Home My WebLink About790509.tiff RESOLUTION RE: CORRECT RESOLUTION ESTABLISHING AN EXTENSION ADVISORY COUNCIL, AND APPOINTMENT OF MEMBERS TO SAID ADVISORY COUNCIL. WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, on the 17th day of September, 1979 , the Board of County Commissioners of Weld County, Colorado adopted a resolution which established an Extension Advisory Council, appointed members to said Council and approved the by-laws of said Council, and WHEREAS, the Board of County Commissioners has been informed that an error has been made concerning the date of expiration of the terms and the length of the terms of office to be served by each member, and WHEREAS, the Board of County Commissioners has also been informed that due to the members of said Advisory Council serving a portion of their terms prior to the formal establishment of the Council, terms of certain members have expired and resignations from said Council have occurred, and WHEREAS, the Board of County Commissioners deems it advisable to correct the resolution of September 17 , 1979 to specify the length of terms to be served by each member of the Council, to reflect the correct date of expiration of said terms, and to appoint new members to complete the unexpired terms of those who have resigned or to fill the vacancy left by those whose terms have expired as follows: Three-Year Terms (To Expire November, 1982) : *Norman Brown, 13557 Weld County Road 88, Pierce, Colorado 80650 *Julianne F. Article II PURPOSES AND OBJECTIVES Section 1 - Serve as a review body to counsel, advise, and deliberate with the Extension Service staff regarding the Extension program efforts. • Section 2 - Provide input into evaluation, planning and implementing Extension programs. a. Provide an annual review of on-going Extension Programs to determine if priority exists for the program to be (a) continued as is , (b) continued with increased/decreased emphasis or (c) to be phased out. b. Provide input for potential new programs based on problems , needs or services required as identified by organizations, commodity groups and etc. Section 3 - Serve as an informed link in the public relation process of communicating Extension role to the people of the county. a. Present information about on-going Extension programs to the different public. b. To obtain feed back from the public to assist in determining programs. Section 4 - To assist in obtaining the resources necessary to carry out program requests in an effective manner. Section 5 - To provide an environment that will serve to stimulate professionalism of the Extension Agent. Article III MEETINGS Section 1 - The council will meet at least three (3) times per year. Section 2 - Special meetings may be called by written notice of the officers. Section 3 - The meetings will be announced and open to all who are interested in Extension activities. These will be non-voting members. -2- Section 4 - The council shall meat with and report to. all other Extension Advisory groups, councils , community groups, and other as designated by the council , at least once a year (October) . This meeting shall be open to any individual interested in the County Extension program. Section 5 - Each meeting of this council will be attended by the County Extension Director and a .minimum of two (2) Extension Agents to .allow a continuous flow of information regarding programs. Section 6 - The annual meeting will be held on the first Monday of December. Article IV MEMBERSHIP Section 1 - The membership of the council shall consist of no less than fifteen (15) nor more than 21 members representing R-H and Youth, Family Living, Livestock, Agronomy , Horticulture, CRD, Business, Media and at large. A 'minimum of two members' will be recommended, in each of the proceeding categories, by Extension Agents in cooperation with respective advisory and/or commodity groups and requested to serve by the County Extension Director with agreement of council. Section 2 - The council members shall serve for 3 year terms. The initial membership will be divided into one, two and three year terms and thereafter, appointed for three year terms. New. terms will • begin immediately after the annual meeting. No member will serve over 2 consecutive three year terms. Section 3 - The Weld County Extension staff will serve as ex-officio members. Section 4 - Resource people may be invited to participate in any meetings at the request of the council, hut will not have a vote. Section 5 - In case a member resigns by written notice, move from the county, or any other reason, this member will be replaced within two months by appointment in accordance with Section 1, Article IV. Section 6 - Each member of the council shall be entitled to One vote and must vote in person. Section 7 - A simple majority present of the council members shall constitute a quorum. Section 8 - Membership is open to all, irrespective of race, color, sex, or national origin. 3 Articl ;. V OFFICERS Section 1 - The officers of this council shall. be Chairman, Chairman Elect, and Secretary. Section 2 - The Chairman, Chairman Elect, and Secretary shall be -elected each year at the annual meeting. Section 3 - The Chairman or Chairman Elect shall preside at all meetings of the council. Section 4 - The Secretary shall keep a record of all meetings of the council. Article VI AMENDMENTS ' Section 1 - The by-laws may be amended at any. meeting by a vote of two- thirds of the members present. To amend by-laws, notice of the proposed amendment must be given to the members at least 14 days prior to the meeting.
