(Account 1036396). I originally sent the attached comps with my original appeal and have discussed the denial with Ryan Miller in the assessors office. Even though comps I provided were all in Windsor within a half mile of my residence, Mr. Miller apparently wanted a comparison in my immediate neighborhood. The rsidence he relied on most in our discussion was at 1232 Walnut,just west of my residence. I have a real problem with his use of this comp for reasons mainly related to similarity; and with his use of adjudstments.A house needing this many adjustments to be a comp in my opinion is not a comp to begin with! Other anomalys include: • The house at 1232 Walnut has a 4,242 sq. ft.larger lot for which he gave no adjustments. • The living area is 100 sq. ft. larger.Again no adjustments. • There are three baths while mine has 13/4. (incorrectly recordecd as two) His allowance of $6,000 is reasonable. • The basement of his 1232 Walnut comp is 154 sq.ft. larger at 1346 sq. ft. and is finished while mine is not. The real problem is the $16 sq. ft. allowance for the unfinished square footage and only $9 sq. ft.for 1346 sq. ft. of completed space. • His comp has a three car garage while mine is two, and the house is of a more expensive to build architecture. His allowance for the extra 198 sq. ft. of garage space is $29 sq. ft. With further review of the comps from Mr Miller, I see where some items are adjusted while others are not; particularily with lot sq. footage. I also have the following comments regarding his price adjustments: • Finisned living space at a construction cost average of$200 sq. ft. is not accounted for • A basement finished @ $9 sq. ft. is a wee bit low!! • The exra lot square footage of 4242 shows no adjustment value. This is a hudge discrepancy!! • Baths are not accurately compared. For reasons cited in this letter, comments about adjustments below, and previously provided comps, I request that you reconsider my request for a more realistic assessment of$190,000. I will agree to an assessed value of 5% more, however that is my limit. A word about adjustments: If you allow an 18 month period to compare comps and then adjust to comp sales prices of June 2014,why are you even allowing the 18 month time frame for comparison?Why not just use sales 3 months prior to the deadline? Furthermore if you can arbitrarily adjust sale prices at will,what diffrence does it make to compare sales at all? In my opinion this is a system purposely stacked in the County's favor to do just about anything it wants to manipulate figures at will to gain the most tax dollars possible. In fact with this price adjustment privilege, why do you even allow protest? Attached are four comparables that have sold within the past two years in Weld County ranging in prices of a low$169,900 to a high of$189,000. The highest price home sale at 724 Lilac Drive in Windsor sold just over one year ago for$189,000. This home has comparable square footage and three baths while my home has one full and one three quarter bath. Based on the information from these four comparables, I would say that a reasonable and fair assessment for my home would be in a range of$185-$195,000. I request that you again review my assessment based on the information provided from the attached comps and consider a more accurate and reasonable assessment at $190,000.
