
that he is about to fence the N.E. 1/4 of Sec. 7 Tp. 5 N.R. 67 W. and by so doing wouldclose
O up the county road running North and South between Sections 7 and 8 Tp.5 N.R. 67 W.as the
"(' ✓ same is now travelled through said sections. As there seems to be a difference of opin-
ion as to the location of the line between said sections the matter was referred to the
County Attorney to inform Mr.iKelim as to the rights of the County in the matter.
A communication was read from Mr.A.D.Holt of Highlandlake,in regard to grading a
piece of road along the South side of Sections 19 and 20 Tp.3 N.R.68 W. ,and after due
D consideration the Clerk was directed to inform Mr.Holt, that owing to the damages done

to the roads and bridges by the high water the Board in all probability would not be
able to do any grading on said road this year.
Petition of Thomas Wiggett of Erie,Colo. ,for rebate of 1899 taxes on 46 head of
Horses,which he did not own and erroneously assessed to him,was presented and after
investigating the matter and finding his statement correct, it was,on motion ordered
that the prayer of the petitioner be granted.

- Messrs. C. C. Calkins,John Hartman,John Comstock and J.L.Barr came before the Board
and stated that what is known as the Calkins and Starbird lake is filling up so rap
idly from seepage that it is running over the main travelled road running East and
West between Sections 19 and 30 Tp.3 N.R.68 W. and damaging said road to such an ex-
tent that unless something is done very soon said road will be impassable; that the
o .
only practicable way to save the road would be to drain the lake by making a tun-
nel at the South side of the lake and running the water into St.Vrain Creek.
They asked the Board to drain the lake sufficiently to prevent it from flooding
the road and_ that the same be done as soop. as ' possible.
After considerable discussion the matter was taken under consideration.
The report of G.A.Montgomery,Road Overseer of District No. l,for the month of
April was presented,examineaapproved and ordered placed on file.
The claim of G.A.Montgomery for Road and Bridge work a/c Dist.No. 1 for 294.25
was presented,examined,on motion allowed and a warrant ordered on the Treasurer for
its payment.

thence due South on the line between the N.W. 1/4 N.W. 1/4 and N.E. 1/4 N.W. 1/4 of
; said Section 25 to the South-east corner of said N.W. 1/4 N.W. 1/4 of said section

Mr.James Conlin,of LaSalle,came before the Board and stated that there is a box
across the county road at the north-west corner of his land which permits the waste
water from the land of R.M.Barr to flow onto his land and thereby damaging him to a
considerable extent and asks that he be allowed to remove said box or close it up so
as to prevent said waste water from running on his land.
After considerable discussion the matter was taken under consideration.
Mr.A.J.Fleming came before the Board and stated that the county roads on the
North and South sides of Sec. l Tp.5 N.R.64 W. and at the North-west and South-west
o corners thereof have been closed by parties fencing said section and thereby shut-
ting himself and others off from the range and he asks that the Board cause said
roads to be opened so as to enable them to drive their cattle out on the range.

Mr. C.C. Calkins came before the Board and presen-
ted a petition signed by 102 taxpayers and residents of Weld County setting forth that the
main travelled highway running East and West between Secs.30 and 31 Tp.3 N.R.68W. is, in the
opinion of said petitioners,in great danger of being ruined by reason of the raising of th
waters in the lake known as the Calkins or Starbird lake,at a point midway on the section
line between said sections,and asks that the Board preserve said road by causing the bank
at the South end of said lake be cut or tunnelled so as to prevent the waters thereof from
destroying said road. After discussing the matter and the probable cost of doing the work

the same was taken under consideration and the petition ordered placed on file.

overdraft in the fund for the Support of the Poor to the amount of $2484.00 and
there exists a balance to the credit of the Contingent Fund amounting to $3474.00,

The Board after carefully considering the request of Mr.James Conlin to close up the
boxes across the road near his place, on motion,decided that said boxes should be kept o-
pened for the better protection of the county road.
The Clerk is directed to inform Mr.Conlin of the action of the Board.
Complaint has been made to the Board that T.T. and W.W.Roberts have placed an ob-
struction across the county road running North and South through the E. 1/2 of Sec.36 Tp. 2
N.R.65 W. at a point where the B. and M.Ry. crosses said road by fencing the same,thereby
causing considerable inconvenience and annoyance to the travelling public.
The Clerk is directed to notify them to remove said obstruction from the said public
highway at once and to keep the same therefrom hereafter.

A communication wss read from Mr.A. C.Ingram in
p relation to the county road running East and Westbetween Sections 19 and 30 Tp.4 N.R.66 W.
claiming that some years ago he investigated the matter and was told that it was not a le-

4gal road and if it is not he does not feel like giving up 2 or 3 acres of land for nothing
lAand the expense of fencing. If it is a legal road he is willing to open it up.
He states that the road is not used very much and asks that the matter of opening it up
be deferred for the present until the legality of the road could be further investigated

` as he has gates at the East and West ends and to compel him to open the said road now woul
°cause him considerable inconvenience besides extra and unnecessary expense.

The Clerk is directed to inform Mr.Ingram that the Board claims the County has good ti
tle to the land and the road is a legal highway,but in order to accommodate him the matter

, of opening the same willbe delayed for the present,pending further investigation,provided
,he will permit the gates to be used so the road can be travelled.

It appearing to the Board that the right of way for the line of road prayed for
\o is not all granted and Thos.Keehn having deposited $15. 00 to pay the expense of viewing in
,case said road be not granted,on motion it was ordered that Commissioner S.R.Huffsmith,
P.J.Hussion and Thos. Treoninz be and they are hereby appointed viewers to meet at the
°starting point at 10 o'clock A.M.Thursday the 21st. day of June 1900,and view the line of
road herein prayed for and file their report thereon,as required by law,with the County
' Clerk ten days before the next regular meeting of the Board.
Thos.Keehn is hereby appointed to post notices as required by law.
A petition was presented from Edwin M.Herr asking for rebate of taxes for the years
1895 to 1899,inclusive,on the S. 1/2 Sec. 20 and N1/2 Sec.29 Tp.4 N.R.61 W.for the
reason that the assessment of S4.00 per acre is excessively high for the class of
land this is,being grazing land, and much higher than it could be sold for. It is
entirely unimproved,wild land,produces nothing and is not under ditch and for these
reasons he asks that the valuation be reduced.
After carefully considering the matter it was on motion ordered that he be gran-
ted a rebate on the takes for the year 1899 on a valuation of 0"1760.00.

Petition of P.W.Putnam was presented
asking that the taxes assessed against him for the years 1889 to 1899 on Moneys,
Notes and Credits be .reduced for the various years named for the reason that for
the years 1889,1890,1891,1892,1893 and 1894 he owed the sum of $3500. 00 and that
during the years 1895, 1896,1897,1898 and 1899 he owed the sum of $4500. ,and that
during the years 1898 and 1899 his debts totally offset his credits.
After due consideration it was on motion ordered that his assessment be re-

pursuant to adjournment of the 14th. inst.

The Board having been misinformed in regard to
those interested in the opening of the county road between Sections 19 & 30 Tp.4
N.R.66 W. being willing to wait until fall before opening it up,but on the con-
Otrary they insist on the same being opened to travel at once without any further
c delay,on motion ordered that the action taken on June 8th. 1900 in relation to the
same be and is hereby rescinded and the Clerk is directed to notify Mr.Ingram to
open said road to travel at once as it is a legal highway and the County has good
title thereto.
W In the matter of petition of D.H. )
Carleton for rebate of taxes. )
Petition of D.H.Carleton was presented
asking for a reduction of taxes assessed against him for the years 1896,1897,1898
and 1899 on Moneys,Notes and Credits for the reason that $2000.00 of amount claimed
was paid to his son-in-law for 11 s support and maintenance during his life and no
interest is payable thereon and that for the year 1899 he was erroneously assessed
in the sum of $300. 00.
After due consideration it was ordered that his assessments be reduced to the a-
mounts as follows,1896 $340.00, 1897 $300.00,1898 $300. 00 and 1899 $300.00 and that
the County Treasurer collect the taxes on said amounts without interest.
10 In the matter of petition of I.E. )
Rockwell for rebate of taxes. )
Petition was presented from I.E.Rockwell
through her agent,Jesse Hawes,asking for a reduction of taxes assessed against her
for the years 1895 to 1899,both inclusive,on Moneys,Notes and Credits for the rea-
son that for the year 1895 she is assessed in tie sum of $7500.00 while she only
owned $ 3000.00 and for the year 1896 she is assessed in the sum of $12350. 00 when
in fact she only owned $4350.00, and for the year 1897 she is assessed in the sum of

$13150.00 while in fact she only owned $2500.00,and for the year 1898 she is assessed in
the sum of .Sl3720. 00 while in fact she only owned $1950.00,and in the year 1899 she is
assessed for the sum of $17220.00 when in fact she only owned *5450.00.
That several of said notes are of questionable value and that if the Board will accep
he will pay the sum of $200.00 in full settlement of all taxes so assessed.
After due consideration it was ordered that the County Treasurer accept the sum of
$200.00 in full settlement of the taxes above described.

The Board then took up for consideration the fol-
lowing petitions for rebate of taxes and after carefully investigating the claims of each
they were,on motion,granted,viz:-
J Mrs. C.Wille, Rebate of 1899 tax on Lots 11 & 12 Block 173 Town of Evans
on a valuation of 010.00.
,/ Frank A.Gates, Rebate of 1899 tax on Capital in Merchandise on a valua-
tion of 0500.00.
✓ Richard Carroll, Rebate of 1899 tax on Personal Property in School District
51 on a valuation of 01700. 00.
J C.H.Thomas, Rebate 1899 Military and County Poll Taxes.
) August C.Boye, Redemption of the S.W.1/4 of S.W. 1/4 Sec. 17 Tp. 6 N.R.65 W.
from the Tax Sales of 1898 and 1899 by reason of double
assessments and erroneous sales.
/ / ) A communication was received and read from Mr.E.P.House asking the Board to redeem
the N.W. 1/4 of S.E. 1/4 of Sec. 25 Tp.4 N.R.67 W.from tax sales of 1897 and 1898 for the
reason that said land was at the date of said sales Government Land and not subject to
assessment and sale. After investigating the matter and finding his statements correct,
it was on motion ordered that his re quest be granted and the County Treasurer is directed
to redeem said land from said sales at the face value of the tax sale certificates with-
out interest or penalties.
