HomeMy WebLinkAbout20153545.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO NOVEMBER 2, 2015 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, November 2, 2015, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Barbara Kirkmeyer, Chair Commissioner Mike Freeman, Pro-Tem Commissioner Sean P. Conway Commissioner Julie A. Cozad - EXCUSED Commissioner Steve Moreno Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Accounting, Chris D'Ovidio 10 MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County Commissioners meeting of October 28, 2015, as printed. Commissioner Conway seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed. Commissioner Moreno seconded the motion, and it carried unanimously. PROCLAMATIONS: FJ 1) WELD COUNTY ADOPTION DAY- NOVEMBER 20, 2015, AND NATIONAL ADOPTION DAY - NOVEMBER 21, 2015: Chair Kirkmeyer read the proclamation for the record and introduced the group with the proclamation. Heather Walker, Department of Human Services, expressed her appreciation for her team and announced they will be teaming with the courts to host a celebration. She presented her team to the Board. Commissioner Moreno congratulated them for helping place children with families. Commissioner Freeman thanked the staff for giving kids the support they need. Commissioner Conway explained what they do to assist kids and families is extremely important. Chair Kirkmeyer thanked them for their dedication to Weld County's citizens. Minutes, November 2, 2015 2015-3545 /lb 7 Page 1 BC0016 PRESENTATIONS: El 1) RECOGNITION OF SERVICES, SHERIFF'S OFFICE-TERIE RINNE: Chair Kirkmeyer read the presentation for the record. Ms. Rinne was not present. ---' PUBLIC INPUT: No public input was given. NEW BUSINESS: • 1) CONSIDER TEMPORARY CLOSURE OF CR 43 BETWEEN CR 80 AND STATE HIGHWAY 14: Janet Lundquist, Department of Public Works, presented the details of the closure effective November 16, 2015, through November 20, 2015, and stated it is for a culvert replacement. She explained water will be used for dust abatement along with message boards. Commissioner Conway moved to approve said temporary closure. Seconded by Commissioner Moreno, the motion carried unanimously. El 2) CONSIDER TEMPORARY CLOSURE OF CR 14 BETWEEN CRS 87 AND 89: Ms. Lundquist reported the details of the closure that will be effective November 9, 2015, through November 13, 2015, and explained it is for a culvert replacement. Staff will use water for dust abatement on the gravel detour routes and there will be standard road signs and barricades in use. Commissioner Freeman moved to approve said temporary closure. The motion was seconded by Commissioner Conway, and it carried unanimously. 3) CONSIDER EXTENSION OF CLOSURE OF CR 33 BETWEEN CR 42 AND U.S. HIGHWAY 85: Ms. Lundquist explained the reason of the extension is due to rain and a buried electric line that was discovered after the work had started. She stated staff is hoping to have it open by November 9, 2015. Commissioner Freeman moved to approve said extension of closure. Seconded by Commissioner Moreno, the motion carried unanimously. • 4) CONSIDER LOBBYING CONTRACT AND AUTHORIZE CHAIR TO SIGN - COLORADO LEGISLATIVE SERVICES, LLC: Bruce Barker, County Attorney, presented the standard agreement from Colorado Legislative Services, LLC, and pointed out that the contract has a slight increase from last year. Commissioner Moreno moved to approve said contract and authorize the Chair to sign. Seconded by Commissioner Freeman, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved.
