RE: 2016 FINAL BUDGET
A public hearing was conducted on December 15, 2015, at 1:55 p.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated November 6, 2015, and duly published
November 11, 2015, in the Greeley Tribune, a public hearing was conducted to consider the 2016
Final Budget for Weld County. Donald Warden, Director of Finance and Administration, made
this a matter of record and reviewed the summary of 2016 Budget Changes made since the
Proposed Budget for the record. Mr. Warden further summarized budgetary amounts as reflected
in Exhibit A to the Adoption Resolution.
No public testimony was offered concerning this matter. Mr. Warden confirmed the Notice
of Hearing did acknowledge that in accordance with Senate Bill 15-82 the Board will be
considering funding property tax credits and incentives for taxpayers contributing to the Weld
County Bright Futures program for workforce development.
.I Commissioner Conway moved to approve the Resolution to Summarize Expenditures and
Revenues for Each Fund and to Adopt the 2016 Budget as submitted. The motion was seconded
by Commissioner Cozad, and it carried unanimously.
Mr. Warden confirmed Emergency Ordinance #251, In the Matter of the Annual
Appropriation for Weld County, Colorado, for Fiscal Year 2015, was previously read into the
record by audio, and he reviewed the amounts reflected in Exhibit A. Emergency status due to
assessed valuation received by the Assessor five days prior to hearing date. No public testimony
was offered concerning this matter. Commissioner Cozad moved to approve Ordinance#251 on
an emergency basis. The motion was seconded by Commissioner Moreno, and it carried
unanimously.
Mr. Warden recommended approval of the Resolution setting the mill levy at 15.8 mills,
which is anticipated to generate $180,543,870.00. The total mill levy is actually 22.038 and he is
recommending a temporary mill levy reduction of 6.238 mills, for a net reduction of 9.881 mills
and a temporary reduction for the general fund, in the amount of$71,281,723.00. Commissioner

Conway moved to approve the Resolution to Set Mill Levy. The motion was seconded by
Commissioner Moreno, and it carried unanimously.
Commissioner Conway thanked Mr. Warden for his quality work while the Board continues
to make substantial investments in the County infrastructure and services (WCR 49 and Bright
Futures). He stated this year the County is celebrating the 40th Anniversary of the Home Rule
Charter and he is pleased to remain fiscally responsible in keeping with the vision of the Charter.
Commissioner Cozad stated she has appreciated the opportunity to participate in the very
detailed process of reviewing the County Budget and the strategic planning process. She
expressed her appreciation to Mr. Warden for taking the time to thoroughly explain the process
and help her gain a better understanding of the fiscally conservative County.
EI Commissioner Moreno stated he has worked with Mr. Warden for 20 years in the Clerk and
Recorder's Office and he thanked Mr. Warden for all of this work for the County. Chair Kirkmeyer
agreed and also acknowledged the various staff that supports the overall project. There being no
further discussion, the hearing was completed at 2:08 p.m.
This Certification was approved on the 16th day of December, 2015.
