Site Specific Development Plan and Use by Special Review (USR) Questions
Explain, in detail, the proposed use of the property.
The property was historically utilized as a Butterball Turkey Farm. National Western Holdings, LLC
intends to utilize an 80 acre parcel of land for outdoor storage and staging for various construction
equipment & supplies, over the road tractor-trailers, oil field equipment and offices and outdoor
storage of materials. The remaining 240 acre parcel will be utilized for agricultural uses.
Explain how the proposal is consistent with the intent of the Weld County Code, Chapter 22 of the
Comprehensive Plan.
Section 23-2-220.A.1.
The outside equipment/vehicle storage and staging facility is presently in operation on site and is
located in an area the allows good access to the oil field and construction areas. Similar operations
exist in surrounding areas. Site kept clean and organized. Remaining property will continue to be
farmed.
Section 22-2-100.E,
The proposed facility is located on an 80 acre parcel of land in the N2 NM of the 320 acre parcel. The
proposed parking and storage will be screened to cover outdoor storage/staging of
vehicles. No disabled equipment or salvage will be allowed at this location. Site will be operated in a
good neighbor fashion and kept organized.
Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning)
and the zone district in which it is located.
Outside equipment, vehicle storage and staging for tractor-trailers, trailers, roll-off containers,
construction materials, oil field frac tanks, piping and drilling materials, job site construction and/or
office trailers. The property is not a lot in an approved or recorded subdivision plat or lots parts of a
map or plan filed prior to adoption of any regulations controlling subdivisions as a Use by Special
Review in the A (agricultural) Zone District.
What type of uses surround the site (explain how the proposed use in consistent and compatible
with surrounding land uses).
Current uses of properties within (5) miles: Farming, livestock operations, oil and gas processing,
staging, testing, large commercial poultry operation, large commercial compost operation, welding &
fabrication, salvage yards, disposal & processing sites for waste, etc.
a. Number of people who will use this site: 2 employees plus persons who visit the site to
pick up vehicles and materials.
b. Number of employees proposed to be employed at this site: 2 employees
c. Hours of operation: 7A-4P Daily
d. Type and number of structures to be erected (built) on this site: Fenced enclosure and
remodel of former turkey sheds, as applicable. No structures are going to be erected on
this parcel. Enclosed storage areas can only be access after business hours by prior
arrangement.
e. Type and number of animals, if any, to be on this site: 0-60 cattle for grazing.
f. Kind of vehicles (type, size, weight) that will access this site and how often?: Personal
vehicles up to 80,000 GVW Tractor-Trailers.
g. Who will provide fire protection to the site?: Platteville-Gillcrest Fire Protection District
h . Water source on the property (both domestic & irrigation): Unmanned facility (Bottled
water will be available) (No wells onsite)
i . Sewage disposal system on the property (existing/proposed): Unmanned facility (Portable
restrooms located at S.E corner of building and main access road. No new septic systems to
be constructed at this time.
j. If storage or warehousing is proposed, what type of items will be stored?:
The proposed use of the five existing structures (turkey buildings) are: storage for farm &
excavation equipment etc., parts & supplies, irrigation pipe, fencing, etc.

Explain the proposed landscaping for the site:
Land remains in native grasses around the facility or in agriculture production .
Explain any proposed reclamation procedures when termination of the Use by Special Review
activity occurs:
If required, removal of the opaque fence enclosures.
Explain how the storm water drainage will be handled on the site:
Drainage arrows delineate the overland flows of water to the location of the low point on the property.

Explain how long it will take to construct this site and when construction is scheduled to begin:
Within one month of approval. (Privacy fence will be brought up to code)
Explain where storage and/or stockpile of wastes will occur on this site:
A covered dumpster may be placed on site (size TBD)
There will be no activity onsite that will produce any substantial amount of waste aside from common
trash such as pop cans, bags, etc. No stock piling of trash will be allowed .
List all proposed onsite and offsite improvements associated with the use (example landscaping,
fencing, drainage, turn lanes, etc.) and a timeline of when you will have each one of the
improvements completed.
Opaque fencing of outdoor storage components only, improvements to the proposed access points
onto County maintained roads (grading only) Within one month .
Describe the storage yard surface area:
Existing improved graveled access road and sandy soil conditions, roads will be graded and maintained
in current condition. (Due to sandy loam soil conditions it will not be necessary to resurface any areas
for the proposed uses)
Delineate parking spaces for all employees and individuals who may access the site.

Building Inspection:
The proposed use of the five existing structures (turkey buildings) are: storage for farm & excavation

Environmental Health Department:
There are no residences, water wells, or septic systems located on or planned on for the proposed 80
acres at this time.
We will be utilizing portable toilets and bottled water for this site.

Drainage Narrative:

A variance is being requested. Project falls under Exception 8 and we will not be increasing imperviousness of
the site by adding roadways, structures, etc.
Existing onsite is a natural drainage area for storm water. There should be no need for the construction of a
detention pond and/or any additional collection features.
The entire parcel is sandy loam soils with no slopes off of the property. All drainage is into the open farm
ground with storm drainage to the center of the South end of the parcel (see map).
*The site has (5) existing tin buildings that were built in the 70's. ( No additional structures at this time)

Re : Special Use Permit at Tumbleweed Property
The meeting was held at the access point on County Road 35 in Platteville, CO at
10:O0am .
The meeting was held by Mark and Scott McDonald owners at National Western
Holdings LLC. The purpose of the meeting was to meet with land owners that
border the Tumbleweed property to inform them of the purpose of the Special
Use Permit.
• Jerry Asay with Barclay Farms attended the meeting
• Main concern was that the trailers and the equipment would be stored
between the buildings located on the property.
o Confirmation was given by Scott and Mark that the job site trailers
would be kept between buildings and will not be an eye sore on the
agricultural ground .
• Mark gave assurance that the current fence surrounding the storage area
will be redone
• Scott indicated that they would have farm equipment and trailers parked
outside of building areas as well.
