HomeMy WebLinkAbout20150528.tiff RESOLUTION RE: APPROVE MEMORANDUM OF UNDERSTANDING FOR COOKING MATTERS NO KID HUNGRY CAMPAIGN AND AUTHORIZE CHAIR TO SIGN - SHARE OUR STRENGTH COLORADO WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Memorandum of Understanding for the Cooking Matter No Kid Hungry Campaign between the County of Weld, State of Colorado, by and through the Board of County Commissioners, on behalf of the Department of Public Health and Environment, and Share Our Strength Colorado, commencing November 1, 2014, and ending October 31, 2015, with further terms and conditions being as stated in said memorandum of understanding, and WHEREAS, after review, the Board deems it advisable to approve said memorandum of understanding, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Memorandum of Understanding for the Cooking Matters between the County of Weld, State of Colorado, by and through the Board of County Commissioners, on behalf of the Department of Public Health and Environment, and Share Our Strength Colorado, be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said memorandum of understanding. Wallace, MD, MPH, Executive Director Department of Public Health & Environment DATE: February 12, 2015 SUBJECT: Cooking Matters Memorandum of Understanding Renewal Enclosed for Board review and approval is a Memorandum of Understanding (MOU) between Share Our Strength Colorado/Cooking Matters and the Weld County Department of Public Health and Environment (WCDPHE). In February 2014, the Weld County Department of Public Health and Environment (WCDPHE) received permission from the BOCC to hire and supervise a Cooking Matters Coordinator for Weld County. The Cooking Matters Coordinator provides healthy cooking and nutritious food shopping education to low income Weld County residents. The coordinator conducts classes throughout Weld County. The statewide Cooking Matters Colorado program receives funding from a number of sources, including private foundations, the State of Colorado and the federal government. Due to delays in negotiation with the federal government Cooking Matters Colorado was delayed in sending us a renewed MOU for 2015. WCDPHE is requesting to renew this popular program with Cooking Matters Colorado to maintain the Coordinator for Weld County. The funding is for $70,551 and covers the full salary and fringe benefits for a full-time Health Educator I. Cooking Matters Colorado also provides funding for all programmatic related expenses (educational material, gift cards, food, etc). WCDPHE continues to be responsible for supervising the position and providing the computer, phone, and mileage expenses. The MOU is from November 1, 2014, to October 31, 2015. On November 1, 2015, we have the option to renew the MOU and funding for the position for another year. Assistant Weld County Attorney, Frank Haug, has reviewed this MOU and determined that its terms are acceptable. This memorandum of understanding was approved for placement on the agenda by the Board via pass-around dated February 5, 2015. I recommend approval of the Cooking Matters MOU. 2015-0528 0) / �L<5T� a-02,3-/ - SHARE OUR STRENGTH'S Aff COOKING y t 6, I 1 • NO KID HUNGRY Memorandum of Understanding This Memorandum of Understanding (MOU) is made on November 1st, 2014 by and between Share Our Strength Colorado and Satellite Partner, Weld County Department of Public Health and Environment. Share Our Strength's No Kid Hungry' (NKH) campaign connects kids in need to effective nutrition programs like school breakfast and summer meals and teaches low-income families to cook healthy, affordable meals through Cooking Matters. This work is accomplished through the No Kid Hungry network, made up of private citizens, public officials, nonprofits, business leaders and others providing innovative hunger solutions in their communities. This MOU is designed to reflect the understandings between Share Our Strength's Cooking Matters Colorado, a private non-profit organization offering cooking and nutrition courses to low-income families, hereinafter CMC and Weld County Department of Public Health and Environment, hereinafter WCDPHE. This MOU will be in effect from November 1st, 2014 until October 31st, 2015, with opportunities for extension beyond this date. It shall remain in effect unless terminated by either party with 30 day written notice. Grant Period and Disbursement of Funds: The funding period begins on November 1st, 2014 and concludes on October 31st, 2015, for the amount of$ 70,551,03. Cooking Matters will provide funds monthly upon receipt of invoice, at an amount of$ 5,879.25. Use of Funds: Funds are to be used for purposes related to the salary and benefits of a full time CMC Program Coordinator from November 1st, 2014 through October 31st, 2015. Specific project goals, objectives and activities covered under this agreement are outlined in Attachment 1. Scope of work: WCDPHE will be responsible for supervising the CMC Program Coordinator with the participation and advisement of the CMC Senior Program Manager. Coordinator will be responsible for: • Cooking Matters program implementation, Including: o Implement 21 CMC courses, complying with CMC National gold standards and best practices. Including: • Approximately 6 of these courses will be conducted in conjunction with the INEP program • Priority should be given to food banks with high TEFAP distribution numbers or other agencies serving SNAP recipients. • When possible, serve the Cooking Matters priority audience of females with kids' ages 0-5. • Maintaining an average graduation rate of 85%. • If desired and with CMC approval a portion of these courses may be completed using alternative implementation models, such as volunteer team leaders, or Train the Trainer model. o Optional: Implementation of Cooking Matters at the Store tours • Recruiting, training and maintaining a large enough volunteer pool to fill each course with qualified volunteer chef and volunteer nutrition educator. • Recruiting,verifying, training and retaining agency partners serving individuals and families living at or below 185%of the Federal Poverty Line. • Engage the community in supporting the program through their participation in shared course cost and other in-kind or financial contributions. • Participation in other nutrition, health or food based events to promote Cooking Matters, No Kid Hungry (NKH) and their respective messages o Promote NKH tactics and activities, such as sharing info with class participants and agency partners about summer meals sites, CACFP programs, etc. o Connect with other relevant community partnerships/coalitions,food policy councils, etc. o Promotion and implementation of Cooking Matters at the Store®, a guided grocery store tour that teaches low-income adults how to get the most nutrition for their food dollars • Offer programming in Weld County primarily with possibility for course offerings in Morgan County upon request. • Participate in required Cooking Matters local and national trainings • Participate in required Cooking Matters local and national reporting Implementation: CMC will provide training and technical assistance for WCDPHE and the CMC Program Coordinator for program startup and program implementation. CMC will provide groceries for in class and take home use, within the CMC guidelines and budget. CMC will provide all course curriculum, participant healthy food tools,volunteer gifts, and cooking and nutrition tools. CMC will also provide connections to other known community partners, especially those involved with NKH. CMC commits to course grocery expenses for 21 courses at$600 per 6 week course, including week 5 gift cards, for a total of$12,600 total during this MOU period.This is above and beyond the quarterly payments outlined in this MOU. WCDPHE will supervise the CMC Program Coordinator and offer support for program implementation. Support should also include office space, storage space, phone, computer, internet, copy machine, mileage, postage and other tools needed to effectively administer the program. WCDPHE is encouraged to share upcoming activities/events related to health and hunger with CMC for inclusion in the CMC and NKH e-newsletters. Monitoring and Reporting: Cooking Matters Colorado will monitor program operations under this partnership. Such monitoring will include site visits by Cooking Matters Colorado staff to observe program administration. If the CMC Program Staff determines that the program implementation is not at the agreed upon levels, the CMC Program Staff may request a written explanation of programmatic progress at any time. A compiled report of program outcomes may be requested annually. CMC will have regular phone contact with WCDPHE and have occasional site visits to determine the effectiveness of the partnership and WCDPHE should feel free at any time to contact CMC Senior Program Manager with questions or concerns. CMC will have also regular contact with CMC Program Coordinator to offer training and program support. Cooking Matters Colorado requests a report on basic course outputs at the completion of each Cooking Matters programming (within one week) as well as implementation of the established Cooking Matters participant evaluation system.The final report will take the form of a meeting in which the success and challenges of the project are discussed and potential for continued partnership is assessed. Other Terms and Conditions: The following terms and conditions also apply. CMC and WCDPHE agree to cross promote programs and include the other party in media opportunities whenever appropriate using correct language and logo to well represent each agency. Notification of promoting or media attention will be shared with each partner. Cooking Matters Colorado reserves the right to terminate this agreement, if in its discretion, it determines that the Satellite Partner has made any misrepresentations, has in any way misappropriated funds or has done anything inconsistent with this agreement. Any funds provided to the Satellite Partner that are not expended or committed for the purposes of this partnership, or within the partnership period as described above,will be returned to Cooking Matters Colorado. Moreover, it will promptly return unexpended funds if Cooking Matters Colorado or Weld County Department of Public Health and Environment elects to terminate said agreement as outlined above. CMC and WCDPHE agree to notification of problems or challenges and changes in this agreement in writing as soon as they arise. Modifications. This Agreement may be modified in whole or in part upon approval of the signers. Termination. This Agreement may be terminated by any of the signers upon thirty (30) days written notice. Entire Agreement/No Third Party Beneficiary. This Memorandum of Understanding contains the entire agreement and understanding between the parties to this Memorandum of Understanding and supersedes any other agreements concerning the subject matter of this transaction, whether oral or written. It is the express intention of the parties that any entity other than the undersigned parties receiving services or benefits under this Memorandum of Understating shall be deemed an incidental beneficiary only. No Waiver of Immunity. No portion of this Memorandum of Understanding shall be deemed to constitute a waiver of any immunities the parties or their officers or employees may possess, nor shall any portion of this Memorandum of Understanding be deemed to have created a duty of care that did not previously exist with respect to any person not a party to this Memorandum of Understanding. Severability.
