HomeMy WebLinkAbout770773.tiff RESOLUTION RE: APPROVAL OF REQUEST FOR SUPPLEMENTAL PLANNING FUNDS H. B. 1041. WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners of Weld County, Colorado, on the 7th day of September, 1977, approved the request of the Weld County Department of Planning Services for full participation in the program set forth in H. B. 1041 (1974) , and WHEREAS , the Board of County Commissioners of the County of Weld has submitted a letter to the Director of the Division of Planning for the State of Colorado requesting funding through the Department of Local Affairs 1977-78 Supplemental Planning Funds , H. B. 1041, in order to conduct detailed floodplain studies along the St. Vrain River and the Little Thompson River, a copy of said letter being attached hereto and incorporated herein, and WHEREAS , the proposed studies are anticipated to be joint ventures between Weld County, Colorado, the U.S. Army Corps of Engineers, and the Colorado Water Conservation Board. The estimated costs for both the St. Vrain River study and the Little Thompson River study are broken down in said letter, a copy of which is attached hereto and incorporated herein by reference, and WHEREAS, the funds which Weld County will be contributing are in the amount of TEN THOUSAND DOLLARS ($10 , 000. 00) . NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners of Weld County, Colorado, that the above-mentioned request for Supplemental Planning Funds, be, and hereby is , approved. B. 1041 , in order to conduct detailed floodplain studies along the St . Vrain River and the Little Thompson River/ as noted on the attached maps. With the completion of detailed floodplain studies along the St . Vrain and Little Thompson Rivers , all major flood hazard areas in this county will be covered and can be administered effectively. The proposed St . Vrain River Study is a follow-up study to the one approved for 1976-77 supplemental funding. This request would complete the St . Vrain River floodplain in Weld County, a length of approximately three miles near the site of Public Service Company of Colorado ' s Ft . St. Vrain Nuclear Electric Generating Station. The proposed Little Thompson River Study would extend from the Larimer- Weld County line past Johnstown to the Milliken area, a distance of approximately 11 miles . The Federal Insurance Administration has con- tracted with consultants to do a detailed study of the Little Thompson River in the Milliken area itself , a distance of approximately one mile. These two studies combined would complete the Little Thompson River Floodplain in Weld County . These proposed studies are anticipated to be joint ventures between Weld County, the U .S. Army Corps of Engineers, and the Colorado Water Conservation Board. It is anticipated that the county would use a consultant(s) for the aerial surveying and mapping with the final engineering, writing and publishing to be done by the Corps of Engineers . G Vrain River-phase two Floodplain Study . The Weld County Board of Commissioners has approved 02 , 651 . 67 of County General Fund monies and $2 ,651 . 67 of Supplemental 1041 Fund monies for the purpose of studying the flood hazard along the final unstudied portion of the St . Vrain River ( approximately 4 miles ) within Weld County , Colorado . The Board therefore agrees to cost-share in this study to the amount of $5 , 303 . 34 with the Colorado Water Conservation Board . Such monies will be paid over to the floodplain study consultant upon completion of the project , as set forth in their letter to the Colorado Water Conservation Board dated November 16 , 1977 , or at such time as shall be mutually agreed I upon by Weld County and the consultant when the Board resolves to issue a notice to proceed.
