RE: APPROVE APPOINTMENTS TO HIGH PLAINS LIBRARY DISTRICT TRANSITION
BOARD OF TRUSTEES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Weld County established the Weld Library District, now known as the High
Plains Library District (HPLD), with other local governments within Weld County in 1985, and
WHEREAS, the Trustees of the HPLD filed an injunctive action, in 2014, against the
County and the other local governments which established the library district, and
WHEREAS, representatives for the parties mediated the dispute on July 26, 2016, and
generally agreed that new trustees would be appointed to the HPLD Transition Board of Trustees
with terms beginning on or about September 1, 2016, and
WHEREAS, pursuant to the terms of the settlement agreement, the County and the other
named defendant local governments are authorized to appoint four persons to the HPLD
Transition Board of Trustees, and HPLD is authorized to appoint three persons to the HPLD
Transition Board of Trustees, and
WHEREAS, the Board approves the appointment of the following persons to the HPLD
Transition Board of Trustees:
Tommy Holton, with a term to expire December 31, 2017;
Ray Patch, with a term to expire December 31, 2018;
Gary "Butch" White, with a term to expire December 31, 2019;
Barbara Kirkmeyer, with a term to expire December 31, 2020.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that these appointments are hereby approved, with such approval conditioned
on the approval of an appropriate settlement agreement by all plaintiffs and defendants to the
injunctive action, and approval by the Court.
