SUBJECT: 2017 Newspaper Bid #61600177
Historically publication bids have been based on different widths of columns, which made it
difficult to compare prices. As a result we asked each bidder to price three sample notice
publications, and then the cost of those sample notices is calculated to acquire an estimated
annual cost based upon the average number of notices to be published in the next year. In
considering the bid it is important to remember that the largest amount of publication of notices is
in the Type #1 format, so it is reasonable to expect that the bidder lowest in cost in the Type #1
format is the lowest bidder.
Based on the following summary, The Tributary is the apparent low bidder.

Last year staff received only one bid from The Greeley Tribune and the annual cost comparison
reflected an overall 31% cost increase The table below shows that the current year's bid from
The Tribune remained the same, with the exception of the Type #2 category, which resulted in a
3.87% cost increase overall. Consideration of this information is at the discretion of the Board.

Next, I'd like to point out the issue of a weekly publication, versus a daily publication. For the past
several years staff has had the flexibility to submit notices on a daily basis with a four -day
publication delay; however, the low bidder is a weekly publication with a submittal deadline of
5:00 p.m. on Monday, to be published on Wednesday. This means that any notices that could
have been sent Tuesday through Thursday and been published the same week or the following
Monday, would now have to be held until Monday and lose the scheduling advantage of 1-5 days,
which is also an important factor for the Board's consideration.
Lastly, it should be noted that each publication has an online presence. The Tributary does not
charge for its online access, and The Tribune has various rates depending on the need:
$3.05/week for All -access, $2.05/week Sunday+Digital, $2.05/week Web Edition only, and
$2.00/day for Single Day access.
