WELD COUNTY COUNCIL
October 19, 2015
The Weld County Council met in full conformity with the Weld County Home Rule Charter,
Monday, October 19, 2015, at the Weld County Administration Building, Greeley, CO.
ROLL CALL: The meeting was called to order by Councilman Abernathy and on roll call the
following members were present, constituting a quorum of members thereof:
Councilwoman Marge Klein
Councilman Brett Abernathy
Councilman Don Mueller
Councilman Jordan Jemiola
Councilman Charles Tucker
Also present: Ryan Rose, Director of Information Technology, and Sarah Mundt, Council
Secretary.
APPROVAL OF AGENDA: Councilman Jemiola made a motion to approve the October
19, 2015 agenda. The motion was seconded by Councilman Tucker and the motion
carried.
APPROVAL OF MINUTES: September 21, 2015 Minutes. The motion was made to
approve the minutes by Councilwoman Klein and the motion was seconded by
Councilman Jemiola and the motion carried.
REVIEW PROGRAM:
Ryan Rose, Director of Information Technology
In January of 2014, Weld County took over full administration of Information Technology
from a Xerox/ACS contract. Ryan Rose is the Chief Information Officer. In February of
2014, The Department was reorganized into Information Technology, Geographic
Information Technology, and Telecommunications. The Focal Points that lead to the
change were customer satisfaction, project management, strategic technology direction,
fiscal accountability and information technology security. The initial assessment
included staffing levels in key areas, such as leadership and technical areas,
professional development, and alignment with departmental expectations, policy,
guidelines and procedures, such as IT employee policy, computer incident response
and County Code, and comprehensive budget review, such as procurement processes,
RFP and bid processes, and the annual budget. Today, the Department is focused on
project management and communications by meeting regularly with Department Heads,
requiring time management modes via applications for all operational and project work,
and providing quarterly IT project reports to the Board of County Commissioners. The
Department has improved the Technical Support Center by improving call management,
increasing and improving the knowledge base and focusing on industry standards.
