SITE SPECIFIC DEVELOPMENT PLAN QUESTIONNAIRE/NARRATIVE FOR GONZALEZ BROTHERS, LLC COMMERCIAL TRUCKING COMPANY LOCATED IN THE RESIDENTIAL ZONE, WELD COUNTY, COLORADO 1. Gonzalez Brothers, LLC is submitting this Use by Special Review(USR)application to allow the use of the property for the parking of commercial trucks located in the residential zone at 24146 County Road 59, Kersey, CO.The property consists of approximately 7.3 acres on mostly flat ground west of county road 59 and just north of country road 50.The property is zoned residential and is serviced by electricity,one approved septic system on the property,water supply from Central Weld County Water District and a well. Heat is provided by a large propane tank. The purpose of the property is for parking of two semi tractors/trailers and three bobtails and storage. No engine rebuilding will occur at the property.The property owner will use the existing detached garage for storage of his personal tools that will be used on his personal vehicles and on the property for repairs.The garage will also house the lockers and holding bin for soiled uniform services provided by G&K Services. No fluids will be stored in the garage. 2. Chapter 22 of the Weld County Code addresses the Comprehensive Plan for the county. Upon review of the available documents from the county website,this proposal is consistent in following the Comprehensive Plan to propose a change of the use of the land. 3. Chapter 23 of the Weld County Code addresses zoning in the county.The necessity for applying for a USR for this location and for the use of commercial truck parking is that this use is not a Use by Right in a residential zoned district. 4. Uses.The surrounding areas in the property are those of agriculture.The proposed use is compatible with these as these districts use commercial trucks for harvesting,delivery of supplies and equipment and for the farming on these locations.The trucks that Gonzalez Brothers use will only be parked not serviced on the property. 5. Description a. A. Four drivers will use the property for the sole purpose of parking the commercial trucks. b. The property is owned by one of the company's members and his son both reside at the residence on the property. NO other employees will be at this site. c. The hours of operation are 6:00 AM to 10:30 PM six days a week and at times seven days a week as required by the work load. d. No building will be erected on this site. e. There are no animals housed or kept on the property. f. Two semi-tractors/trailers and two bobtails will access the site up to four times a day dependent on the work load of the day, bobtails weight 15,000 Ibis and the tractor- trailers weight from 31,000 to 33,000 lbs empty. Other vehicles include a car,a small pickup and an SUV that will access the site as needed for personal use by the residents of the house. g. Platte Valley Fire Protection will provide fire protection to the site. h. The property is currently supplied by Central Weld County Water District.This provides water for toilets, bathroom sink,and shower and for kitchen sink. The well provides water for irrigation of the front lawn of the house and at one time was used for water for horses that were kept on the property previously. i. Sewage disposal is accomplished by one septic system on the site. Portable toilets will be made available for the drivers as well that do not use the bathroom inside the home on the property. No new systems are being proposed for this site. j. Outside storage of trucks will practiced on this site. Only uniforms and small tools owned by the property manager will be stored in the detached garage.\ 6. Landscaping.There is no landscaping being proposed for this site. 7. There is no plan for any reclamation of this site upon termination of the property being used for parking of commercial trucks. 8. Most storm water drainage developed on this site does enter creeks or ponds.Some does enter the ditch on the east border of the property that serves as a somewhat settling basin should there be any sediment contained within the storm water runoff. Most of the storm water pools on the property and dries out quickly.The site has been graveled and any runoff contains very little sediment. 9. There is no construction for development of this site being proposed. 10. There will be no storage stockpiles for any product at this site and there will be no waste stockpiles. 11. There are no onsite improvements being proposed for this site. Drainage Narrative 1. No water flows onto the property from offsite sources. 2. Most of the water does not leave the property as it pools in a central location at the site and dries up rather quickly. 3. If flow does occur the amount is minimal and flows to the east into the ditch on the east border of the property. 4. Not all four trucks leave and return at the same time or even at the same day.The hours of operation are 0600 to 2230 dependent on the work load for each truck individually.All trucks enter and leave the site through the existing access off of county road 59 to the east. All trucks exit onto country road 59 and head south to county road 50 and a take a left.They each then continue on to their designed sites off from eastbound county road 50. NO trucks go northbound on county road 59. Waste Handling No work is done on the trucks at this site. All oil changes,fluid flushes and mechanical work is done by designated mechanics at either Doug's Diesel Service, LLC 32505 CR 53 Greeley,CO or at High Plains Diesel Service PO BOX 247 Sterling, CO 80751.Tires are done at a tire shop in Greeley,CO as needed. Domestic waste is removed by Northern Colorado Disposal, inc., Greeley,CO. A 200 pound polycart is available for disposal of residential waste. PUBLIC WORKS DRAINAGE NARRATIVE AND WATER QUALITY GUIDANCE 1861 • The purpose of this handout is to assist applicants with developing a ~, drainage narrative addressing water quality. A water quality feature is intended to improve water quality from C Q U N T Y the impacts of site development. A water quality feature can be an existing low spot on the property that currently collects water or an excavated area. This depression is intended to allow stormwater runoff from the site to collect and settle out any contaminants prior to flowing offsite to neighboring properties or downstream waterways. DRAINAGE NARRATIVE A drainage narrative should include a short description of how the historic stormwater flows across the property and how the project will affect those flows. The description shall include but not be limited to: 1. Where the water originates if it flows onto the property from an offsite source, 2. Where it flows to as it leaves the property, 3. The direction of flow across the property, and 4. if there have been previous drainage problems with the property. WATER QUALITY FEATURE Weld County Public Works Development Engineers are available to provide assistance for the below calculation. Below is an accepted methodology for a water quality feature design. Additional information can be found at www.udfcd.org. Calculate total site imperviousness(i)-this is the imperviousness of your site,how much water soaks into the ground and how much runs off.Areas don't need to be exact just estimate in square feet.
