Since staffs comments, City Council has been briefed on the project as well as the related Greeley Comprehensive Plan and IGAs. The City Council acknowledges the County's jurisdiction in this matter, recognizing that you will be reviewing and evaluating issues related to design, impacts, and mitigation. Furthermore, it is important to acknowledge the importance of aggregate providers and their ability to provide asphalt and concrete for the future. The City Council recognizes that locating facilities somewhere in Northern Colorado will be important in supporting future economic growth in the area as local gravel resources become less available, even as new development needs additional concrete and asphalt supplies. Rail and major road corridors will be important in supporting such efforts. The City is happy to participate in any future regional planning discussions about this and other industries that are key to the continuing success of the Northern Colorado economy. Water Division 1, Water District 4 Dear Ms. Aungst: We have reviewed the above referenced proposal. The submitted material does not appear to qualify as a "subdivision" as defined in § 30-28-101(10)(a), C.R.S. Therefore, pursuant to the State Engineer's March 4, 2005 and March 11, 2011 memorandums to county planning directors, this office will only perform a cursory review of the referral information and provide comments. The comments will not address the adequacy of the water supply plan for this property or the ability of the water supply plan to satisfy any County regulations or requirements. Martin Marietta Materials has proposed to develop two parcels totaling 131.42 acres along Highway 34 east of Loveland, Colorado. The development plan includes the construction of a new concrete plant, asphalt plant, wash plant, recycle plant, and various support buildings on the site, served by a new railroad spur to allow railcars to load and unload at the site. Once Martin Marietta begins operations at the site, they will have up to 75 full-time employees, with up to an additional 45 truck drivers and 25 field construction workers based out of the facility. The undeveloped portion of the site may remain in agricultural irrigation, served by 14 share of the Big Thompson Ditch and IA share of the Farmers Ditch. The ditch water will also be used for as much of the landscaping at the site as can be watered by flood irrigating. The proposed water supplier for the development is the Little Thompson Water District ("District"). The Applicant obtained a letter from the District dated April 2, 2015 committing to provide service to the property, provided the applicant complies with the provisions outlined in the letter. According to the letter, the District will require the developer to provide water rights to meet the projected needs of the proposed development. The District anticipates that the developer will need to provide 40 acre-feet of water for the short-term (2016) development and up to another 38 acre-feet to cover long-term development and dust control needs. Both Colorado-Big Thompson (CBT) shares and native ditch system water shares can be utilized to meet this requirement; however, the District does not accept cash-in-lieu payments for water rights for developments at this time. The District will also require the Applicant to execute a water service agreement prior to initiating water service. This office most recently received information from the District regarding their water supply in a letter dated January 10, 2013.
