Staff comments made during this phase of the application process may not be all-inclusive, as other issues may arise during the remaining application process. COMMENTS: General Project Information/Location: Located on Parcel, the irrigation district would like to build a business office and storage area for the Henrylyn Ditch Company. This project is adjacent to CR 14 and is east of CR 59. Parcel number 147501200059. Access is from CR 14. Roads: County Road 14 is a Gravel road and is designated on the Weld County Road Classification Plan as a Local road, which requires 60 feet of right-of-way at full buildout. The applicant shall verify and delineate on the site map the future and existing right-of-way and the documents creating the existing right-of-way. If the existing right of way cannot be verified it shall be dedicated. All setbacks shall be measured from the edge of future right-of-way. This road is maintained by Weld County. Latest ADT on CR 14 was taken on which counted vpd with % trucks. Traffic: A traffic narrative was submitted with the application materials and indicated that there will be approximately 4 daily roundtrips. Access: An access permit has been approved for the access to the site (AP15-00163). Entrance gates (if applicable) must be set back a minimum of 75 feet from edge of existing right of way (future right of way if classification is other than local) to allow a truck and trailer or RV to pull completely off of the roadway and open the gate. In no case shall any vehicle(s) stopped for gate be allowed to create a safety issue for roadway users. Tracking Control: Tracking control is required to prevent tracking from the site onto the County Roadway. Minimal standards are listed below. Temporary Tracking Control shall be used during construction unless permanent tracking control is installed ahead of construction activities. O 4 to 10 round large truck trips/day: I Access onto gravel roads requires recycled asphalt/road base on all driving surfaces. *Recycled concrete is not allowed in County ROW **Tracking control devices can be double cattle guards or other specialized device *** Tracking control for unmaintained public ROW is required just prior to entering publically maintained roadways. No improvements agreement will be required as the anticipated traffic is less than 11 round truck trips/day or 50 round passenger vehicle trips/day. A development standard will be applied to the recorded map indicating any impacts to the road must be mitigated by the owner. There shall be no tracking from the site onto publically maintained roads. The applicant is responsible for mitigation of any damage or offsite tracking and upgrading and/or maintaining onsite tracking control. Geologic hazard Area: This area IS NOT in a Geologic Hazard Area. Floodplain: This area IS NOT in a Floodplain. Drainage Study: Detention or Water Quality: Storm Drainage Guidance and related documents (COC, WQCV Calc., WCECC, etc.) for the information described below can be found on the County Website at http://www.co.weld.co.us/Departments/PlanningZoninq/Engineerinq.html. Please contact Department of Planning Services/Development Review Engineering for questions or assistance 970-353-6100. A drainage letter was submitted with the application. The drainage letter certified the project stormwater impacts were minimal and a water quality feature with no stormwater detention was appropriate for the project. The drainage letter and water quality calculations are accepted by Engineering. The applicants will be required to maintain historic drainage flows and run-off amounts on the property. Grading Permit A Weld County Grading Permit will be required if disturbing more than 1 acre. Contact the Planning Department for more information. A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre. Contact: Colorado Department of Public Health and Environment, Water Quality Control Division, Rik Gay, 303- 692-3575. CONDITIONS OF APPROVAL: A. The map shall be amended to delineate the following: 1. Show and label the accepted drainage features, drainage flow arrows, access turning radii (45ft), and parking and circulation on the map. (Planning-Engineering) 7. Show and label the entrance gate set back a minimum of 75ft from edge of existing right of way (future right of way if classification is other than local) on the map. (Planning-Engineering) Prior to Construction: A. The approved access and tracking control shall be constructed prior to on-site construction. (Planning-Engineering) B. If more than one (1) acre is to be disturbed, a Weld County Grading Permit will be required. (Planning-Engineering) DEVELOPMENT STANDARDS (NOTES ON THE SITE MAP) 1. Should noxious weeds exist on the property or become established as a result of the proposed development, the applicant/landowner shall be responsible for controlling the noxious weeds, pursuant to Chapter 15, Articles I and II, of the Weld County Code. (Planning-Engineering) 2. There shall be no tracking of dirt or debris from the site onto publically maintained roads. The applicant is responsible for mitigation of any offsite tracking and maintaining onsite tracking control devices. (Planning and Engineering) 3. There shall be no parking or staging of vehicles on public roads. On-site parking shall be utilized. (Department of Public Works) 4. The historical flow patterns and runoff amounts will be maintained on the site. (Planning-Engineering) 5. Weld County is not responsible for the maintenance of onsite drainage related features. (Planning- Engineering) MEMORANDUM ,EL I\ TO: KIM OGLE,PLANNING SERVICES a -0-, N T ier<1 FROM: LAUREN LIGHT, ENVIRONMENTAL HEALTH SUBJECT: USR15-0023 DATE: MAY 5, 2015 Environmental Health Services has reviewed this proposal for a Site Specific Development Plan and Use by Special Review Permit for a use by special review in the commercial or industrial zone districts (Henrylyn irrigation district area office, maintenance building and equipment storage building to support areas irrigation and water delivery canals and ditches), provided that the property is not a lot in an approved or recorded subdivision map or lots parts of a map or plan filed prior to adoption of any regulations controlling subdivisions in the A (Agricultural) zone district. There will be 3 full time employees located on the site. A commercial well and a septic system will be installed. A septic permit has been issued (SP-1500062) for the shop and office. The dust abatement plan states the access will be graveled and the parking areas will be road base. The waste handling plan indicates all waste will be either recycled or disposed of properly. There will not be a floor drain in maintenance building. There will be two 1000 gallon fuel tanks located on the site. We have no objections to the proposal; however, we recommend that the following requirements be incorporated into the permit as development standards: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance conditions. The applicant shall operate in accordance with Chapter 14, Article 1 of the Weld County Code. 4. Fugitive dust shall be confined on the property. Uses on the property shall comply with the Colorado Air Quality Commission's air quality regulations 5. This facility shall adhere to the maximum permissible noise levels allowed in the Non-specified Zone as delineated in Section 14-9-30 of the Weld County Code. 6. Adequate drinking, hand washing and toilet facilities shall be provided for employees and patrons of the facility, at all times. A permanent, adequate water supply shall be provided for drinking and sanitary purposes. Sewage disposal shall be by septic system. Any septic system located on the property must comply with all provisions of the Weld County Code, pertaining to On-site Wastewater Treatment Systems. 7. Water Division 8, Water District 1 Lost Creek Designated Basin Dear Mr. Ogle: This referral does not appear to qualify as a "subdivision" as defined in Section 30-28- 101(10)(a), C.R.S. Therefore, pursuant to the State Engineer's March 4, 2005 memorandum to county planning directors, this office will only perform a cursory review of the referral information and provide informal comments. The comments do not address the adequacy of the water supply plan for this project or the ability of the water supply plan to satisfy any County regulations or requirements. In addition, the comments provided herein cannot be used to guarantee a viable water supply plan or infrastructure, the issuance of a well permit, or physical availability of water. According to the submitted information, the applicant is requesting a site specific development plan and use by special use permit for an office space with a support maintenance and equipment storage building to support the nearby irrigation and water delivery canals and ditches. Our records indicate well permit no. 297022 was approved for the Henrylyn Irrigation District Central Office to withdraw 0.09 acre-foot per year from the Laramie-Fox Hills aquifer.
