Our proposed use of this property is to operate the office operations of our Earthmoving and Excavation Company. As well as having shop space to repair and maintain our equipment. The outdoor portion of the property would be used for storage of our equipment not being used at the time as well as parts and supply storage. Our equipment is primarily stored on our projects and would not be in our storage yard very often. We also plan to park our semi-trucks with trailers at night and weekends. Our general operations at the site would consist of 10-15 employees a day, 7-10 of these employees would be office staff that would arrive between 7 and 8 am in the morning and would not be leaving until 4- 5pm. The remaining employees would consist of mechanics and truck drivers that would arrive at the site between 6-7am and would not return to the property until 5-6pm.There would be very minimal traffic during the day. Our normal hours of operation would be Monday thru Friday 7am to 5pm with an occasional Saturday of 7am to 3pm. Our overall plan for the property would only consist of 2 buildings. The first building would be office space for all admin operations of our business. The second building would be shop space that we would use for storage of spare parts and tools as well as equipment repair and maintenance. Vehicles on property would be employee's personal cars and trucks. Company vehicles would consist of 2 tractor/trailers with a gross vehicle weight of 97,000lbs, a maintenance truck with a gross vehicle weight of 66,000lbs. 2 mechanics trucks, one with a gross vehicle weight of 26,000 lbs and one with a 19,000lbs gross vehicle weight. Items to be stored onsite would be spare equipment and equipment parts,job materials, water pumps and pump supplies. Water source for the property will be provided by the existing well. Sewage will be disposed of with a proposed septic system built during construction. Septic permit has not yet been attained. Storm water will be managed with an onsite detention pond as well as undisturbed impermeable surfaces that will be constructed during site grading. 4.The neighboring properties consist of a water supply station for filling water tankers (A and W Water). The other neighbors are local sand and gravel producers and mining operations.To the north we are neighboring Highway 52. 5. a. We employ approximately 35-40 employees but majority work off site b. 10-15 employees will be based out of this location c. Typical hours of operation are 7am to Spm. d. 2 structures, one will be a steel shop building and the other will be office space that is constructed with wood, stone and steel. e. No animals at this time f.Vehicles to consist of, employees personal vehicles, company vehicles consist of standard company trucks, commercial vehicles (2) at 97,000 Ibs, (1) at 66,000 Ibs, (1) at 26,000 Ibs and (1) at 19,000 GVW. g. Most of the property will be left undisturbed, but in areas of disturbance we plan to build a landscape berm with native grass, shrubs and trees planted. Near the office there will be some more trees and grass planted for acstetics. 8. Storm water will be retained onsite to detention spots where it can soak back into the ground. Site grading will be performed to direct the storm water flows to the areas of permeability and to retain the water onsite. 9. We plan to begin construction in January 2015 and plan to be completed by September 2015. 10. Wastes will be kept in dumpsters provided by an outside contractor and will be removed on a scheduled service. 11. Our neighbor Ready Mixed Aggregates is going to be constructing an acel/decl lane on Highway 52 this winter and during the traffic studies for the design of this project we supplied Ready Mixed Aggregates with our traffic needs. Dust Abatement plan: Normal operations would not cause any dust on the property. If any dust were to occur we would suppress the dust with water and water trucks. Traffic Plan Claystone Construction, Llc USR The purpose of this traffic plan is to outline our traffic demands on the neighboring roadway. We will have approximately 10-15 employees that will work out of this facility daily. Our peak hours of traffic are 6:30-7:30 am and 4:30-5:30 pm, Monday thru Friday. This will consist of Sob personal vehicles approaching from the west and 506 of personal vehicles approaching form the east. Of the 10-15 daily employees there will be 7-8 employees that will leave the location at 7:00-7:30 am and return 5:00-5:30 pm, Monday thru Friday. This study should be on file with Weld County. Ready Mixed Concrete Company will be constructing an accel/decel lane in March of 2015. We have a granted easement for access to a new entrance road that is part of the acel/decel project. Dust Abatement Plan Claystone Construction, Llc USR During the construction phase of the project, Claystone Construction, Llc will utilize water trucks to maintain dust suppression. After construction is completed the site will be stabilized using native vegetation and landscaping, that will be maintained at suitable growth levels. Additionally, Claystone Construction will have asphalt pavement for a parking lot and gravel circulation patterns. In addition, a water truck will be utilized to control dust after construction, if required. Waste Management Plan Claystone Construction, Llc Purpose: The purpose of the plan is to project the quantities and types of waste that will be generated through operation of the facility and to the detail the management and disposition of this waste. The plan will further outline operational chemicals that will be stored on-site and that may require future disposal. Objective: The objective of this plan is to ensure waste generated at the facility is managed according to all local, state and federal regulations. Further, the plan will define operational chemicals used or stored on site requiring specific disposal pathways. Chemicals Stored on Site: The following materials will be stored at the facility to support operations and have specific disposal requirements: 4-250 gallon Oil tanks for equipment maintenance stored in secondary containment 1-200 gallon Anti-freeze tank stored in secondary containment 1-1000 gallon waste oil tank stored in secondary containment Projected Waste Streams and Volume: Below is a list of projected waste streams and monthly volumes: 1000 gallons of waste oil 50 gallons of anti-freeze Waste Disposition: The following describes the disposal path for each of the waste streams Waste oil and anti-freeze will be disposed of by Sam Hill Oil Company, 5135 East 74th ave. The Applicant shall be responsible, at the Applicant's sole expense, for obtaining a Grading Permit prior to commencement of earthwork greater than one (1) acre. 6. County permission given to the Applicant through this Agreement to occupy the Property is for the sole limited purpose of installing a 4,860 SF steel building, fuel station and a 2,566 SF 2 story commercial building per building permit number BCR15-00434 and BCR15-00435. 7. Building permits BCRl5-00434 and BCRl5-00435 shall not be finaled and the 4,860 SF steel building, fuel station and a 2,566 SF 2 story commercial building shall not be operated or utilized until USR15-0005 has been approved by the Board of County Commissioners and all USR15-0005 conditions of approval have been completed and the map has been submitted for recording. 8. In the event LJSR15-0005 is not approved by the Board of County Commissioners or the final map is not submitted for recording within one hundred and twenty (120) days of the date of the conditional approval of USRl5-0005 by the Board of County Commissioners, this Agreement shall terminate and the Applicant shall have thirty (30) days to remove all buildings, equipment, and improvements of any kind that do not conform to the Weld County Code and to return the Property to the condition it was in prior to the execution of this Agreement. Failure by the Applicant to adhere to the terms and conditions of this Agreement, as solely determined by the County, may, at the County's sole discretion, result in the termination of this Agreement. LLE Drainage Narrative: The current property lies with in the 100 year flood plain (see associated FDHP). Our proposed buildings would be built up out of the 100 year flood plain and site drainage would be graded out for storm water to be retained onsite to permeable, undisturbed and low lying areas of the property.There is no water that originates onsite now other than storm water,the property currently is very flat in elevation and no water flows across the property from any neighboring properties. And being such a flat property the storm water just settles out on the ground and absorbs into the ground. Our planned use of the property will continue to utilize the open and undisturbed areas to continue to allow the storm water to be absorbed into the ground.
