HomeMy WebLinkAbout20150356.tiff RESOLUTION RE: APPROVE MEMORANDUM OF UNDERSTANDING AND AUTHORIZE CHAIR TO SIGN - UNIVERSITY OF COLORADO DENVER, COLORADO CENTER FOR COMMUNITY DEVELOPMENT WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Memorandum of Understanding between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Department of Public Health and Environment, and the Colorado Department of Local Affairs, by and through the University of Colorado Denver, Colorado Center for Communities Development, commencing upon execution of signature, with further terms and conditions being as stated in said memorandum of understanding, and WHEREAS, after review, the Board deems it advisable to approve said memorandum of understanding, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Memorandum of Understanding between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Department of Public Health and Environment, and the Colorado Department of Local Affairs, by and through the University of Colorado Denver, Colorado Center for Communities Development be, and hereby is, approved. Wallace, MD, MPH, Executive Director Brief description of the problem/issue: Enclosed for the Board's review and approval is a Memorandum of Understanding between the University of Colorado- Denver("UC-Denver") and the Weld County Department of Public Health and Environment. Weld County residents are requesting walking and bicycling connections between their communities. Findings from the 2014 Weld County Community Health Survey show significant interest from residents to improve their health by being physically active in their communities and desiring more opportunities for safe walking and bicycling.Additionally, Weld County does not have a north-south running trail to connect communities from Firestone, Frederick, Platteville, Johnstown, and Milliken,with Greeley, Evans, Windsor, and beyond. An abandoned rail corridor exists between Frederick and Milliken, and there is interest from the towns of Firestone and Milliken to connect the corridor for walking and bicycling. The towns of Firestone and Milliken hold easement access to sections of the abandoned corridor. Excel Energy also has rights. According to staff in Milliken,a private landowner who has some access near Milliken is also receptive to a trail. Once complete,this trail can increase significant connections between many communities,and also be a driver for local tourism, the Discover Weld initiative, and other economic development. This MOU between UC Denver and Weld County will only explore the site investigation, mapping, and trail design considerations. Per the MOU,this is only a conceptual plan, and is not an official trail development plan. This project falls under the scope of an existing grant the Health Department received last year to explore and promote opportunities for walking and bicycling in Weld County. The Health Department is requesting approval of this MOU. The entire amount of this project($3,250)is funded from an existing grant and will not use County funds. What options exist for the Board? (Include consequences, impacts, costs, etc. of options) Options for the Board include: 1. Declining the MOU will result in a missed opportunity for economic development, tourism, and resident desires for community connectivity and increased physical activity and outdoor recreation. 2. Approving the MOU will enable the Health Department to obtain a conceptual plan that the towns of Firestone and Milliken can then use for further planning and grant writing. Recommendation: I recommend approval of this Memorandum of Understanding with the Univeristy of Colorado- Denver. I recommend approval of this memorandum of understanding with University of Colorado Denver. )015-035U, MEMORANDUM OF UNDERSTANDING Between Colorado Department of Local Affairs— University of Colorado Denver, Colorado Center for Community Development And Weld County, Colorado WHEREAS, the Colorado Department of Local Affairs, hereinafter DOLA, has contracted with the University of Colorado Denver Colorado Center for Community Development, hereinafter UCD,to provide technical assistance in a 64 county area of Colorado, and WHEREAS,Weld Counts/Colorado, hereinafter the County, has requested assistance through this program to assist in providing conceptual design services for trail connections between Firestone and Milliken, and WHEREAS, the DOLA and UCD desire to assist local governments and political subdivisions of the State that are experiencing social and economic impacts resulting from the development of energy/mineral resource industries in Colorado, and, WHEREAS, it is necessary and desirable to specify these services, the desired end products, and the responsibilities of both the DOLA, UCD, and the County in completing this project, NOW, THEREFORE, it is hereby agreed that: I.SCOPE OF WORK UCD shall provide the following services to the County as detailed in Attachment A-Scope of Services dated December 9, 2014. II. COST ESTIMATE Work will be billed to the County at completion of the final work task. It is estimated that work on this project will be $6,500 and the County is requested to match $3,250 of the project costs to cover the time, travel expenses, follow-up review and preparation of the final documents. III. PAYMENTS UCD shall submit an invoice the County upon completion of services for the Town contribution of$3,250. VI. Changes and Termination The UCD Technical Assistance Program,the Colorado Department of Local Affairs, or the County may, from time to time require changes in the Scope of Services of this agreement. In the event changes are required they must be made with the agreement of all parties. Either party may terminate this agreement by giving written notice of such termination and specifying the effective date thereof, at least thirty(30) days before the proposed date of termination. December 9, 2014 The University Technical Assistance(UTA) Program at CCCD has been requested to provide design and planning services to the Weld County Public Health Department in research and location of a potential trail that would connect Firestone with Milliken up the Platte River corridor. Weld.County desires to have assistance in locating this trail based on available past studies, available mapping and some on-site investigation.Work is to include updates with the Active Living Workgroup and as coordinated with Weld county Health Department.Work tasks are as follows. Work Scope Trails Master Planning Work under this project includes site and trail research,mapping,on-site investigation, preparation of a trail master plan and presentation to the community.The study area is located from Firestone north to Milliken.Trail location and connections to other regional trails will be researched. Several studies have covered trails in this area and these will be reviewed. Mapping will be assembled from those studies and with Google or possible County GIS base mapping trails will be located for consideration. It is assumed that meetings with local communities,trail groups,and other interested parties will be part of this effort.Trails may cover some utility or ditch corridors and those entities will need to be contacted for their input.Staff meetings as coordinated with staff from the Health Communication,Education and Planning Division will be more frequent and cover Input work and progress review sessions. Steering Committee Meeting steps and work for this effort will include: • Project Kick-off and Site investigation-inventory. o Review trails needs,review available studies and local survey information,and,where possible,conduct on-site hike. o Mapping Assembly. Mapping can be built from county GIS data base which will be provided by Weld County for this study. • Follow up meetings with the steering committee will summarize the findings and a review of mapping and on-site findings. o Where possible alternate routes will be located on the mapping for further discussion. o These meetings may follow the course of the project and be scheduled monthly or sooner. • Trail Connections,trail heads, information boards,and other trail amenities will be studied as part of this project.Coordination with the Colorado Front Range Trail system and their trail standards will dictate the trail configuration and amenities. • Trail design will consider pedestrian,bicycle,and other non-motorized use.Where possible alternate equestrian trails might be included in this study. • The UTA team will be available to present our findings and route alternates to a larger group or at public meetings. MOU-Weld Trail Study Attachment W 1 of 2 December 9,2014 o This scheduling can include 2 of these meetings under this scope but can be expanded if needed. o Input from these meetings will help guide final design and reported recommendations • A Final Submittals o Trail plans,alternate considerations,trail amenities and other findings will be compiled in plan, illustration and report format for the County's use in later project phases. o Final work products include suggestions for phasing improvements and a rough cost estimate will also be prepared for construction work to accomplish the final designs. o Final submittals will include plans,detail sketches and a report of the findings and o Electronic files will also be submitted for later county use. This Work Scope and ensuing reports,findings,and meetings will be conceptual only.These findings and reports are not intended to be used for trail construction. Later phases with more detail mapping, engineering and professional services will bring these ideas to a more complete stage. Work is supervised by Mike Tupa, UCDenver Community Development Coordinator within the UTA program and prepared by graduate level Landscape Architecture and/or Architecture design interns from the College of Architecture and Planning in Denver. Timeline It Is estimated that work can begin with kick-off meetings in late December,and depending on snow conditions and river flow levels be completed in the late spring. More solid meeting dates will be offered as the project begins.Although work products should be completed by June 1"we may need to do summer field work to finalize the designs and will set an official project completion date no later than September 15`h,2015. Cost Estimate-Budget Work will be billed to the County at completion of the final work task. It is estimated that work on this project will require$6,500 to cover the staff work,travel expenses,possible GPS mapping or field work,follow-up review and preparation of the final documents. Work is divided by the County and DOLA UTA Grant contribution as follows: Frederick Parks Master Plan.
