Minutes WELD COUNTY COUNCIL April 20, 2015 The Weld County Council met in full conformity with the Weld County Home Rule Charter, Monday, April 20, 2015, at the Weld County Southwest Service Center, Longmont, CO. ROLL CALL: The meeting was called to order by Councilman Abernathy and on roll call the following members were present, constituting a quorum of members thereof: Councilwoman Marge Klein Councilman Brett Abernathy Councilman Don Mueller Councilman Jordan Jemiola Councilman Charles Tucker Also present: Sarah Landry, COCA Director of Operations, John Lefebvre, Weld County Treasurer and Sarah Mundt, Council Secretary. APPROVAL OF AGENDA: Councilman Mueller made a motion to approve the April 20, 2015 agenda. Councilman Abernathy moved to amend the New Business section to add Discussion of Sheriffs Office. Councilman Mueller made a motion to approve the amendment, the motion was seconded by Councilwoman Klein and the motion carried. APPROVAL OF MINUTES: • Formal Approval of the March 16, 2015 Minutes, Councilman Jemiola motioned to accept the Minutes. The motion was seconded by Councilman Tucker and the motion carried. GUEST PRESENTATION: Sarah Landry, Director of Operations for the Colorado Oil and Gas Association Ms. Landry presented a detailed power point discussing and explaining the nature of the Oil and Gas Industry in Colorado and specifically Weld County. A copy of the presentation will be attached to the Minutes of this meeting. PROGRAM REVIEW: John Lefebvre, Weld County Treasurer Mr. Lefebvre gave a review of the financial state of Weld County, current projected projects and the impact of the Oil and Gas Industry on Weld County. Sixty-four percent of property tax base is from the Oil and Gas Industry. The price control in the Industry will decrease the dollar amount collected through property taxes that the County will be seeing over the next few years. 2016 will be a peak collection year and 2017 will be where the County sees almost a fifty percent reduction in collection. The County treats the boom/bust nature of the Oil and Gas Industry as a one-time non-recurring revenue source. Often this revenue is earmarked for a specific project and is placed in a reserve. Many underlying Districts are being encouraged to readjust their budgets since up to eighty-nine percent of the revenue sources are from the Oil Ctimi nfPo y„tej 2015-4097 5-9-c2O/I0 Weld County Council March 16,2015 Minutes and Gas Industry. Weld County has $111 million in Government agency bonds, $102 million in short term money market. Pension funding is on track to be fully funded. PUBLIC COMMENT: None at this time OLD BUSINESS: None at this time NEW BUSINESS: • Coordinator Reports o Councilman Mueller visited North Colorado Medical Center trustee meeting with Commissioner Conway to hear an update. Councilman Mueller and Councilwoman Klein attended the County Strategic Planning Meeting. • Discuss the Sheriffs Office o The status of the Sheriff's Office investigation is solely in the jurisdiction of Human Resources and the Investigating Entities. • Upcoming Meetings/Invitations- none • Pay bills —Councilwoman Klein made a motion to pay all bills, Councilman Tucker seconded the motion, and the motion carried. ✓ Mileage for Councilman Mueller $ 37.26 ✓ Mileage for Councilman Abernathy $ 37.26 ✓ Mileage for Councilwoman Klein $ 17.28 ✓ Mileage for Councilman Tucker $ 51.84 ADJOURNMENT: By acclamation, the meeting was adjourned at 8:08 p.m. The next Regular Meeting of the Weld County Council will be on May 18, 2015 at the Weld County Administration Building.
