Figure 34: Benefits of Upstream Detention Ponds Outside of Development Zone Also, non -quantitative variables, like quality of life, are often not considered because the value of benefits may be indirect or realized far into the future. This value could be less than the market value due to the difficulty in assigning dollar values to some benefits like prevention of deaths and/or injuries, preserving open space, or improving water quality. Nevertheless, these are very real benefits and a by-product of the proposed improvements. Nonfatal injuries are far more common during flood events, but reliable numbers of injuries are not well documented due primarily to the wide range of severity that can occur. Because the dollar benefit of preventing even one death is enormous and likely overpowers the costs Page 100 of 103 identified with enacting a single proposed project, including a value for deaths and/or injuries averted in the Cost -Benefit analysis is difficult. Therefore, the Cost -Benefit analysis is very conservative in that many benefits (not the (east of which are death and injuries averted) are not factored into the reported numbers. The benefits of a mitigation project are often described as being the elimination and/or reduction of future damages and losses. Some additional benefits of the proposed projects that were not necessarily considered when calculating the Cost -Benefit Analysis are provided below. These additional benefits provide a more complete picture of what the proposed improvements can achieve. Since most are not quantifiable, they do not have a positive impact on the Benefit -Cost Ratio; when in reality, they do. The focus of this Study was the identification of improvements that would mitigate both existing issues, as well as potential future issues resulting from development Following the approval and adoption of this Study, it is recommended that Weld County continue to diligently pursue implementation of the drainage improvements. Based on the information gathered during the preparation of this study, the following recommendations are prodded. • Coordination with entities, and/or property owners that may be impacted by the implementation of drainage improvements should be conducted as early as possible. Potential conflicts associated with property acquisition, easements, and ROW may require resolution prior to construction of the proposed improvements. Identification and resolution of potential permitting conflicts should also be accomplished early in the planning process. • This Study assumes funding for the majority of improvements would come from Weld County, but alternative sources of funding should be investigated. These funding sources may include the City of Greeley (west of Study Area), Town of Kersey, Colorado Department of Transportation (flood control along Highway 34), and the Colorado Water Conservation Board (projects related to reduction of potential flooding). It should be understood that drainage improvements identified in this Study assume detention (construction of detention ponds that release a peak discharge associated with the 10 -year historical event, unless otherwise noted) within the Project area. These Regional Detention Ponds work together to attenuate flooding events and are sized for the "Developed Condition" of 1,000 feet of impervious areas (60%) on each side of the Parkway, WCR 49, as well as north on WCR 47. If more impervious development occurs in these areas the capacity of the Regional Detention Ponds will have to be reevaluated or the property owner may be required to construct an on -site detention pond. Additionally, urban planning calls for detention ponds that release a peak discharge associated with the 5 -year event; however, as previously noted, no improvements proposed in this Study lie within urbanized areas of he County. Finally, this Study resulted in a comprehensive, flexible document that is intended to guide the County's decision -making process with respect to stormwater management within the Project area This Study should be considered a dynamic tool that can change as drainage issues within the region arise. Any revisions or modifications should improve the goal of this Study; the effective management of stormwater within the Project area. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long -duration storms. The soils in the United States are assigned to four groups (Al B, C, and 0) and three dual classes (ND, BID, and CID). The groups are defined as follows: Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly wet. These consist mainly of deep, well drained to excessively drained sands or gravelly sands. These soils have a high rate of water transmission, Group B. Soils having a moderate infiltration rate when thoroughly wet. If a soil is assigned to a dual hydrologic group (ND, BID, or /D), the first letter is for drained areas and the second is for undrained areas.
