Please find enclosed a copy of the PDC Energy INC Annexation Impact Report. The applicants for the proposed
annexation are Bates Leasing Company LTD. on behalf of PDC Energy INC. This document fulfills the
statutory requirements pursuant to C.R.S. 31-12-108.5 of filing one copy with the Board of County
Commissioners governing the area proposed to be annexed.
The following is the City of Greeley schedule for processing this request.

Avenue.

EXISTING USES Site is developed with a 2-story office building that is
mostly vacant with limited business commercial-light
industrial uses.
SURROUNDING LAND USES North: Mountains Shadows SFR Subdivision
South: Undeveloped Weld County
East: Xcel Utility Easement
West: Undeveloped Weld County

AVAILABLE UTILITIES Private utility companies provide the site with
electric, gas, telephone, fiber optics, and cable
television service. City of Greeley provides water to
the site with an on-site septic system addressing
sewage. Following annexation, the applicant will tie
into the City of Greeley sewer line to provide central
sewer services to the site.

INTENDED/PROPOSED USES Commercial High-Light Industrial land uses with
outdoor storage.
COMPREHENSIVE PLAN The entire site lies within the Long-Range Expected
Growth (LREGA). The subject site is located within
an area identified in the 2060 Comprehensive Plan as
an"enclaved site", and is encouraged to be
incorporated in the City as soon as eligible.
ANALYSIS State annexation standards require a minimum one-
sixth boundary contiguity(16.66%) for annexation.
The PDC Energy INC annexation satisfies this
requirement along its' shared northern boundary with
20t Street and the Mountain Shadows Subdivision
Annexed into the City 9/6/2001 (Rec. No. 2881618).
The PDC Energy INC property has a 2,785.60-ft
perimeter of which 798.38-ft abuts the Mountain
Shadows annexed property(20th Street). This
annexation satisfies the state minimum standards with
a 28.67% contiguity to the City.
The Annexation is located directly north of US Hwy
34 and west of 83rd Avenue, and consists of 8.840
acres.
The property is proposed to be withdrawn from the
Windsor-Severance Fire Protection District and
receive fire services from the Greeley Fire
Department. However, the property will be
responsible for continued payment for the District
Bond.
The annexation will incorporate an enclaved property
into the City.
The annexation of this property into the City would
be consistent with present growth patterns and
Comprehensive Plan policies. There is evidence that
this enclaved site shares a common interest with the
City's future. The requirements of State Statutes and
City of Greeley Comprehensive Plan Policies for
annexation appear to have been met by this requested
annexation.
