RE: REGULATING, WARNING AND GUIDING TRAFFIC DURING THE TEMPORARY
CLOSURE OF COUNTY ROAD 25 BETWEEN COUNTY ROAD 46 AND STATE
HIGHWAY 60 FOR APPROXIMATELY FOUR (4) WEEKS, FOR INSTALLATION OF
WATER MAIN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to Section 42-4-106(6)(a), C.R.S.:
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance, temporarily close to
through traffic or to all vehicular traffic any highway or portion
thereof for a period not to exceed a specified number of work days
for project completion and shall, in conjunction with any such road
closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
WHEREAS, the Board, pursuant to said statute and upon the basis of traffic and personal
investigations, has determined that conditions exist which make it necessary to temporarily close
to through traffic and to regulate, warn and guide vehicular traffic on said County roads by posting
signs thereon.
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld
County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on County
roads and any intersections thereof, and it hereby authorizes and orders the posting of such traffic
control devices as shall be reasonably necessary to regulate, warn and/or guide traffic thereon
for the safety of the general public and that said traffic control devices shall conform to the Federal
Manual on Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that County Road 25, between County Road 46 and State
Highway 60, be temporarily closed, with said closure being effective July 27, 2016, for
approximately four (4) weeks for a water main installation, and further, that standard official traffic
control devices shall be erected at said closure giving notice of the restrictions.

Layne Heavy Civil Inc. is requesting on behalf of the Town of Milliken to close WCR 25
between WCR 46 and Hwy 60 from 7/27/16 to 8/19/16 to install a 16" Water main along the east
ROW of CR 25.

Comments:
1. Plan not to scale, concept only.
2. All traffic control shall be set in accordance with the latest edition of the MUTCD.
3. All devices shall be in compliance with the NCHRP 350 & MASH report.
4. Spacing of signs & devices shall be determind by speed limit of road.
5. TCS shall make adjustment to traffic control as needed.
6. Detour route shall be marked at all time road is closed.
