RE: ACCEPT REQUEST OF THE GENESIS PROJECT OF NORTHERN COLORADO TO
WITHDRAW APPLICATION FOR A SITE SPECIFIC DEVELOPMENT PLAN AND USE
BY SPECIAL REVIEW PERMIT, USR-1781, FOR A RESIDENTIAL THERAPEUTIC
CENTER IN THE A (AGRICULTURAL) ZONE DISTRICT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, on August 3, 2011, by Resolution #2011-2072, the Board approved the
application of The Genesis Project of Northern Colorado, P.O. Box 200087, Evans, CO 80620,
for a Site Specific Development Plan and Use by Special Review Permit, USR-1781, for a
Residential Therapeutic Center in the A (Agricultural) Zone District on the following described
real estate, to-wit, and:
Lot A of Recorded Exemption, RE-4372; being part
of the NW1/4 of Section 6, Township 6 North,
Range 64 West of the 6th P.M., Weld County,
Colorado
WHEREAS, on June 24, 2015, the Board was presented with a letter, dated June 18,
2015, from the applicant requesting the withdrawal of the application, stating the property is
vacant and the project has been abandoned, and
WHEREAS, the Board of County Commissioners heard all of the testimony and
statements of those present, studied the request of the applicant and all of the exhibits and
evidence presented in this matter and, having been fully informed, deems it advisable to grant
the applicant's request and thereby accept the withdrawal of the application.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the request of The Genesis Project of Northern Colorado to
withdraw the application for a Site Specific Development Plan and Use by Special Review
Permit, USR-1781, for a Residential Therapeutic Center in the A (Agricultural) Zone District on
the parcel of land described above be, and hereby is, accepted.

Withdrawal of Application, USR-1781

The Board of County Commissioners at their August 3, 2011 land use hearing approved a
request for a Site Specific Development Plan and Use by Special Review Permit, USR-1781 for
a residential therapeutic center in the A (Agricultural) Zone District— (The Genesis Project of
Northern Colorado)
The property is located on Lot A of Recorded Exemption no. 4372, being a part of the NW4 of
Section 6, T6N, R6W of the 6th P.M., Weld County, Colorado and more specifically located 0.5
miles South of County Road 74 Section Line; east of and adjacent County Road 49.
The Department of Planning Services has received a written request dated June 18, 2015
(attached)from Ms. Jan Bartram, President of Genesis Project of Northern Colorado who indicates
that the Genesis Project has made a business decision to withdraw the approved Board of County
Commissioner Genesis Project of Northern Colorado Site Specific Development Plan and Special
Review Permit for a residential therapeutic center USR-1781 permit.
Given the request by the Genesis Project of Northern Colorado, the Department of Planning
Services respectfully requests support of this request to withdraw case number USR-1781.

Dear Mr. Ogle,
We at the Genesis Project would like to withdraw our application for the USR
1781 at this time. We are going to sell the property at 35740 County Road 49
Eaton, Colorado. Our reason is that we feel it would be too costly to build the
facility like we would want, with the present soil content and the guidelines we
would need to meet. Therefore, we are looking for a multifamily dwelling in town
that is already built. It is our hope that someday we may revisit this dream and
consider building in a country setting. For now we are going to move in a
different direction so we can begin meeting the needs of more families now. We
presently have a home which houses two mothers and their children.
