RE: APPROVE EMERGENCY BID #61500098, FIBER TO CHASE BUILDING AND
WAIVER OF TEN-DAY WAITING PERIOD FOR CONSIDERATION AND
INVESTIGATION-INFORMATION TECHNOLOGY
WHEREAS,the Board of County Commissioners of Weld County,Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County,Colorado,and
WHEREAS,the Department of Purchasing has requested waiver of the ten-day waiting
period for Emergency Bid Request#B1500098, Fiber to Chase Building, for the Department of
Information Technology,due to product must be onsite prior to June 30,2015,and
WHEREAS, the Board of County Commissioners deems it advisable to waive the
ten-day waiting period for said emergency bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County,Colorado,that the ten-day waiting period for Emergency Bid Request#B1500098,
Fiber Chase Building,for the Department of Information Technology,be,and hereby is,waived.
BE IT FURTHER RESOLVED by the Board that the low bid from Piper Communication
Services, Inc., in the amount of$115,429.00, be, and hereby is, accepted on an emergency
basis.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 29th day of April,A.D.,2015.

Emergency BOCC Approval Date: April 29, 2015
The funding for this bid is from grant funds and in order to receive the funds, the product
must be onsite prior to June 30. With the lead time required for the fiber, we are asking for
an emergency approval.
Bids were received and opened on April 17, 2015 for 61500098 Fiber to Chase Building. The
bid consisted of 2 Options — Option 1 included one fiber path from Law Admin to Chase
Building and one path from Centennial Building to Chase Building. Option 2 included two
paths from Centennial Building to Chase Building. Three (3) bids were received ranging
from Option 1 $115,429.00 to $197,538.00 and Option 2 from $82,287.00 to $158,357.00.
Attached is the bid tabulation for your information.
Information Services staff has reviewed all of the bids. Piper Communication Services,
Inc from Arvada, Colorado proposed the lowest cost solution on both options and meets
the needed functionality documented in the bid process.
Option 1 would provide optimal redundancy for voice and data network to both
datacenters and allow for future growth and is therefore recommended by staff.
With the above information, I recommend the BOCC award the 81500098, Fiber to Chase
Building, to Piper Communication Services, Inc. for a total amount of $115,429.00.
