HomeMy WebLinkAbout20153073.tiff RESOLUTION RE: APPROVE GREAT OUTDOORS COLORADO GRANT APPLICATION FOR ALONG BIG AND LITTLE ERADICATION OF RUSSIAN OLIVE AND TAMARISK THOMPSON RIVERS AND AUTHORIZE CHAIR PRO-TEM TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Great Outdoors Colorado Grant Application for Eradication of Russian Olive and Tamarisk along the Big and Little Thompson Rivers, from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, to Great Outdoors Colorado, commencing upon full execution of signatures, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Great Outdoors Colorado Grant Application for Eradication of Russia Olive and Tamarisk along the Big and Little Thompson Rivers from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, to Great Outdoors Colorado be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair Pro-Tem be, and hereby is, authorized to sign said application. This g work does not violate any easements or use restrictions in the County. All work will be done on properties that the landowners voluntarily agree to and sign permission slips. Backing from the State Law to garner volunteers will be used as a last option, if pressure is needed to encourage volunteers. This small project is part of a larger project working to address the entire stretch of the Little and Big Thompson Rivers along with the South Platte River up to the confluence with the Cache La Poudre River. Provide a 75-word summary of the project: The Weld County Weed Division, in partnership with the Weld County Youth Conservation Corps will work along the river banks of the Big and Little Thompson Rivers in Weld County to eradicate Russian olive and Tamarisk. Since the flooding in September of 2013 the spread of Russian olive and Tamarisk along these two rivers has drastically increased. Russian olive and Tamarisk species will be cut by the WCYCC chainsaw crew and cut-stump treated using herbicide. 4. County/counties the project is in: Weld County 14.Name of nearest town or landmark: Johnstown 9 2016 Request for Proposals (RFP) Great Outdoors Colorado-Funded Youth Corps Crews for Local Government & Open Space Projects 1. Project Description— This project will directly affect the river banks of the Big Thompson and Little Thompson River's in Weld County. Both the Big Thompson and Little Thompson River's have dense population of Russian olive and Tamarisk and the invasive species have both made a bigger push to take over these bank since the flooding that occurred in the area in September of 2013. With the help of the Weld County Youth Conservation Corps (WCYCC), we hope to cut, treat and chip 90 acres of river hank in 6 weeks. WCYCC will cut Russian olive and Tamarisk,treat immediately with chemical and chip all cut material. We are asking that 4 weeks of the work be funded through this grant opportunity and the youth corps chainsaw crew has agreed to in-kind 2 weeks of service as match. Weld County motor pool has also agreed to in-kind the use of a chipper for the duration of the project and we (Weld Weeds)will provide the chemical used in treating the cut stumps. 2. Education — The Weld County Weed Division has agreed to provide chemical background and safety to the Weld County Youth Conservation Corps as a refresher to some members and first time training to new members. Safety training will include how to read an MSDS sheet, how to properly handle chemical, proper mixing techniques and proper disposal and storage of unused chemical. Weld Weeds in collaboration with WCYCC staff will also provide environmental education regarding species invasive to Colorado, going in-depth on Russian olive and Tamarisk. 3. Need & Benefits -- The two invasive species that we would be targeting with these grant funds are Russian olive and Tamarisk(Salt Cedar). Both are Eurasian ornamentals brought to this region as hardy plants. The plants are known to quickly colonize watersheds and out-compete native plant communities, forming monotypic stands of vegetation with little ecological value. Once established,control and restoration of sites colonized by these weedy trees and shrubs becomes very expensive and uncertain. Control of these weeds prior to colonization is much more preferable and cost effective. The Big Thompson and Little Thomson rivers currently sit at this point and this fact drives our request. Much more delay in our control efforts in the watershed will result in the loss of our advantage over these weeds. Another benefit is the water that could be freed up downstream for beneficial uses such as agriculture. Both invasive species consume large quantities of water and depletes surface flows and ground water reserves. The removal of Russian olive and Tamarisk helps sustain agriculture and will ensure greater water availability for environmental and recreational needs. Without efforts to control density and spread of invasive species, water shortages will be exacerbated as farmers, industry and municipalities compete for this limited resource. Unfortunately, wildlife is often relegated to the end of a very long list of water users, and they will likely suffer the most from changes to the ecology and hydrology of the Big Thompson and Little Thompson River. 4. Planning& Readiness— The Weld County Weed Division has partnered with the Weld County Youth Conservation Corps on several Russian olive and Tamarisk projects over the last few years and have determined that the crew can clear 10-20 acres of invasive vegetation per week on average. Each property is protected by a conservation easement and is readily accessible with advance notification to the landowner. Since eradication of invasive species is not possible, we must focus on targeted removal and mitigation efforts. This project will provide several benefits including improved wildlife habitat, weed control, and reduction of nonessential water consumption. Controlling the spread and reducing the impact of invasive species is critical to maintaining the natural ecology of the Big Thompson and Little Thompson Rivers. Weld County Weed Division will be able to meet the responsibilities outlined in the RFP and supply all specialty tools and materials needed. No barriers to the project completion date of this project are expected. 5. Funding Need and Match— Without the funding from GOCO and in-kind time from the Weld County Youth Conservation Corps it is unlikely that this work would be completed. With the help of GOCO funds the Weld County Weed Division and the Weld County Youth Conservation Corps will be able to dramatically reduce the amount of Russian olive on the Big Thompson and Little Thompson Rivers as well as, reduce the spread of the invasive species downstream. The Weld County Weed Division staff will provide technical assistance at each site prior to initiation of work. Staff time, travel cost and chemical will be Weld Weeds major contribution to the project. The Weld County Youth Conservation Corps has agreed to match the 4 weeks of funding provided by GOCO with 2 additional weeks of work.
