June 17, 2015 Dear Weld County Commissioners: Chris Friede has reached out to us to address the concerns that we (Martin Brown, Lucas Brown and The Mel & Nadean Brown Living Trust) have in regards to the proposed event center, the "Rockin S Ranch," located adjacent to our property. We met with Chris on the 7th of June and were taken on a guided tour of her property and the plans for re-purposing and restoration of an old dairy bard. While this is a beautiful piece of property with spectacular views, we have some concerns about noise, boundaries and traffic. Chris was receptive to our concerns and we discussed the following issues: 1 ) Establish a clear boundary between our property lines. Wandering wedding guests is a concern for us, and we would like to have a fence along the property line. Right now there is an irrigation ditch/canal that somewhat divides the properties, but it wanders and is unclear. We feel it is a liability for both Chris and us. We would like to put the ditch into a culvert and cover it, and establish a fence on the property line pending approval by the ditch company. 2) Cutting off the music by midnight. Chris was receptive to this, and we feel that between a fence and some more trees or landscaping the noise levels will be acceptable. Chris also expressed that she will be receptive to us on a case by case basis. She said "If the music is too loud, just tell us, and we'll turn it down." We also want to add that by requiring the Rockin S Ranch to end music by 12 midnight, it takes some of the burden off of us from "policing" the noise levels. We don't want to constantly feel the need to monitor noise levels, collect evidence of violations and take it to the proper authorities in an effort to make it stop. Placing this limitation on music helps us to feel some relief from "policing" the noise. 3) Adequate parking, drainage, dust and erosion control. We believe that the plan which Chris has in place will work well, and appreciate her planting lavender in the area between the reception area and the lake. If the Board of Weld County Commissioners approves this application, we wish Chris and the Rockin S Ranch all the best in their endeavor. As neighboring property owners, we would rather see something like this next to us than an actual dairy farm — or worse yet — an industrial development. Thank you for being receptive to our concerns.
