To: County Commissioners, Weld County, Colorado
The Town of Severance is applying to Weld County for a portion of the
Conservation Trust blind monies available. Severance established their
trust fund in August of this year.
David Severance moved to this area in approximately 1885 at which time
the small establishment was known as "Tailholt". Mr. Severance gave
land and platted the town in 1906 and it was in 1920 that the voters
elected to incorporate, naming the town after its founder.
At the present time there are 1 )0 people living in Severance. Approx-
imately one third of the population is under 18 years of age. Twenty-
four of these children are fifth grade or younger. There are many re-
tired people, some having been born here.
The oldest building in town is the old Severance School(Dist.52) which
was built between 1885 & 1895. The actual date of construction is
still being researched. This building and land is now the Town Hall
and Community Building used for council meetings, Boy Scouts, 4-H, and
women's clubs, and the voting place for this area. The Town Council
has allowed $2,300.00 in the 1979 Budget for a new heating system and
additional interior repairs.
The Town would like to establish and conserve this land and building
as the historical site it is. To date, the Town has no adequate open
space or recreational facilities for its residents and visitors. Sit-
ting at the corner of the main intersection in town (Co.Rds.23 & 74),
this would serve as an aesthetic and very useful area combined.
On the following pages are a map of the area, pictures of the existing
features, and a cost estimate sheet of proposed improvements. All
labor is volunteer from council members and residents of the town, in-
eluding the picking up of all materials used. The town is trying right
now to find a farmer who will volunteer to plow up the ground and spread
manure this fall to prepare the ground for a spring planting.

The low and high amounts were added together and divided by two. This amount
should allow for cost increases by next year.
The Town of Severance is hereby asking for $2,900.00 for exterior improvements
to the town grounds.
We also need about 400 sq. yds. of gravel that we are asking the county to
supply from their gravel pit. We could go and pick it up.
