HomeMy WebLinkAbout20163120.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO OCTOBER 5, 2016 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, October 5, 2016, at the hour of 9:00 a.m. la ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Sean P. Conway, Pro -Tern Commissioner Julie A. Cozad Commissioner Barbara Kirkmeyer Commissioner Steve Moreno Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly • MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of October 3, 2016, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. ki AMENDMENTS TO AGENDA: There were no amendments to the agenda. • CONSENT AGENDA: Commissioner Kirkmeyer moved to remove item 1) from the Consent Agenda and add the item under New Business 3) Reconsider Establishing the Neighborhood to be Served, Designating a Commissioner to Make On -Site Inspection and Setting the Hearing Date Concerning the Application of Tappist Munks, LLC, dba Outworld Brewing, for a Brew Pub License. Commissioner Conway seconded the motion, and it carried unanimously. Commissioner Moreno moved to approve the Consent Agenda as amended. Seconded by Commissioner Cozad, the motion carried unanimously. • PUBLIC INPUT: No public input was given. IR COMMISSIONER COORDINATOR REPORTS: Commissioner Cozad reported all the Commissioners attended the Economic Development Center dinner. She had the opportunity to attend the Active Shooter Training, and feels it's important to be prepared and have additional training. She met with Ann Johnson, of Tetra Tek, who is working on a project where she is master planning an entire city in Kenya Africa, and looking at Weld County as a model for permitting. = Commissioner Conway reported he attended the CCI Conference with Commissioners Kirkmeyer, Moreno and Chair Freeman. 10(3►/ .Do lG Minutes, October 5, 2016 Page 1 2016-3120 BC0016 He had the opportunity to be part of the Youth and Family Connections Heroes Celebration Banquet where many citizens were recognized for serving the youth in the community (See Exhibit "A"). Lastly, he attended the Meet the Leaders night and was able to tour the new recreation center in Windsor. l Commissioner Moreno commended Weld County Sergeant Holmen who did the Active Shooter training and agrees with Commissioner Cozad about participating in further training. He thanked the EDC Commission for coming to Discover Weld County where they could see all the good things that are happening in the County. Ei Commissioner Kirkmeyer stated she had the opportunity to meet with the Mayor of Kersey and the Town Manager to discuss County Road 54 and several other roads which she called "the pipeline." = Chair Freeman stated he attended the County Road 24 meeting and had discussions about the County arterial roads and improvements. BIDS: va 1) APPROVE BID #B1600129, CONCRETE REPLACEMENT - CENTENNIAL CENTER (SIDEWALKS) - DEPARTMENT OF BUILDINGS AND GROUNDS (CON'T FROM 9/28/2016): Toby Taylor, Director of Buildings and Grounds, requested this matter be continued in order to finalize the needed information. Commissioner Conway moved to continue this matter to October 12, 2016. Seconded by Commissioner Moreno, the motion carried unanimously. NEW BUSINESS: la 1) CONSIDER VETERANS SERVICE OFFICER'S MONTHLY REPORT AND CERTIFICATION OF PAY FOR AUGUST, 2016, AND AUTHORIZE CHAIR TO SIGN: Deon Harris, Veteran's Officer, presented the report for the month of August, 2016, and stated they received 730 calls and 608 walk-in visits. Commissioner Conway moved to approve the report and certification of pay for August, 2016, and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. In response to Commissioner Conway, Mr. Harris stated there has been an increase in visits and phone calls. Commissioner Kirkmeyer stated she would like to honor Weld County Veterans by presenting pins to Vietnam Veterans around Veteran's Day. 2 CONSIDER CONTRACT ID #831 AGREEMENT FOR XZALT TEST PLAN AND AUTHORIZE CHAIR TO SIGN — HIGHWAY EQUIPMENT COMPANY: Jay McDonald, Director of Department of Public Works, reviewed the contract from Xzalt who is a manufacturer of snow removal products and they want to collect data at no cost to the County. He explained the County Attorney has looked over the contract and made adjustments as necessary. In response to Commissioner Cozad, Curtis Hall, Department of Public Works, stated the County already uses a salt product mixed with sand and hopefully this test plan mixture will allow a reduction in the amount of product staff will have to use. Commissioner Cozad moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Conway, carried unanimously. ti 3) RECONSIDER ESTABLISHING THE NEIGHBORHOOD TO BE SERVED, DESIGNATING A COMMISSIONER TO MAKE ON -SITE INSPECTION AND SETTING THE HEARING DATE CONCERNING THE APPLICATION OF TAPPIST MUNKS, LLC, DBA OUTWORLD BREWING, FOR A BREW PUB LICENSE: Commissioner Kirkmeyer moved to reconsider the original motion to continue the matter to October 17, 2016. Seconded by Commissioner Conway, the motion carried unanimously. Due to a scheduling conflict for the applicant, Commissioner Kirkmeyer moved to change the continuance date to October 10, 2016. Seconded by Commissioner Cozad, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved.
