I am appealing your valuation of my property at 161 Henson Drive, Longmont, Colorado 80504,Account Number R3758205. I will accept the prior valuation of$212,882, although I think a very cogent argument could be made that my property has decreased in value from this prior valuation. Starting in January 2014, Encana began working on what is being called "the Bohrer pad" immediately to the North of my property. Encana has turned my once pastoral neighborhood into a huge, ugly industrial site. The year 2014 was like being under siege with noise, dust, diesel fumes, night lighting, and vibrations. Problems with Encana have continued. I am attaching a letter written to Colorado Oil and Gas Conservation Commission, on March 25, 2015, outlining some of the problems surrounding this siege. Although Encana has only periodically drilled since the March 25th date, my property has continued to be under assault, by Encana. They have replaced the original lighting with smaller lights but lights that are still directed at my property. Activities at the site now primarily consist of nighttime activities often including a steady stream of diesel trucks that direct their headlights at my property during the whole time they are filling each truck. Periodically, there is noise and vibrations. Currently, I am not experiencing a dust problem due to the extensive rain we are having but expect dust to once again be a problem when the rain stops as the man who came out from Colorado Oil &Gas Conservation Commission informed me that these sites are rarely monitored, if at all,for air quality. What this means is that no window in my house can be left open due to diesel fumes, and perhaps other contaminants, that pollute my air. It also means that outdoor activities on the patio and decks are limited. My concern regarding air quality is supported by recent research. Encana does burning off, or flaring, of excess natural gas which can release toxic chemicals into the air. They operate heavy equipment at the well site, and as stated above, use diesel trucks to transport materials to and from the site which may also contribute to air pollution (http://www.niehs.nih.gov/health/materials/hydraulic fracturing and health 508.pdf). As you are also surely aware, a recent study by the National Oceanic and Atmospheric Administration (NOAA) monitoring gas wells in Weld County, Colorado, estimated that 4 percent of the methane produced by these wells is escaping into the atmosphere. They also found that a number of other air contaminants are released including benzene,toluene,xylene and ethyl benzene (BTEX), particulate matter and dust, ground level ozone, or smog, nitrogen oxides, carbon monoxide,formaldehyde and metals contained in diesel fuel combustion—with exposure to these pollutants known to cause short-term illness, cancer, organ damage, nervous system disorders and birth defects, or even death. I have suffered health effects which I believe are due to fracking, the most problematic of which is insomnia due to the persistent night time activities at the drilling sight. I have purchased a humidifier and an air purifier in an attempt to mitigate health problems which did not appear until after January 2014. I have incurred expenses for doctor appointments and medications. Again research suggests that natural gas drilling may increase the risk of health symptoms in people living near the wells (http://news.yale.edu/2014/09/10/more-health-symptoms-reported-near- fracking-natural-gas-extraction). My property sits in close proximity to three well sites and is in direct line with all three sites which means when the wind blows from the North or from the South it blows directly over my property. I understand that property values have increased in Boulder and Longmont generally but, as you are aware, Boulder County currently has a ban on fracking which Weld County does not. Your"2015" Real Property Protest Form" states that my property was valued as it existed on January 1, 2015, using an appraisal date of June 30, 2014. On June 30, 2014, my property was under siege by Encana,with noise, dust, diesel fumes, night lighting, and vibrations, and there is no way that the increase in valuation was warranted. If you persist in finding my property has increased in value, please advice me as to the next step I must take to protest this valuation. Thank you for your attention to this matter.
