Dear Mayor and Council Members:
RE: Conservation Trust Fund Allocations
The enclosed list of projects states the Board of County
Commissioners' determination as to the allocation of the
Conservation Trust Funds available at this time. As you can
see, all of the requests appear to fall within the funds
available, and all of the requests with the exception of the
Windsor downtown tree-planting project, which was determined
to be ineligible, have been included for funding in 1978.
Therefore, all of these towns can expect to proceed on the basis
of receiving these funds in the amounts listed.
The procedures which the Board will use in allocating the funds
will be as follows:
1. The towns who are being allocated funds should obtain three
bids from private contractors on the work to be done.
2. The town council should state to the Board of County Commissioners
that the bidder chosen to do the work meets their specifications.
3. The town should present to the Board an itemized list of the
work to be completed in the project, showing items and costs
which will be paid for from County Conservation Trust Funds.
4. The town council and the Board of County Commissioners will then
enter into an agreement specifying the work to be done and the
price to be paid out of Conservation Trust Fund monies.
5. No money will actually be distributed to the towns until after
January 1, 1978. Money to be allocated to each town will be
• held for that town throughout 1978, until such time as the above
procedures are completed and the project is completed. The County
will then reimburse the towns in a single payment.

We realize that most of these projects have not gone through any
kind of bidding process at this time, and some low bids may be
higher or lower than the estimates included in the requests.
The Board will take this fact into consideration when the bids
are actually submitted; we do ask that you not change the general
scope of the project, however.
Also, please make no commitment to a private contractor which
binds your use of these funds until such time as your council
and the Board of County Commissioners have met to finalize the
allocation.
If you have any questions concerning the process, we will be
happy to work with you realizing that this is a totally new
venture to all of us, and details will have to be worked out
as we go along.

if you have already completed any of these steps. Thank you
