REMARKS: Food Stamp issuance declined compared to the prior month. However, total
participation in this program remained approximately 15% higher than the same month,
prior year. The reduction in the Aid to Dependent Children caseload compared with the
prior month reflects increased Social Security income being available to some house-
holds as well as some terminations for failure to cooperate on case reviews. In the
latter situation, a number of families will return to the rolls as they provide in-
formation required by the Department. Adult caseloads - Old Age Pension and Aid to
the Needy Disabled - also showed reductions which reflected increases in available
income from Social Security.

The attached graphs demonstrate the decline in the size of families qualifying for
the Aid to Dependent Children program over the past 7 years. Although the numbers
of households (cases) has remained constant over these years, the number of people
in these households has decreased.significantly. For example, the average number of
recipients in a female-headed household in October, 1972 was 3.50 versus 2.85 in
August, 1979. This translates to a reduction of approximately 1,100 people receiving
assistance over this interval of time.
Expenditures for July, 1979 (excluding Old Age Pension) were $556,134. This amount
was $37,957 less than the previous month but $14,099 more than the same month in 1978.
Department expenditures remain within budget with 53.59% expended for 7 months of
the calendar year.
