HomeMy WebLinkAbout20160697.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO FEBRUARY 24, 2016 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, February 24, 2016, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Sean P. Conway, Pro-Tern Commissioner Julie A. Cozad Commissioner Barbara Kirkmeyer- EXCUSED Commissioner Steve Moreno Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly • MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of February 22, 2016, as printed. Commissioner Cozad seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: Commissioner Cozad moved to add item #7 under New Business and add item #8 to the Consent Agenda. The motion, which was seconded by Commissioner Moreno, carried unanimously. Commissioner Conway moved to amend the Agenda. The motion, which was seconded by Commissioner Cozad, carried unanimously. 7) CONSIDER AGREEMENT FOR PROFESSIONAL SERVICES FOR ADOBE CONNECT MAINTENANCE AND AUTHORIZE CHAIR TO SIGN - CARAHSOFT TECHNOLOGY CORPORATION; 8) Contract for Installation of Equipment for Liquefied Natural Gas (LNG) Fueling Facility in the NFR 8-Hour Ozone Nonattainment Boundary (Bid #B1600028) - Stabilis Energy. Ei CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda as amended. Commissioner Cozad seconded the motion, and it carried unanimously. ▪ PUBLIC INPUT: No public input was given. • COMMISSIONER COORDINATOR REPORTS: Commissioner Cozad attended the Carbon Valley Chamber Dinner. She reported she went to the Cub Scouts Blue and Gold Banquet and had a good time. Lastly, she explained she is on a committee that will be bringing the Traveling Vietnam Wall to Weld County. This will occur during the Week of Remembrance, that starts on September 11, and goes Minutes, February 24, 2016 2016-0697 5/16, Page 1 BC0016 through September 18, 2016; which is the same week as the Honor Flight and she expressed she would like to have the Commissioners attend. El Commissioner Conway stated he went to the National Association of Counties, to articipate on the Energy Committee and he attended as Vice-Chair at the Immigration Task Force. Chair Freeman stated he had the opportunity to be part of a panel of Leadership Northern Colorado. BIDS: IIE 1) APPROVE BID #B1600039, CONCRETE WASHED ROCK AND SQUEEGEE - DEPARTMENT OF PUBLIC WORKS: Trevor Jiricek, Director of General Services, presented the bid details as stated in the staff memo which suggests their recommendations. Commissioner Moreno moved to approve said bid based on staffs recommendations. The motion was seconded by Commissioner Conway, and it carried unanimously. lei 2)APPROVE BID#61500179, COUNTY WIDE VIDEO DISTRIBUTION SYSTEM- DEPARTMENT OF PUBLIC SAFETY COMMUNICATIONS (CON'T FROM 12/9/2015): Mr. Jiricek stated staff would like to continue this matter. Commissioner Conway moved to continue said matter to March 23, 2016. Seconded by Commissioner Cozad, the motion carried unanimously. NEW BUSINESS: 1) CONSIDER APPLICATION FOR VICTIM ASSISTANCE AND LAW ENFORCEMENT (VALE) GRANT FOR VICTIM WITNESS ASSISTANCE UNIT AND AUTHORIZE CHAIR TO SIGN: Michael Rourke and JoAnn Holden, District Attorney's Office, presented the details of the Victim's Assistance Application. Commissioner Conway moved to approve said application and authorize the Chair to sign. Seconded by Commissioner Moreno, the motion carried unanimously. 2) CONSIDER APPLICATION FOR DOMESTIC VIOLENCE FAST TRACK PROGRAM AND DOMESTIC VIOLENCE FELONY PROJECT GRANT AND AUTHORIZE ELECTRONIC SUBMITTAL: Ms. Holden stated this is a continuance grant for salaries for Victim Assistance which occurs in court and it does require a match for the amount of $21,456.00. Commissioner Conway moved to approve said application and authorize electronic submittal. The motion was seconded by Commissioner Moreno, and it carried unanimously. (Clerk's Note: Commissioner Conway moved to add item #3 to the Agenda, and the motion was seconded by Commissioner Cozad, it carried unanimously.) S 3) CONSIDER APPLICATION FOR VICTIM SUPPORT SERVICES: VICTIM COMPENSATION AND JUVENILE VICTIM ASSISTANCE AND AUTHORIZE ELECTRONIC SUBMITTAL: Fawn Harmon, Department of Victim's Assistance, presented the new grant to apply for a new position and increase a part-time position to a full-time position, but the funds won't be available until 2017. Commissioner Cozad moved to approve said application and authorize electronic submittal. The motion was seconded by Commissioner Moreno, and it carried unanimously. El 4) CONSIDER APPLICATION FOR RESTORATIVE JUSTICE PILOT PROJECT AND AUTHORIZE ELECTRONIC SUBMITTAL: Mr. Rourke presented the continuation grant for funding to help keep juveniles out of the legal system, which will benefit the taxpayers. Commissioner Moreno moved to approve said application and authorize electronic submittal. Seconded by Commissioner Conway, the motion carried unanimously. 5) CONSIDER INTERGOVERNMENTAL AGREEMENT FOR THE SHARING OF VOTER REGISTRATION SERVICES AND AUTHORIZE CHAIR TO SIGN -TOWN OF ERIE: Rudy Santos, Clerk and Recorder's Office, explained this agreement will allow the Town of Erie to conduct voter registration. Minutes, February 24, 2016 2016-0697 Page 2 BC0016 Commissioner Conway moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Cozad, and it carried unanimously. 6) CONSIDER APPLICATION FOR TEMPORARY ASSEMBLY FOR MORE THAN 350 PERSONS ON APRIL 9 AND 10, 2016 - MARTIN AND BERTA GUTIERREZ: Frank Haug, Assistant County Attorney, presented the details of the temporary assembly permit application. He stated this is an event that has been on-going for several years with no reported issues. In response to Commissioner Conway, Mr. Haug clarified the reason for the alternate dates will only be used in the event of cancellations due to weather. Martin Gutierrez, applicant, stated the event is the same as it has been every year. Commissioner Cozad moved to approve said application for temporary assembly permit. Commissioner Moreno seconded the motion, and it carried unanimously. 7) CONSIDER AGREEMENT FOR PROFESSIONAL SERVICES FOR ADOBE CONNECT MAINTENANCE AND AUTHORIZE CHAIR TO SIGN - CARAHSOFT TECHNOLOGY CORPORATION: Ryan Rose, Director of Department of Information Technology, presented the terms of the agreement which will provide online training services for various departments with the annual amount of$18,181.18. Commissioner Conway moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Moreno, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
