E. , Development Engineer SUBJECT: USR15-0045, Woodward The Weld County Department of Planning Services-Engineering has reviewed this proposal. Staff comments made during this phase of the application process may not be all-inclusive, as other issues may arise during the remaining application process. COMMENTS: General Project Information/Location: Project description This project is west of CR 7 and is north of SH 7. Parcel number 146733100070. Access is from CR 7. Roads: County Road 7 is a paved road and is designated on the Weld County Road Classification Plan as a arterial road , which requires 140 feet of right-of-way at full buildout. All setbacks shall be measured from the edge of future right-of-way. This road is maintained by Weld County. Traffic: Latest ADT on CR 7 was taken on 8/14 which counted 1047 vpd with 9% trucks. . A traffic narrative was submitted with the application materials and indicated that there will be approximately 20 passenger daily roundtrips and 5 ry trips/week. The expected traffic routes are 75% using CR 7 to SH 7 and 25% using CR 7 to CR 4 or CR 6. Access: The project access onto CR 7 via a private roadway. An access permit has been approved for the access to the site (AP15-00430). For shared accesses, Public Works strongly recommends that the property owner establish an access road maintenance agreement so future owners of the properties will be aware of their requirements for shared maintenance of the access road. This is not a requirement for the recorded exemption but is recommended to avoid property owner conflicts in the future. Show and label a 30 ft minimum access easement to provide adequate access to the parcel. TRACKING CONTROL: Tracking control is required to prevent tracking from the site onto public roadways. Minimal standards are listed below. Temporary Tracking Control shall be used during construction unless permanent tracking control is installed ahead of construction activities. 20 to 50 passenger vehicle round trips/day or less than 4 truck round trips/day: Access onto gravel roads includes 50 ft of road base or recycled asphalt. Access onto paved roads includes 100 ft of road base or recycled asphalt. *Recycled concrete is not allowed in County ROW **Tracking control devices can be double cattle guards or other specialized device *** Tracking control for unmaintained public ROW is required just prior to entering publically maintained roadways. A development standard will be included on the recorded site plan. "The site shall be maintained to mitigate any impacts to the public road including damages and/or offsite tracking ." Improvements and Road Maintenance Agreement: No improvements agreement will be required as the anticipated traffic is less than 21 round truck trips/day or 50 round passenger vehicle trips/day. A development standard will be applied to the recorded plan indicating any impacts to the road must be mitigated by the owner. There shall be no tracking from the site onto publically maintained roads. The applicant is responsible for mitigation of any damage or offsite tracking and upgrading and/or maintaining onsite tracking control. Drainage Requirements: The draft drainage code is available on the Department of Planning Services-Engineer website. http://www.co.weld.co. us/Departments/PlanningZoning/Engineering .html . Detention Pond summarized in a Drainage Report: A final drainage report and detention pond design shall be completed by a Colorado Licensed Professional Engineer and adhere to the drainage related sections of the Weld County Code. The preliminary report does not indicate compliance with Weld County Code. The drainage report must include a certification of compliance stamped and signed by the PE which can be found on the engineering website. General drainage report checklist is available on the engineering website. More complete checklists are available upon request. Grading Permit A Weld County Grading Permit will be required if disturbing more than 1 acre. Grading Permit applications are accepted after the planning process is complete (plan recorded). An Early Release Request Form may be entertained only after the applicant and Planning Department have reviewed the referral and surrounding property owner comments. The Early Release Request may or may not be granted depending on referral comments and surrounding property owner concerns. Contact a Engineering representative from the Planning Department for more information. A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre. Contact: Colorado Department of Public Health and Environment, Water Quality Control Division, Rik Gay, 303- 692-3575. Geologic Hazard Area: This area IS NOT in a Geologic Hazard Area. Floodplain: This area IS NOT in a FEMA regulatory floodplain . CONDITIONS OF APPROVAL: A. A Final Drainage Report and Certification of Compliance stamped and signed by a Professional Engineer registered in the State of Colorado is required. The preliminary report does not indicate compliance with Weld County Code. (Department of Planning Services-Engineer) B. The plan shall be amended to delineate the following : 1 . Show and label the approved access (AP15-00430), and the appropriate turning radii on the site plan. (Department of Planning Services-Engineer) 2. Show and label a 30ft minimum access and utility easement to provide legal access to the parcel on the site plan . (Department of Planning Services-Engineer) 3. Show and label the approved tracking control on the site plan . 4. Show and label recycled asphalt or road base on all driving surfaces on the site plan . (Department of Planning Services-Engineer) 5. Show and label the accepted drainage features and drainage flow arrows on the site plan. Water quality features or stormwater ponds should be labeled as "Water Quality Feature/Stormwater Detention, No-Build or Storage Area, Volume = ?" (Department of Planning Services-Engineer) Prior to Construction : A. If more than one (1 ) acre is to be disturbed , a Weld County Grading Permit will be required. (Department of Planning Services-Engineer) DEVELOPMENT STANDARDS (NOTES ON THE SITE PLAN) 1 . Should noxious weeds exist on the property or become established as a result of the proposed development, the applicant/landowner shall be responsible for controlling the noxious weeds, pursuant to Chapter 15, Articles I and II , of the Weld County Code. There shall be no parking or staging of vehicles on public roads. On-site parking shall be utilized . (Department of Public Works) 4. A commercial septic system will be built to accommodate the manager's residence/office and customer restrooms. There will be a dump station located on site . We have no objections to the proposal ; however, we recommend that the following requirement be incorporated into the permit as a condition that must be met prior to certificate of occupancy for the manager's residence/office: 1 . An on-site waste water treatment system (OWTS) is required for the manager's residence/office and shall be installed according to the Weld County OWTS Regulations . We recommend that the following requirements be incorporated into the permit as development standards: 1 . All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20- 100 . 5 , C . R.S . ) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination . 2 . No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20- 100 . 5 , C. R.S . 3 . Waste materials shall be handled , stored , and disposed in a manner that controls fugitive dust, fugitive particulate emissions, blowing debris , and other potential nuisance conditions. The facility shall operate in accordance with Chapter 14, Article 1 of the Weld County Code . 4. Fugitive dust should attempt to be confined on the property. Uses on the property should comply with the Colorado Air Quality Commission's air quality regulations. 5 . This facility shall adhere to the maximum permissible noise levels allowed in the Non-specified Zone as delineated in Section 14-9-30 of the Weld County Code. 6 . Adequate drinking , handwashing and toilet facilities shall be provided for employees and patrons of the facility, at all times . Sewage disposal for the facility shall be by septic system . Any septic system located on the property must comply with all provisions of the Weld County Code , pertaining to Onsite Waste Water Treatment Systems. 7. A permanent, adequate water supply shall be provided for drinking and sanitary purposes. 8 . The Fire District has adopted the 2012 Edition of the International Fire Code and the activities of this operation will be covered by this Code. Based on my review, I have the following comments with regard to the project: • Water supply for fire protection is required for this use. The hazards of exposure to outdoor storage from ignition sources or other exposing fires make this a necessity regardless of whether or not there is occupancy. In accordance with Section 507.1 of the International Fire Code, an approved water supply capable of supplying the required fire flow for fire protection shall be provided to all premises upon which facilities, buildings or portions of buildings are hereafter constructed or moved into or within the jurisdiction. A minimum fire flow of 1,000 gallons of water per minute, measured at a residual pressure of 20 pounds per square inch (p.s.i.), for two hours is required to be provided from hydrants that are located so that the most remote portion of the storage is within 450 feet of a hydrant, as measured along the fire apparatus access road. A minimum of 1,500 g..p.m. is required for the manager's office and depending on the construction type of the storage building the required fire flow could be 2,000 gallons per minute. Covered storage will only require 1,000 g.p.m. if these buildings are not provided with sides. A preliminary meeting was conducted with the applicant regarding the need for water supply for fire protection throughout the facility requirements however no approvals were given as indicated in section 2.g of the application. • Utility plans showing the location of proposed fire hydrants, water main sizes, the storage tank and fire pump must be provided to the Fire District for review and approval before the Fire District may give approval for this type of operation. • Fire apparatus access must be provided so that fire apparatus may reach within 150 feet of all portions of the storage. Access roads must be a minimum of 20 feet in width and provided with provisions for the turning around of fire apparatus if any road is in excess of 150 feet in length. Fire apparatus access roads must be designed and maintained to support the imposed loads of fire apparatus (75,000 pounds), must have a surface that provides all-weather driving capabilities. www.mvfpd.org Page 2 • Protection from fire migration from exposure to exposure must be considered in this type of situation. For this reason, adequate measures must be taken to properly separate storage and reduce an exposure problem. A minimum separation of three feet will need to be provided between each of the recreational vehicles (RV's, campers, boats, trailers, etc.). • Control of potential ignition sources must be considered. The entire storage site must be kept free from the accumulation of unnecessary combustible materials. The elimination of trash accumulations, weeds, and brush is important. Vegetation must be kept cut low. Procedures must be provided for weed control and the periodic cleanup of the storage area. Smoking must be prohibited, except in locations prominently designated as smoking areas. "NO SMOKING" signs must be posted in prohibited areas. • A final site plan, drawn to scale, will need to be submitted to the Fire District that addresses the above comments before any building permits may be issued. • A final inspection of the site will be required by a member of the Fire District before final approval for the facility is given by Weld County.
