RE: ACCEPT REQUEST OF TIMBRO RANCH AND CATTLE CO., LLC, CIO NOBLE
ENERGY, INC., TO WITHDRAW APPLICATION FOR A SITE SPECIFIC
DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW PERMIT, USR14-0058, FOR
MINERAL RESOURCE DEVELOPMENT FACILITIES, OIL AND GAS SUPPORT AND
SERVICE, INCLUDING, BUT NOT LIMITED TO A NATURAL GAS PROCESSING
FACILITY FOR THE PROCESSING OF NATURAL GAS PRODUCTS, AND RELATED
EQUIPMENT AND STRUCTURES, METERING EQUIPMENT FOR THE CUSTODY
TRANSFER OF GAS, NATURAL GAS LIQUIDS (NGLS) AND CONDENSATE;
OUTDOOR EQUIPMENT AND MATERIALS STORAGE YARD; ONE (1) 35-FOOT IN
HEIGHT COMMUNICATION TOWER; A MORGAN COUNTY REA SUBSTATION;
AND THE TRANSLOADING OF A COMMODITY FROM ONE MODE OF
TRANSPORTATION TO ANOTHER INCLUDING TRUCK AND PIPELINE WITHOUT
LIMITATION FOR OIL AND GAS INDUSTRIES, INCLUDING PETROLEUM
PRODUCTS AND STORAGE RELATED TO SAME AND RELATED EQUIPMENT;
TEMPORARY STAGING AREA AND LAY DOWN YARD FOR CONSTRUCTION
MATERIALS, CONSTRUCTION OFFICE TRAILERS, AND CONSTRUCTION
PARKING AND MORE THAN ONE CARGO (CONEX) CONTAINER IN THE
A (AGRICULTURAL) ZONE DISTRICT, AND RESCIND RESOLUTION #2014-3661,
DATED DECEMBER 10, 2014
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, on December 10, 2014, the Board approved the application of Timbro
Ranch and Cattle Co., LLC, P.O. Box 1806, Sterling, CO 80751, c/o Noble Energy, Inc., 1625
Broadway, Suite 2200, Denver, CO 80202, for a Site Specific Development Plan and Use by
Special Review Permit, USR14-0058, for Mineral Resource Development Facilities, Oil and Gas
Support and Service, including, but not limited to, a Natural Gas Processing Facility for the
processing of natural gas products and related equipment and structures, metering equipment
for the custody transfer of gas, natural gas liquids (NGLS) and condensate; outdoor equipment
and materials storage yard; one (1) 35-foot in height communication tower; a Morgan County
REA Substation; and the transloading of a commodity from one mode of transportation to
another, including truck and pipeline without limitation for oil and gas industries, including
petroleum products and storage related to same and related equipment; temporary staging area
and lay down yard for construction materials, construction office trailers, and construction
parking and more than one cargo (conex) container in the A (Agricultural) Zone District, on the
following described real estate, being more particularly described as follows:
N1/2 of Section 19, Township 9 North, Range 58
West of the 6th P.M., Weld County, Colorado
WHEREAS, on June 22, 2015, the Board was presented with a letter, dated March 4,
2015, from the applicant's authorized agent, Pamela Franch Hora - Tetra Tech, requesting the
withdrawal of the application for the Pony Creek Gas Processing Facility, and

WHEREAS, the Board of County Commissioners heard all of the testimony and
statements of those present, studied the request of the applicant and all of the exhibits and
evidence presented in this matter and, having been fully informed, deems it advisable to grant
the request of Timbro Ranch and Cattle Co., LLC, c/o Noble Energy, Inc., and thereby accept
the withdrawal of the application and to rescind Resolution #2014-3661, dated December 10,
2014.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the request of Timbro Ranch and Cattle Co., LLC, c/o Noble
Energy, Inc., to withdraw the application for a Site Specific Development Plan and Use by
Special Review Permit, USR14-0058, for Mineral Resource Development Facilities, Oil and Gas
Support and Service, including, but not limited to, a Natural Gas Processing Facility for the
processing of natural gas products and related equipment and structures, metering equipment
for the custody transfer of gas, natural gas liquids (NGLS) and condensate; outdoor equipment
and materials storage yard; one (1) 35-foot in height communication tower; a Morgan County
REA Substation; and the transloading of a commodity from one mode of transportation to
another, including truck and pipeline without limitation for oil and gas industries, including
petroleum products and storage related to same and related equipment; temporary staging area
and lay down yard for construction materials, construction office trailers, and construction
parking and more than one cargo (conex) container in the A (Agricultural) Zone District, on the
parcel of land described above be, and hereby is, accepted.
BE IT FURTHER RESOLVED by the Board of County Commissioners of Weld County,
Colorado, that Resolution #2014-3661, dated December 10, 2014, be, and hereby is, rescinded.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 22nd day of June, A.D., 2015.

The Board of County Commissioners at their December 10, 2014 land use hearing approved a
request for a Site Specific Development Plan and Use by Special Review Permit, USR14-0058,
for Mineral Resource Development Facilities, Oil and Gas Support and Service, including, but
not limited to a Natural Gas Processing Facility for the processing of natural gas products, and
related equipment and structures, metering equipment for the custody transfer of gas, natural
gas liquids (NGLs) and condensate; outdoor equipment and materials storage yard; one (1) 35-
foot in height communication tower; a Morgan County REA substation; and the transloading of a
commodity from one mode of transportation to another including truck and pipeline without
limitation for oil and gas industries, including petroleum products and storage related to same
and related equipment; temporary staging area and lay down yard for construction materials,
construction office trailers, and construction parking and more than one cargo (conex) container
in the A (Agricultural) Zone District—Timbro Ranch and Cattle Co., LLC, c/o Noble Energy, Inc.
(Pony Creek Gas Processing Facility)
The property is located in the W2 NW4 of Section 19, T9N, R58W of the 6th P.M., Weld County,
Colorado and more specifically located South of and adjacent to County Road 104 Section Line;
east of and adjacent County Road 121 Section Line.
The Department of Planning Services has received a written request dated March 4, 2015
(attached) from Ms. Pamela Franch Hora, Senior Planner with Tetra Tech IMR, applicant's
representative for Noble Energy, Inc. who indicates that Noble Energy has made a business
decision to vacate/withdraw the approved Board of County Commissioner Pony Creek Site Specific
Development Plan and Special Review Permit for Mineral Resource Development Facilities, Oil and
Gas Support and Service USR14-0058 permit.
Given the request by Noble Energy, the Department of Planning Services respectfully requests
support of this request to vacate case number USR14-0058.
