Proposed property SW corner of Intersection County Road 67 & Highway 392 34861 County Road 67, Gill Co 80624 1. Proposed Use The intent is for the construction of load out facility to deliver propane to the rural farm community to supply home heating fuel.Two- 30,000 gallon tank would be placed in the center of the 4 acre parcel.This would allow entrance and egress into the property by propane delivery trucks entering to fill,and room for transports to unload at facility to supply tank.The location would have security fencing around the valves and pumps,and barricades to protect the tank.All valves would be locked off when not in use,and night lighting would be used. Minimum of two delivery trucks estimated to use the facility during normal working hours.This will be an unmanned facility without other structures anticipated to operate the facility. For this reason water or sewage will be not needed. The two bobtails using the facility may be onsite two or three times a day during cold seasons.The unit tanks are 200- 4000 gallon full, with a gross weight ranging from 33,000 to 54,000 pounds. The transport truck delivering would be delivering to the location once or twice a week during home heating season.Transports normal weight is 80,000 pounds. The approved permitted entrance will have a culvert at the entrance coming off County Road 67. Gravel will be on all traffic areas. NFPA requires all vegetation to be absent under and around the tank and load out area.The tank will be fenced around the load out area with barricades for crash protection. 2.Chapter 22 of Comprehensive Plan. Policy 7.2 Urban growth in the area continues to expand. Conversion of agricultural land would support the development and needs to accommodate the local needs of the area being served. 3.Chapter 23(Zoning)and zone district Sec. 23-3-40 Uses S. Property is not a Lot in an approved or recorded subdivision plat. The A(Agricultural)Zone is to promote the health, safety and general welfare of the present and future residents of Weld County residents by having a supply of propane for residence heating. Propane continues to be in short supply during winter heating needs,and would have a negative impact when shortages occur. 4.Agricultural residence housing not served by natural gas for heating home.Some sprinklers may use propane engines, but predominate electric. 5. Detail description: a. Number of people using site-4 total. All individuals will be at location at different times during daylight hours for less than one hour time duration while trans-loading product. Employees operate Monday thru Friday,frequenting the location once or twice a day from September 1 thru April 30th.Vehicle and employees will use location less frequent for the remainder of year on average once a week. b. Employees are from our Lucerne location and are not permanently stationed at this site. Only vehicles will be trans- loading at site. Seasonal operation is primarily from September lst thru April 30th when home heating is at highest use demand. During May 1st thru August 31st the plant will have minimum volume of propane and frequency of the vehicles trans-loading will be onsite averaging once a week. Rarely will Agfinity vehicles be operating during weekends unless emergency delivery service is required. c. Hours of operation are intermittent during peak home heating demand from 7 a.m.to 7 p.m. Outside lighting is at the loading area if needed. d.There will only be tanks, pump,and fencing. No building will be built. e.Animals will not be at this site. f. Minimum of two delivery trucks estimated to use the facility during normal working hours. Bobtail trucks with tanks are 2000-4000 gallon full. The gross weight of a bobtail vehicle ranges from 33,000 to 54,000 pounds. A transport truck would be delivering to the location once or twice a week during home heating season. Transports normal weight is 80,000 pounds. g. Fire protection will be Galeton Fire District. h.Water for the location will not be required. i.Sewage disposal for location will not be required.A portable toilet will be onsite and maintained by the vendor. J.Two—30,000 gallon metal above ground Propane tanks with maximum 856 storage capacity of 51,000 gallons. 6.Weed and plant growth will be kept clear of tank and loading area. Outside area will be kept native growth. 7. Reclamation of property would be by removal of equipment and replanted to native vegetation. During the construction phase of the project,Agfinity Inc. will utilize water trucks to maintain dust suppression. Also,the Storm Water Management Plan will be followed to mitigate soil erosion during the construction phase. After construction is completed the site will be stabilized using native vegetation,which will not be allowed to grow over 12" high.Additionally,Agfinity Inc.will gravel the access drive and circulation pattern.A water truck will be utilized to control dust after construction, if required. 8.Storm water drainage needs for property would be minimal. Property is flat which will absorb most of moisture and not requiring retention ponds due to limited amount of less than one acre being disturbed. 9.Construction will require less than three months, dependent on electrical being installed by Xcel. 10. Any waste generated at this site will be removed.All items are approved for landfill. No wastes are expected to be generated on site. No chemicals will be stored on site.The site is for propane. No vehicles or equipment will be washed on site. Regarding a motor vehicle oil leak,Agfinity standard operating procedures are to dig up the contaminated soil and ship it to the Ault Waste Management Facility. Improvements-A twenty foot culvert with a 15 inch circumference for access as entrance and egress will be completed following permit within month. Pre-formed piers,tanks, driveway, load area and fencing will be completed two months following permit. Electrical, poles, and final inspection three months following permit. Signage of property will only be on the tankage as required by the fire district and Colorado Oil and Public Safety requirements, and the emergency number contacts required at the entrance. Trash will be removed by our maintenance crew, who transports it to Lucerne facility where Waste Management dumpsters are located. Currently the propane is being transported from Lucerne eighteen miles away. The location would be closer in proximity to the customer homes deliveries and further reducing fill and delivery time. Highway exposure and drive time is always a safety concern. The community would gain additional tax base and enhance other companies to grow into the area. The tanks would be located outside of populated area, but close to paved accessible road.The closest structure that would be bordering is oil tank yard approximately a quarter mile from proposed facility. This would address Chapter 22 specific to part A, B-Goal#2 and C-Economic goal#3 structuring land use policies and regulations to encourage county wide economic prosperity and economic growth. It would be consistent with Chapter 22&23 of the comprehensive plane,compatible with surrounding land use and zoning. Some water may flow from Highway 392 due to higher elevation grading.This water is primarily retained on the slope of easement borrow ditches.A non- used ditch borders the length of the property that is sufficient to catch any water that may flow off the highway. Property is dry land native grassland which receives annual precipitation . A culvert on Weld County Road 67 for entering property will allow drainage to not impede natural flow or back up onto Agfinity property. Property to the South has an agriculture sprinkler pivot with a dry land buffer that should not impact water flow to the property. 2. Water that be retained and will be absorbed in the event of any flow entering Agfinity property due to low annual rainfall and high water holding capacity of the loam soil. 3. A dry non used existing ditch sits on the NW border of the property.There is a slight sloping SE toward direction of County Road 67. 4. Currently the propane is being transported from Lucerne eighteen miles away. The location would be closer in proximity to the customer homes deliveries and further reducing fill and delivery time. Highway exposure and drive time is always a safety concern. The community would gain additional tax base and enhance other companies to grow into the area. The tanks would be located outside of populated area, but close to paved accessible road.The closest structure that would be bordering is oil tank yard approximately a quarter mile from proposed facility. This would address Chapter 22 specific to part A, B-Goal#2 and C-Economic goal#3 structuring land use policies and regulations to encourage county wide economic prosperity and economic growth. It would be consistent with Chapter 22 &23 of the comprehensive plane, compatible with surrounding land use and zoning. Two-30,000 gallon tanks would be placed in the center of the 4 acre parcel.This would allow entrance and egress into the property by propane delivery trucks entering to fill, and room for transports to unload at facility to supply tank.The location would have security fencing around the valves and pumps,and barricades located around perimeter to protect the tank.All valves would be locked off when not in use, and night lighting would be used. Minimum of two delivery trucks are estimated to use the facility during normal working hours.This will be an unmanned facility without other structures anticipated to operate the facility. For this reason water or sewage will be not needed. The two bobtails using the facility are estimated to be onsite two or three times a day during cold seasons.The vehicle tanks are 2000-4000 gallon full, with a gross weight ranging from 33,000 to 54,000 pounds. The transport truck delivering would be delivering to the location once or twice a week during home heating season.Transports normal weight is 80,000 pounds. The entrance will have a culvert at the entrance coming off County Road 67. Gravel will be on all traffic areas. NFPA requires all vegetation to be absent under and around the tank and load out area. The tank will be fenced around the load out area with barricades for crash protection.
