Home My WebLink About20153228.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO OCTOBER 7, 2015 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, October 7, 2015, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Barbara Kirkmeyer, Chair Commissioner Mike Freeman, Pro-Tem Commissioner Sean P. Conway Commissioner Julie A. Cozad Commissioner Steve Moreno - EXCUSED Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly • MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of October 5, 2015, as printed. Commissioner Cozad seconded the motion, and it carried unanimously. ▪ AMENDMENTS TO AGENDA: There were no amendments to the agenda. • CONSENT AGENDA: Commissioner Cozad moved to approve the Consent Agenda as printed. Commissioner Conway seconded the motion, and it carried unanimously. Cl PUBLIC INPUT: No public input was given. COMMISSIONER COORDINATOR REPORTS: Commissioner Cozad reported she attended the business showcase at the Evans Library with Commissioners Conway and Moreno and did a presentation about the Weld County Bright Futures Program. She went to the Rocky Mountain Development Workforce Association Conference and worked on the implementation of the Workforce Innovation and Opportunity Act (WIOA) to help people with finding work. Commissioner Conway attended the Highway 34 Coalition meeting and participated in the Water for Weld Committee meeting. Commissioner Freeman stated he and Commissioner Moreno met with the citizens of Grover to discuss the roads and he also went to the Northern Superintendent Association and presented the Weld County Bright Futures Program. He reported he attended the Greeley City Council Meeting. Minutes, October 7, 2015 2015-3228 Page 1 BC0016 OLD BUSINESS: 1) CONSIDER LEASE AGREEMENT FOR 822 7TH STREET, GREELEY, AND AUTHORIZE CHAIR TO SIGN - WITWER, OLDENBURG, BARRY AND GROOM, LLP (CON'T FROM 9/30/2015): Bruce Barker, County Attorney, explained the changed language to the lease has been accepted by the tenants and he gave the details about the changes. (Clerk's note: Chair Kirkmeyer arrived at 9:18 a.m.). Commissioner Conway moved to approve said lease agreement and authorize the Chair to sign. The motion was seconded by Commissioner Cozad, and it carried unanimously. NEW BUSINESS: 1) CONSIDER COMMUNITY DEVELOPMENT BLOCK GRANT AGREEMENT FOR WATTENBERG WATER SYSTEM PROJECT AND AUTHORIZE CHAIR TO SIGN: Barb Connolly, Controller, presented the terms of the grant for Wattenberg to repair their water system. Commissioner Cozad moved to approve said grant agreement and authorize the Chair to sign. Seconded by Commissioner Conway, the motion carried unanimously. Commissioner Conway thanked Chair Kirkmeyer for her dedication to this project because the community has limited resources for water. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
