HomeMy WebLinkAbout20253271 Resolution Approve Cooperation Agreement for Payment of Opioid Settlement Funds for Substance Abuse Prevention and Authorize Chair to Sign — Weld Opioid Regional Council Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and Whereas, the Board has been presented with a Cooperation Agreement for Payment of Opioid Settlement Funds for Substance Abuse Prevention between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Health and Environment, and the Weld Opioid Regional Council. commencing January 1 , 2026, and ending December 31 , 2026, with further terms and conditions being as stated in said agreement, and Whereas, after review, the Board deems it advisable to approve said agreement, a copy of which is attached hereto and incorporated herein by reference. Now, therefore, be it resolved by the Board of County Commissioners of Weld County, Colorado, that the Cooperation Agreement for Payment of Opioid Settlement Funds for Substance Abuse Prevention between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Health and Environment, and the Weld Opioid Regional Council, be, and hereby is, approved. Be it further resolved by the Board that the Chair be, and hereby is, authorized to sign said agreement. The WROC has allocated continued funding for 1.0 FTE to serve as a coordinator and to facilitate opioid prevention measures in Weld County. Funding for an additional 0.5 FTE has been allocated to support evidence based opioid prevention programming. What options exist for the Board? Approve and sign, or deny this Cooperative Agreement Consequences: Approving this agreement will enable WCDPHE to continue to support the WROC and provide education and programming to reduce opioid use and overdose in Weld County. Impacts: Opioid settlement funding earmarked for Weld County is allocated by the WROC. The WROC funds projects like this to reduce opioid abuse in Weld County. Opioid abatement activities performed by the WCDPHE are almost exclusively funded by the WROC. Costs (Current Fiscal Year/ Ongoing or Subsequent Fiscal Years): This agreement will grant$112,283.44 of continued funding to support 1 current FTE Health Education Specialist I as the WROC Coordinator, and $88,205.29 to support .5 FTE and implementation of evidence-based opioid prevention programming. No county costs are being requested, no match is required, and this funding was included as revenue in the 2026 budget. Activities will be performed by existing staff, no new FTEs are requested.
