MEMORANDUM
TO; Commissioners DATE: 10/26/16
FROM: Jay McDonald, Public Works
SUBJECT: Request for County Maintenance
Commissioners,
The attached Service Request did not come as a Letter of Concern from a citizen but rather as a phone call to
Public Works. It was assigned to a member of my team who then gave it to me for reply. Grace Way is a 9 lot
subdivision is on County Road 32 between County roads 5 and 7. It is completely surrounded by the city limits
of Mead. Curtis Hall looked at the road and took pictures which are attached for your convenience. There are a
host of issues for which Public Works Department would not recommend acceptance for County maintenance. I
have crafted a reply to Ms. Stienike. The letter will be mailed on Tuesday, November 1st and is attached for your
review.
Thank You

Ms. Stienike,
The road maintenance policy is found in Section 8-6-40 of Weld County Code. A copy of which is
included for your convenience. In looking at Grace Way, there are a number of issues which would
cause Public Works Department not to recommend to the Board of County Commissioners that
your road be added to our maintenance inventory.
Paragraph A of the Road maintenance policy requires a host of conditions be met in order to
comply with our construction standards. These conditions are listed in the Weld County
Engineering and Construction Criteria Manual (WCECC). That manual can be found online at the
bottom of the Engineering page of the Public Works section on the Weld County website. Those
standards are necessary for us to ensure that roads are designed and constructed to our standards
before we would consider assuming the burden of long-term maintenance.
Weld County does not maintain the road adjacent to Grace Way. In fact, your subdivision and the
roads around it are surrounded by the Town of Mead, you might be better served by petitioning
the Town of Mead to annex your subdivision.
You are certainly free to petition the Board of County Commissioners to accept your subdivision
for county maintenance. However, Public Works Department would not recommend approval of
that action to the Board.
1.1 you have any questions, if you would like to discuss this issue further, or if you would like to
discuss the conditions listed in the WCECC Manual, please feel free to contact me.
Sincerely,
- r.

Internet request:
Hello, I am one of 9 residents on Grace Way, in Mead, CO. Our subdivision is a small one, outside of Town of
Mead jurisdiction along Road 32 between 5 and 7, At our HOA meeting last night it was brought up that some
years ago, the developer of the neighborhood never turned the road over to the county of weld because he
didn't want to pay to add the tar layer on top of it. As an HOA, we recently had this done, and would like to
discuss turning our road over to the County of Weld. Can you please advise how we could get started doing
this?
