HomeMy WebLinkAbout20150367.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO FEBRUARY 2, 2015 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building. Greeley, Colorado February 2, 2015, at the hour of 9:00 a.m. C ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Barbara Kirkmeyer, Chair Commissioner Mike Freeman, Pro-Tem Commissioner Sean P. Conway Commissioner Julie A. Cozad Commissioner Steve Moreno - EXCUSED Also present: County Attorney, Robert T. Frick Clerk to the Board, Esther E. Gesick Controller, Barbara Connolly CI MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of January 28, 2015, as printed. Commissioner Cozad seconded the motion, and it carried unanimously. IR CERTIFICATION OF HEARINGS: Commissioner Freeman moved to approve the Certification of Hearings conducted on January 28, 2015, as follows: 1) USR14-0064 - Centennial Tools and Service, LLC; 2) USR14-0043 - Kay Collins and Ryan Gallatin; 3) USR14-0039 - Euden and Bianca Balderrama. Commissioner Conway seconded the motion, which carried unanimously. ID AMENDMENTS TO AGENDA: There were no amendments to the agenda. C CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed. Commissioner Cozad seconded the motion, and it carried unanimously. e PUBLIC INPUT: No public input was given. BIDS: ID 1) RECONSIDER BID #B1500005, MULTIPURPOSE TANDEM AXLE TRUCK (QTY 1) - DEPARTMENT OF PUBLIC WORKS: Jay McDonald, Director of the Department of Public Works, stated the apparent low bidder did not meet specifications of a full automatic transmission. Upon contact, the vendor could not justify a reason; therefore, Mr. McDonald recommends the original award be rescinded. Commissioner Conway made a motion to reconsider and rescind award of bid Minutes. February 2, 2015 2015-0367 Page 1 BC0016 #61500005. Commissioner Cozad seconded the motion and it carried unanimously. Trevor Jiricek, Director of General Services, stated staff now recommends the second low bid which meets specifications submitted by Transwest Truck Trailer RV, in the amount $114,877.00, with additional options of a flatbed, snowplow and sander included, for a total cost of $172,161.00 which is $7,000.00 under estimated budget. In response to Commissioner Cozad, Mr. McDonald addressed the timing for delivery. Commissioner Freeman moved to approve the second low bid. Commissioner Conway seconded the motion and it carried unanimously. Responding to Commissioner Conway, Mr. Jiricek confirmed these types of situations are noted: however, it does not preclude them from participating in the future. The motion carried unanimously. IR 2) PRESENT BID #B1500032, RFQ, ENGINEERING DESIGN SERVICES FOR ROAD HAUL PROJECTS CR'S 32 AND 39 - DEPARTMENT OF PUBLIC WORKS: Mr. Jiricek presented the seven RFQ responses received. which will be brought back before the Board with a recommendation on a date to be determined approximately six weeks out. e 3) PRESENT BID #B1500038, TRAFFIC PAINT AND BEADS - DEPARTMENT OF PUBLIC WORKS: Mr. Jiricek presented the bids from seven vendors and stated staff will make a recommendation to the Board on February 18, 2015. O 4) PRESENT BID #B1500039, FILL SAND - DEPARTMENT OF PUBLIC WORKS: Mr. Jiricek stated staff received bids from two vendors and will return with a recommendation on Febraury 18, 2015. NEW BUSINESS: la 1) CONSIDER EDUCATION AFFILIATION AGREEMENT AND AUTHORIZE CHAIR TO SIGN - AIMS COMMUNITY COLLEGE: Dr. Mark Wallace, Director, Department of Public Health and Environment. reviewed the terms and conditions of the agreement with Aims Community College in reference to students in public health programs who may consider Weld County a prospective hi would be an importantpart of the County's recruitment relationship to educate students employer. This p y regarding County opportunities. Commissioner Conway moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Cozad, and it carried unanimously. Commissioner Conway commended Dr. Wallace for continuing this agreement which is a successful g and mutually beneficial tool with regard to recruitment particularly in the area of nursing. sJ 2) CONSIDER MEMORANDUM OF UNDERSTANDING AND AUTHORIZE CHAIR TO SIGN - UNIVERSITY OF COLORADO DENVER, COLORADO CENTER FOR COMMUNITY DEVELOPMENT: Dr. Wallace reviewed the Board's past approval of a Keiser Permanente grant to support walking and biking options in Weld County which has led to this agreement requesting approval to proceed with conceptual background work regarding potential trails in Weld County. This would allow site investigation, mapping and broad concepts for governmental entities to consider. Conceptual designs would be submitted for Board review prior to presentation to the public. The amount for consideration funded through the grant would be $3.250.00 for the consultation from the University. In response to Commissioner Conway, Dr. Wallace stated the group does not currently include the North Front Range MPO but appreciated the suggestion to consider their involvement since this entity is active in trail projects. Commissioner Cozad moved to approve memorandum and authorize the Chair to sign. Seconded by Commissioner Freeman. the motion carried unanimously. la 3) CONSIDER TEMPORARY ROAD CLOSURE OF CR 26 BETWEEN CR'S 19 AND 21.5: Janet Lundquist, Department of Public Works, reviewed the provisions of the temporary closure from Minutes, February 2, 2015 2015-0367 Page 2 BC0016 February 3, 2015, through February 13, 2015. This project is for a bridge re-deck and will not require • the use of message boards as the average daily traffic count is minimal; however. notice of the project has been sent to surrounding property owners, school districts, and emergency personnel. The detour route consists of paved roads so there is no need for dust control. Commissioner Freeman moved to approve said temporary closure and Commissioner Conway seconded the motion. It carried unanimously. 4) CONSIDER TEMPORARY ROAD CLOSURE OF CR 20 BETWEEN CR'S 23 AND 25: Ms. Lundquist stated the bridge re-deck closure will commence February 9, 2015, and end February 20, 2015 Message boards will not be used but surrounding neighbors, school districts and area emergency departments have been notified. Standard signs and barricades will be used throughout the closure. The detour route is paved. Commissioner Conway made a motion to approve said temporary closure and Commissioner Cozad seconded the motion, which carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
