BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
DECEMBER 5, 2016
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, December 5, 2016, at the hour of 9:00 a.m.
• ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair - Via Telephone
Commissioner Sean P. Conway - EXCUSED
Commissioner Julie A. Cozad, Acting Chair Pro-Tem
Commissioner Barbara Kirkmeyer - EXCUSED

ELECT ACTING CHAIR PRO-TEM
• 1) ELECTION OF ACTING CHAIR PRO-TEM OF THE BOARD FOR DECEMBER 5, 2016:
Commissioner Moreno moved to approve said election of Julie Cozad as Acting Chair Pro-Tem.
Seconded by Commissioner Cozad, the motion carried unanimously.
MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County
Commissioners meeting of November 28, 2016, as printed. Commissioner Freeman seconded the
motion, and it carried unanimously.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
_ = CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda as printed.
Commissioner Freeman seconded the motion, and it carried unanimously.
PUBLIC INPUT: No public input was given.
BIDS:
1) APPROVE BID #61600171, INMATE SUPPLIES - SHERIFF'S OFFICE: Rose Everett,
Department of Purchasing, reviewed the details of the bids and stated staff recommends awarding the
low bid to Bob Barker Company. Commissioner Moreno moved to approve said low bid. The motion was
seconded by Commissioner Freeman, and it carried unanimously.

• 2) APPROVE BID #B1600177, WELD COUNTY LEGAL NEWSPAPER SERVICES — CLERK TO
THE BOARD: Esther Gesick, Clerk to the Board, reviewed the two (2) bids received and stated staff
recommends awarding the low bid to The Tributary. She also noted differences between the two vendors
regarding weekly versus daily publications, online presence, and subscription rates. Commissioner
Moreno thanked Ms. Gesick and staff for making sure the notices are posted. Commissioner Moreno
moved to approve said low bid. The motion, which was seconded by Commissioner Freeman, carried
unanimously.
• 3) PRESENT BID #B1600180, ARMED SECURITY GUARD SERVICES - DEPARTMENT OF
HUMAN SERVICES: Ms. Everett presented the six (6) bids received and stated staff will bring back a
recommendation on December 19, 2016.
• 4) PRESENT BID #B1600185, VOCATIONAL ASSESSMENTS AND COUNSELING -
DEPARTMENT OF HUMAN SERVICES: Ms. Everett reviewed the sole bid received and stated staff will
review and bring back a recommendation on December 19, 2016.
• 5) PRESENT BID #B1600184, UNIFORMS AND EQUIPMENT - SHERIFF'S OFFICE: Marcia
Walters, Purchasing Department, presented the three (3) bids received and stated staff will bring back a
recommendation on December 19, 2016.
• 6) PRESENT BID #61600173, PS EMC VPLEX AND UNITY - DEPARTMENT OF PUBLIC
SAFETY INFORMATION TECHNOLOGY: Ryan Rose, Director of Department of Information
Technology, presented the three (3) bids received and stated staff will bring back a recommendation on
December 19, 2016.
• 7) PRESENT BID #B1600174, PS UCS, MDS, NEXUS - DEPARTMENT OF PUBLIC SAFETY
INFORMATION TECHNOLOGY: Mr. Rose reviewed the three (3) bids received and stated staff will bring
back a recommendation on December 19, 2016.
El 8) PRESENT BID #B1700033, EMC APPLICATION XTENDER MAINTENANCE 2017 —
DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose presented the three (3) bids received and
stated staff will bring back a recommendation on December 19, 2016.
NEW BUSINESS:
• 1) CONSIDER AGREEMENT FOR INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF
FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN -
CYNTHIA RICHARDS: Judy Griego, Director of the Department of Human Services, presented the
agreement for a County Foster Care Home. Commissioner Moreno moved to approve said agreement
and authorize the Acting Chair Pro-Tem to sign. Commissioner Freeman seconded the motion, and it
carried unanimously.
2) CONSIDER AGREEMENT TO PURCHASE OUT -OF -HOME PLACEMENT SERVICES AND
AUTHORIZE CHAIR TO SIGN - ROCKY MOUNTAIN YOUTH CENTER: Ms. Griego stated this
agreement is with a residential child care facility, located in Morrison, Colorado. Commissioner Moreno
moved to approve said agreement and authorize the Acting Chair Pro-Tem to sign. Seconded by
Commissioner Freeman, the motion carried unanimously.

• 3) CONSIDER CHAIR'S SIGNATURE ON RESOLUTION OF WELD COUNTY TASK FORCE
CONTROL BOARD AUTHORIZING TRANSFER OF EQUITABLE SHARING FUNDS TO THE EVANS
POLICE DEPARTMENT: Bruce Barker, County Attorney, presented the transfer of equitable funds to the
Evans Police Department for $30,000.00. Commissioner Moreno moved to approve said transfer of
equitable sharing funds to the Evans Police Department and authorize Acting Chair Pro -Tern to sign. The
motion was seconded by Commissioner Freeman, and it carried unanimously.
4) CONSIDER CANVASS BOARD CERTIFICATION OF NOVEMBER 8, 2016, GENERAL
ELECTION: Mr. Barker stated this certifies the County Election for the elected County Officials.
Commissioner Moreno moved to approve said Canvass Board Certification. The motion, which was
seconded by Commissioner Freeman, carried unanimously. Each one of the Commissioners
commended the Clerk and Recorder and staff involved and thanked them for the tremendous amount of
time spent during the election process.
• 5) CONSIDER TEMPORARY CLOSURE OF CR 44 BETWEEN CRS 37 AND 39: Amy Joseph,
Department of Public Works, presented the details of the closure effective December 19, 2016, through
December 22, 2016, for a culvert replacement. Commissioner Moreno moved to approve said temporary
road closure. Seconded by Commissioner Freeman, the motion carried unanimously.
• 6) CONSIDER TEMPORARY CLOSURE OF CR 66 BETWEEN CRS 39 AND 41: Ms. Joseph
reviewed the terms of the closure which will be effective December 19, 2016, through December 22,
2016, for a culvert replacement. Commissioner Moreno moved to approve said temporary road closure.
The motion was seconded by Commissioner Freeman, and it carried unanimously.
7) CONSIDER TEMPORARY CLOSURE OF CR 50.5 BETWEEN CRS 39 AND 41: Ms. Joseph
presented the closure which will be effective December 12, 2016, through March 17, 2017, for a bridge
replacement. She explained a temporary bridge will be built to accommodate local traffic around
construction. Commissioner Moreno moved to approve said closure. The motion was seconded by
Commissioner Freeman, and it carried unanimously.
• 8) CONSIDER REAPPOINTMENTS TO BOARD OF TRUSTEES FOR NCMC: Commissioner
Moreno moved to approve said reappointments. Seconded by Commissioner Freeman, the motion
carried unanimously.
• 9) CONSIDER REAPPOINTMENT TO HUMAN SERVICES COMMITTEE: Commissioner Moreno
moved to approve said reappointment. The motion was seconded by Commissioner Freeman, and it
carried unanimously.
10) CONSIDER REAPPOINTMENT TO WELD-LARIMER REVOLVING LOAN FUND
COMMITTEE: Commissioner Moreno moved to approve said reappointment. The motion, which was
seconded by Commissioner Freeman, carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
