MEMORANDUM jsELA AUNGST, PLANNING SERVICES va a _ _IncN T Y FROM: HEATHER BARBARE, ENVIRONMENTAL HEALTH SUBJECT: USR14-0079 (REVISED), ANADARKO,CANNON COMPRESSOR STATION, COMMUNICATION TOWER AND LAYDOWN YARD DATE:APRIL 10, 2015 Environmental Health Services has reviewed this proposal for the Cannon Compressor Station and Communication Tower to include compressors, vapor recovery units, separators, dehydrators, launchers, coalescers, storage tanks, a transformer, a communication tower, and a laydown yard. There will be no permanent employees on the site. The site will be visited by an employee daily for less than a couple hours at a time. The applicant is proposing to provide bottled water and a port-a-let for personnel visiting the facility. The following section is from Environmental Health Services, Weld County Department of Public Health & Environment, Septic Policies. 2.2.K Use of portable toilets and bottled water(revised 5/8/12) Purpose: To define when portable toilets and commercially bottled water are allowed. Policy: Bottled water from a commercial source and portable toilets are allowed in the following circumstances: 1. Temporary or seasonal uses that are utilized 6 months or less per year(for example recreational facilities, firework stands, farmers markets) 2. Gravel mines 3. 10 or less customers or visitors per day and/or one of the following: 4. 2 or less full time (40 hour week) employees located on site 5. 4 or less part time (20 hour week) employees located on site 6. employees or contractors that are on site for less than 2 consecutive hours a day Note: Records of maintenance and proper disposal for portable toilets shall be retained on a quarterly basis and available for review by the Weld County Department of Public Health and Environment. Portable toilets shall be serviced by a cleaner licensed in Weld County and shall contain hand sanitizers. As indicated above, it is the policy of this department that portable toilets are allowed when employees or contractors are on site for less than 2 consecutive hours a day. As personnel will be on site for a short duration, in accordance with Environmental Health Services policy the use of portable toilets and bottled water is allowed. The applicant submitted an approved Waste Handling Plan as Section 1.10 of the Application. The waste handling plan stipulates that refuse will be contained and removed by Waste Management. Mesa Oil will be utilized for used fluids removal/recycling. Safety data sheets were provided by the applicant for chemicals stored onsite. Procedures for cleanup and disposal of spilled hazardous materials will be included in the Spill Prevention Control and Countermeasure plan(SPCC). The applicant submitted an approved Dust Abatement Plan as Section 2.5 of the Application. The Dust Abatement Plan indicates water trucks will be used as necessary during construction to control dust and the property will be vegetated with native grasses and crops following construction. Additionally, the applicant will gravel access roads/driving surfaces. The applicant submitted an approved Noise Abatement Plan and information as Section III of the Application. The Noise Abatement Plan indicates the applicant will abide by COGCC regulations and a noise survey will be conducted upon operation commencement. The facility will be required to also adhere to the maximum permissible noise levels allowed in the Non- Specified Zone as delineated in Section 14-9-30 of the Weld County Code. The applicant indicated in Section XI of the Application that they registered three compressor engines under General Permit Number 2 ("GP02"), issued by the Colorado Department of Health and Environment. KMG also submitted an Air Pollutant Emission Notice (APEN) for a backup emergency generator. In the updated application, the applicant provided evidence of Air Pollution Emission Notice (APEN) and Emissions Permit application from the Air Pollution Control Division, Colorado Department of Health and Environment. The applicant will be required to comply with Air Pollution Control Division (APCD)regulations and requirements. Environmental Health has no objections to the proposal; however, we do recommend that the following conditions be part of any approval. We recommend that the following requirements be incorporated into the permit as development standards: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 2 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. The applicant shall operate in accordance with the approved "waste handling plan", at all times. 4. Fugitive dust and fugitive particulate emissions shall be controlled on this site. The facility shall be operated in accordance with the approved "dust abatement plan", at all times. 5. Adequate drinking, handwashing and toilet facilities shall be provided for employees and patrons of the facility, at all times. As employees or contractors are on site for less than 2 consecutive hours a day portable toilets and bottled water are acceptable. Records of maintenance and proper disposal for portable toilets shall be retained on a quarterly basis and available for review by the Weld County Department of Public Health and Environment. Portable toilets shall be serviced by a cleaner licensed in Weld County and shall contain hand sanitizers. 6. All potentially hazardous chemicals must be handled in a safe manner in accordance with product labeling and in a manner that minimizes the release of hazardous air pollutants (HAP's) and volatile organic compounds (VOC's). All chemicals must be stored secure, on an impervious surface, and in accordance with manufacturer's recommendations. 7. A current professional engineer certified and signed copy of the Spill Prevention, Control and Countermeasure Plan, prepared in accordance with the applicable provisions of 40 CFR, Part 112 shall be available on site, at all times. 8. This facility shall adhere to the maximum permissible noise levels allowed in the Non- Specified Zone as delineated in Section 14-9-30 of the Weld County Code, or with all applicable State noise statutes and/or regulations. 9. The applicant shall obtain a Colorado Discharge Permit System or CDPS permit from the Colorado Department of Public Health and Environment(CDPHE), Water Quality Control Division, as applicable. 10. As employees or contractors are on site for less than 2 consecutive hours a day portable toilets and bottled water are acceptable. Records of maintenance and proper disposal for portable toilets shall be retained on a quarterly basis and available for review by the Weld County Department of Public Health and Environment. Portable toilets shall be serviced by a cleaner licensed in Weld County and shall contain hand sanitizers. 6. All potentially hazardous chemicals must be handled in a safe manner in accordance with product labeling and in a manner that minimizes the release of hazardous air pollutants (HAP's) and volatile organic compounds (VOC's). All chemicals must be stored secure, on an impervious surface, and in accordance with manufacturer's recommendations. 7. The Spill Prevention, Control and Countermeasure Plan shall be available on site, at all times. 8. This facility shall adhere to the maximum permissible noise levels allowed in the Non- Specified Zone as delineated in Section 14-9-30 of the Weld County Code, or with all applicable State noise statutes and/or regulations. 9. The applicant shall obtain a Colorado Discharge Permit System or CDPS permit from the Colorado Department of Public Health and Environment (CDPHE), Water Quality Control Division, as applicable. 10.
