Staff comments made during this phase of the application process may not be all-inclusive, as other issues may arise during the remaining application process. COMMENTS: General Project Information/Location: This re-subdivision is in part an effort to clean up and clarify unclear boundaries in the area. This project is southwest of the intersection of H st., 11`h ave and 17th ave.just north of the Poudre River. Roads: 17`h ave, and 11`h ave have been annexed by the Town/City (municipality) of City of Greeley. The Municipality has jurisdiction over all accesses within their jurisdiction. Please contact municipality to verify the access permit or for any additional requirement that may be needed to obtain or upgrade the permit. No traffic counts are available in the area. Access: It appears Lot 1 legal access is at the north end of the subdivision from Greeley maintained H St. Lot 2, Lot 3 and Lot 4 access appears to begin with a 60ft access and utility easement across Lot 1 (REC. No. 3039498), however it appears the access shown on the plat travels on the adjacent property to the north. An access easement is needed to continue legal access to Lots 2 and 3 and 4. There is a utility, drainage and access easement across Lot 2 and 3 that provide a portion of legal access to Lots 3 and 4. It appears access for Lot 5 would be across the City of Greeley parcels. Provide legal access for Lot 5. This project accesses onto the municipality of the City of Greeley. Please contact the municipality for access requirements. Entrance gates (if applicable) must be set back a minimum of 75 feet from edge of existing right of way (future right of way if classification is other than local) to allow a truck and trailer or RV to pull completely off of the roadway and open the gate. In no case shall any vehicle(s) stopped for gate be allowed to create a safety issue for roadway users. For shared accesses, Planning-Engineering strongly recommends that the property owner establish an access road maintenance agreement so future owners of the properties will be aware of their requirements for shared maintenance of the access road. This is not a requirement for the recorded exemption but is recommended to avoid property owner conflicts in the future. Geologic hazard Area: This area IS NOT in a Geologic Hazard Area. Floodplain: This area IS NOT in a Floodplain. CONDITIONS OF APPROVAL: A. The map shall be amended to delineate the following: 1. Show the approved City of Greeley access(es)on the map and label with the approved access permit number if applicable. (Planning Engineering) 2. Show and label all easements with the recorded document reception number and date on the map. (Planning) 3. Show and label a 30ft minimum access and utility easement to provide legal access to parcels on the map. (Planning-Engineering) DEVELOPMENT STANDARDS (NOTES ON THE SITE MAP) 1. Should noxious weeds exist on the property or become established as a result of the proposed development, the applicant/landowner shall be responsible for controlling the noxious weeds, pursuant to Chapter 15, Articles I and II, of the Weld County Code. (Planning-Engineering) 2. The historical flow patterns and runoff amounts will be maintained on the site. (Planning- Engineering) 3. This site is located in a State Designated, Municipal Separate Storm Sewer System (MS4) Area which may trigger specific water quality requirements or other drainage improvements if the lot develops further. A Word document of the comments is available upon request. Plat Comments ❑ The Greeley Saddle Club Subdivision plat exhibit shown is an older version. This plat has been revised per City comments on February 25, 2015 to the surveyor on record. Please obtain the most current plat. E The comments below were provided to the surveyor on February 25, 2015 as part of the review of the Greeley Saddle Club Subdivision: o It's our understanding that Lot 4 of the Geisert Pit Subdivision will be owned and maintained by Weld County. Just in case this lot is ever sold in the future, an easement should be dedicated for the existing Poudre River Trail. At a minimum, the easement should be 30' wide, and it should be called out as a Pedestrian and Non-Motorized Vehicular Trail Right-of-Way. Dedicating the entire Lot 4 as a Pedestrian and Non-Motorized Vehicular Trail Right-of-Way would also be acceptable. This same right-of-way should also be dedicated across the Greeley Saddle Club Subdivision and should continue east to the southeastern boundary of the Geisert Pit Subdivision (across Lot 1) to allow for a possible future trail extension. Page 2 of 3 o Please show both the FEMA and the Army Corps floodplain and floodway boundaries. Also, note that as it is currently stated the labeling of 100 year and 500 year floodplain is confusing. Please remove the 500yr label. o Please include the City of Greeley as an owner in the dedication statement and list City of Greeley as an owner under "Owner(s)/Subdivider(s)" on the Geisert Subdivision Plat.
