RE: AUTHORIZATION FOR WELD COUNTY ATTORNEY TO PROCEED WITH AN
INJUNCTION AGAINST DARRELL AND DONNA J. UHRIG.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, a building permit was incorrectly issued to Darrell
and Donna J. Uhrig for a tract of land located in the North Half
of the Southeast Quarter of Section 18, Township 2 North, Range 67
West of the 6th P.M. , Weld County, Colorado, and
WHEREAS, said building permit was revoked on March 22 , 1979 ,
and
WHEREAS, Darrell and Donna J. Uhrig have moved in a residence
on said tract of land in spite of the fact that the building per-
mit had been revoked and further have not applied for a Condi-
tional Use Permit, and therefore, are in violation of the Weld
County Zoning Resolution, and
WHEREAS, the Board of County Commissioners deems it advisable
to direct the Weld County Attorney to proceed with an Injunction
against Darrell and Donna J. Uhrig.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the Weld County Attorney
be, and hereby is, authorized to proceed with an Injunction against
Darrell and Donna J. Uhrig for said violation.
The above and foregoing Resolution was , on motion duly made
and seconded, adopted by the following vote on the 23rd day of
April, A.D. , 1979.

Subject: Issuance of Building Permits at Ft. Lupton Facility
As you are aware, in the process of opening the facility at Ft. Lupton,
there were discussions concerning the issuance of building permits at
that site. At the time, it was felt that the County Clerk could not
absorb that function until problems and workload were stabilized in
the County Clerk function; therefore, the addition of building permits
as part of that facility was deferred until such time as the County
Clerk felt that the staff could,in fact,perform those functions.
The County Clerk has indicated that her staff is now to the stage where
they can issue the building permits if added resources were provided.
To deal with this issue, a meeting was held on February 22, 1979, with
the Building Inspection Department, Personnel , the Finance Officer, Lydia
Dunbar and myself. At that meeting, it was agreed that the County Clerk
could work cooperatively with the Building Inspection Department in
providing the resources necessary to issue building permits at that site
out of the County Clerk's Office. Mr. Joe Jarvis has developed the
necessary procedures in order to process the issuance of building permits
at a decentralized site.
In order to accomplish the issuance of building permits at Ft. Lupton,
Mary Ann Feuerstein believes that she must have another full-time position
dedicated to that location to handle the issuance of building permits and
to provide additional support for the motor vehicle functions in that
area. She also pointed out that she is issuing and accepting personnel
applications at that site. In order to accommodate the manpower
requirements, Mr. Barrett indicated that it would require approximately
an additional $6000 per year to fund the position of an administrative
clerk. Since the impact of having that service available in Ft. Lupton
is somewhat unknown at this time, it was decided that the best way to
proceed would be to have a trial period from April 1, 1979 through
June 30, 1979 to determine if, in fact, the service was utilized and
to what extent it was utilized in paying for the added cost incurred.
Therefore, it is recommended that the Board take the following actions:
1. Authorize the issuance of building permits at the Ft. Lupton facility
by the County Clerk's staff working in conjunction with the Building
Inspection staff in Greeley.
2. Authorize the creation of one additional administrative clerk
position from April 1, 1979 through June 30, 1979 on a trial basis.
3. Authorize the additional funding of $1875 to provide the resources
to pay for the administrative clerk's position.
4. Instruct the Building Inspection Department and County Clerk to gather
the necessary data for the Board to make an assessment in June as to
whether to continue this function at the Ft. Lupton site.

In light of the fact that a number of citizens have expressed the desire
for the availability of this service at the Ft. Lupton site and the fact
that it is felt that a number of building projects are being conducted
without permits in that area due to the lack of the availability to acquire
a building permit at a local site in Ft. Lupton, it is hoped that the
Board will give favorable consideration to the above recommendations.
