Explain, in detail, the proposed use of the property. The applicant is proposing parking and maintaining trucks for LRP One Trucking on the site. The trucks include but are not limited to those used in the oil and gas industry. The applicant will also use the site to store and maintain his personal farm tractor and equipment. The office for this business will not be located on-site. The applicant also will store Frac tanks and a small amount of fill dirt on the property. The plat includes space for all fourty-two frac tanks owned by LRP One Trucking. However, if business is good the frac tanks will be in use off-site. At this time all fourty-two tanks are in use off-site. At this time no fuel station is being requested. However, the plat includes a future 1000 gallon fueling station. The appropriate certification will be obtained when and if the tank is placed on the site. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. The proposal is consistent with following sections of the Weld County Comprehensive Plan: A.Policy 7.2. Conversion of agricultural land to nonurban residential, commercial and industrial uses should be accommodated when the subject site is in an area that can support such development, and should attempt to be compatible with the region. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. Section 23-S allows for any use permitted as a use by right, an accessory use, or a Use by Special Review in the commercial or industrial zone districts, provided that the property is not a Lot in an approved or recorded subdivision plat or lots parts of a map or plan filed prior to adoption of any regulations controlling subdivisions, to be located in the agricultural district upon approval of a Use by Special Review permit. 4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. The surrounding properties are agricultural with homes in close proximity to the west and north. The existing residences were taken into consideration when the site layout was prepared. The high ditch bank and a six foot wood fence have been used to ensure that storage and parking are placed in areas that will have the least impact. 5.a. Number of people who will use this site Up to 23 truck drivers will park on the lot along with two on-site mechanics. 513. How many employees are proposed to be employed at this site. Up to 25 5.c. Hours of operation. The facility will operate 24 hours per day, 7 days per week, 365 days per year. Normal hours of operation are from 6:00 am to 8: 00pm. Approximately twice a week a drive is required to access his truck outside of the normal hours. 5.d. Type and number of structures to be erected (built) on this site. No additional buildings are being proposed. The existing ditch crossing will be expanded to 30'. We have been attempting to get an agreement with the Ditch Company but they have indicated they are unavailable because of harvest. We understand that an agreement will be a condition of approval. At a future date a sign with the business name "LRP ONE TRUCKING" may be put on the front of the building in 6" red letters. The only exterior lights will be on the east and south side of the existing building as shown on the lat. These lights are placed so that they will not shine directly onto adjacent properties. T 7 5.e. Type and number of animals, if any, to be on this site. No animals will be housed on the site. 5.f. Kind of vehicles (type, size, weight) that will access this site and how often. At this time the vehicles on-site include 2 water trucks, 5 semi-trucks with belly dumps, 3 wench trucks, 2 semi-trucks with box trailers, 3 semi-trucks with end dumps and 6 semi-trucks with trailers The 25 employee's personal vehicles and 1 farm tractor and 1 box blade. None will be above 80,000 pounds or longer than 65 feet. The drivers will pick up their trucks in the morning,as early as 6:00 a. m. and return at the end of their work day which can be as late as 8:00 p. m. Three of these drivers will have managerial responsibilities that may keep them on site for short periods before or after they complete their designated routes. The plat shows parking for 23 trucks and room for storage of frac tanks. The area for storage of frac tanks will also be. used for overflow parking of the trailers, end dumps, belly dumps when they are detached from the trucks for transporting frac tanks. The site will have approximately 12 deliveries a week. These deliveries will include truck parts, tires, oil, and trash pickup. Traffic areas have been covered with recycled asphalt. Further, the pipe bridge over the Western Mutual Ditch is over twice the width of an average cattle guard and will ensure no tracking onto the County Road . Traffic from the site is approximately 50% traveling north and 50% traveling south along County Road 39. 5.g. Who will provide fire protection to the site. LaSalle Fire Protection District. 5.h. Water source on the property (both domestic and irrigation). Central Weld County Water District. 5.1. Sewage disposal system on the property (existing and proposed). The existing building has a bathroom and septic system which are appropriately permitted under # SP-1400163. The septic will be reviewed by an engineer and if determined to be inadequate the system will be expand. 5.j. If storage or warehousing is proposed what type of items will be stored. Up to 43 frac tanks will be stored on the site along clean fill dirt which will not exceed 40' x 25' and 8' in height. Given that the piles will not be placed immediately adjacent to the property line and in an area that is relatively flat, no containment will be necessary. The building will have motor oil, hydraulic oil, antifreeze and other items necessary for maintaining the trucks. 6. Explain the proposed landscaping for the site. The Western mutual ditch runs along the west and north side of the property. The ditch bank is high enough to help screen the proposed personal vehicle parking area. A six foot high wood fence will screen the proposed truck parking and the frac tank storage area. The yard around the building will be covered with recycled asphalt and the remainder of the property will be mowed to maintain a neat and clean appearance. No other screening or landscaping is proposed. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. The building can revert to an agricultural use or a different commercial use can be permitted to operate from the site. 8. Explain how the storm water drainage will be handled on the site. The site slopes to the northeast where Stormwater will be captured. Water quality feature calculations have been included. See the attached drainage information. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. The building will require a change of use building permit. Construction will begin immediately upon completion of the USR. 10. Explain where storage and/or stockpile of wastes will occur on this site. A Waste Handling Plan has been included with the application. The only waste to be stored outside of the existing building will be scrap metal. A bin will be located east of the existing building so that it is screened from the right-of-way and surrounding property owners. 11 . Please list all proposed on-site and off-site improvements associated with the use (example: landscaping, fencing, drainage, turn lanes, etc.) and a timeline of when you will have each one of the improvements completed. Change of use for building will be submitted immediately upon approval of the USR. Fencing will commence immediately upon approval of the USR. Digging of the drainage pond will commence immediately upon approval of the USR. Laying of the crushed asphalt has been completed. Expansion of the ditch crossing will commence immediately upon approval of the USR. It is hoped that all work will .be clone before the .first of the year. Recycled asphalt has been applied to the interior roadways and truck parking area. Dust should not be a factor. However, shoutd surrounding property owners complain about on-site dust and the complaint is verified by Weld County staff, appropriate steps will be taken to minimize dust. Dust reduction may be controlled by reducing the speed of vehicles on the site at minimum or applying additional crushed asphalt if necessary. SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW (USR) QUESTIONNAIRE In attempting to attain a ditch crossing agreement and access permit from Weld County Public Works we found that the required 68' bridge was unaffordable and could not be constructed during irrigation season. The bridge also came with the stipulation that it be removed yearly so that the ditch could be cleaned. With the support of the neighbors and the Western Mutual Ditch Company we have been able to change our proposal. We have submitted the required documents to expand the parcel to the north which allows the access to avoid crossing the ditch at its widest point. The ditch will be crossed at an existing 35 foot bridge on the east side of the parcel. An easement is being created that allows this access to be used by the adjoining surface and subsurface owners as well as the Western Mutual Ditch Company. The new shared access location is much safer and will have less impact on the surrounding neighbors and the Western Mutual Ditch. Changes to the questionnaire are in italics. 1 . Explain, in detail, the proposed use of the property. The applicant is proposing parking and maintaining trucks for LRP One Trucking on the site. The trucks include but are not limited to those used in the oil and gas industry. The applicant will also use the site to store and maintain his personal farm tractor and equipment. The office for this business will not be located on-site. The applicant also will store Frac tanks and a small amount of fill dirt on the property. The plat includes space for all fourty-two frac tanks owned by LRP One Trucking. However, if business is good the frac tanks will be in use off-site. At this time all fourty-two tanks are in use off-site. At this time no fuel station is being requested. However, the plat includes a future 1000 gallon fueling station. The appropriate certification will be obtained when and if the tank is placed on the site. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. The proposal is consistent with following sections of the Weld County Comprehensive Plan: A. Policy 7.2. Conversion of agricultural land to nonurban residential, commercial and industrial uses should be accommodated when the subject site is in an area that can support such development, and should attempt to be compatible with the region. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. Section 23-S allows for any use permitted as a use by right, an accessory use, or a Use by Special Review in the commercial or industrial zone districts, provided that the property is not a Lot in an approved or recorded subdivision plat or lots parts of a map or plan filed prior to adoption of any regulations controlling subdivisions, to be located in the agricultural district upon approval of a Use by Special Review permit. 4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. The surrounding properties are agricultural with homes in close proximity to the west and north. The existing residences were taken into consideration when the site layout was prepared. The high ditch bank and a six foot wood fence have been used to ensure that storage and parking are placed in areas that will have the least impact. 5.a. Number of people who will use this site Up to 23 truck drivers will park on the lot along with two on-site mechanics. 5.b. How many employees are proposed to be employed at this site. Up to 25 5.c. Hours of operation. The facility will operate 24 hours per day, 7 days per week, 365 days per year. Normal hours of operation are from 6:00 am to 8:00pm. Approximately twice a week a drive is required to access his truck outside of the normal hours. 5.d. Type and number of structures to be erected (built) on this site. No additional buildings are being proposed. The existing ditch crossing will be removed. At a future date a sign with the business name "LRP ONE TRUCKING" may be put on the front of the building in 6" red letters. The only exterior lights will be on the east and south side of the existing building as shown on the ' lat. These lights are placed so that they will not shine directly onto adjacent properties. „ 7 . • 1' f'. •4.A tQ Ill' 5.e. Type and number of animals, if any, to be on this site. No animals will be housed on the site. 5.f. Kind of vehicles (type, size, weight) that will access this site and how often. At this time the vehicles on-site include 2 water trucks, 5 semi-trucks with belly dumps, 3 wench trucks, 2 semi-trucks with box trailers, 3 semi-trucks with end dumps and 6 semi-trucks with trailers. The 25 employee's personal vehicles and 1 farm tractor and 1 box blade. None will be above 80,000 pounds or longer than 65 feet. The drivers will pick up their trucks in the morning as early as 6:00 a. m. and return at the end of their work day which can be as late as 8:00 p. m. Three of these drivers will have managerial responsibilities that may keep them on site for short periods before or after they complete their designated routes. The plat shows parking for 23 trucks and room for storage of frac tanks. The area for storage of frac tanks will also be used for overflow parking of the trailers, end dumps, belly dumps when they are detached from the trucks for transporting frac tanks. The site will have approximately 12 deliveries a week. These deliveries will include truck pads, tires, oil, and trash pickup. Traffic areas will be covered with recycled asphalt and road base. Cattle guards will be placed at the access to ensure no tracking onto the County Road. Traffic from the site is approximately 50% traveling north and 50% traveling south along County Road 39. 5.g. Who will provide fire protection to the site. LaSalle Fire Protection District. 5.h. Water source on the property (both domestic and irrigation). Central Weld County Water District. 5. 1. Sewage disposal system on the property (existing and proposed). The existing building has a bathroom and septic system which are appropriately permitted under # SP-1400163. The septic will be reviewed by an engineer and if determined to be inadequate the system will be expand . 5.j. If storage or warehousing is proposed what type of items will be stored. Up to 43 frac tanks will be stored on the site along clean fill dirt which will not exceed 40' x 25' and 8' in height. Given that the piles will not be placed immediately adjacent to the property line and in an area that is relatively flat, no containment will be necessary. The building will have motor oil, hydraulic oil, antifreeze and other items necessary for maintaining the trucks. 6. Explain the proposed landscaping for the site. The Western mutual ditch runs along the west and north side of the property. The ditch bank is high enough to help screen the proposed personal vehicle parking area. A six foot high wood fence will screen the proposed truck parking and the frac tank storage area. The yard around the building will be covered with recycled asphalt and the remainder of the property will be mowed to maintain a neat and clean appearance. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. The building can revert to an agricultural use or a different commercial use can be permitted to operate from the site. 8. Explain how the storm water drainage will be handled on the site. The site slopes to the northeast where Stormwater will be captured. Water quality feature calculations have been included. See the attached drainage information. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. The building will require a change of use building permit. Construction will begin immediately upon completion of the USR. 10. Explain where storage and/or stockpile of wastes will occur on this site. A Waste Handling Plan has been included with the application. The only waste to be stored outside of the existing building will be scrap metal. A bin will be located east of the existing building so that it is screened from the right-of-way and surrounding property owners. 11 Please list all proposed on-site and off-site improvements associated with the use (example: landscaping, fencing, drainage, turn lanes, etc.) and a timeline of when you will have each one of the improvements completed. Change of use for building will be submitted immediately upon approval of the USR. Fencing will commence immediately upon approval of the USR. Digging of the drainage pond will commence immediately upon approval of the USR. Laying of the crushed asphalt has been completed. Access improvements will begin immediately upon completion of the Amended Recorded Exemption It is hoped that all work will be done before winter.
