Volvo of Denver, the apparent low bidder, bid a truck with an automated manual transmission. They did not mention during the pre their bid in regard to our requirement in the specs. Nor did they note on their bid that the truck they were offering did not meet our minimum specifications. Because of this, in reviewing their bid document, my staff assumed that the Volvo I-Shift transmission was their brands version of an automatic, and not an automated manual. Without intimate knowledge of Volvo terminology,we had no reason to assume otherwise. Public Works Department is therefore recommending that the award to Volvo of Denver be rescinded and the bid be instead awarded to Transwest Truck Trailer RV.
