SUBJECT: USR15-0036 Prairie Community Church
The Weld County Department of Planning Services-Engineering has reviewed this proposal. Staff
comments made during this phase of the application process may not be all-inclusive, as other issues may
arise during the remaining application process.
COMMENTS:
General Project Information/Location:
USR for a church, classrooms and daycare
This project is west of and adjacent to CR 11 and is south of CR 22. Parcel number 131314000018. Access
is from CR 11.
Roads:
County Roads 22 and 11 are owned and maintained by the Town/City (Municipality) of Firestone. The
Municipality has jurisdiction over all accesses within their jurisdiction. Please contact municipality to verify
the access permit or for any additional requirement that may be needed to obtain or upgrade the permit.
Traffic:
No traffic counts are available in the area.
A traffic study was performed by Matt Delich, PE15263. The traffic study concluded the Birch/Sable access
intersection sill operate acceptable. Matt Delich discussed the project with the town of Firestone. The Town
indicated they planned to pave Sable Ave. The average weekday daily trip ends at full buildout were 212
with peak hour single way trips being 8. The average Sunday daily trip ends were 852 with the peak hour
single way trips being 143. Dave Lindsay with the Town of Firestone was not available for discussion. At
time of writing this referral there was no referral from the Town of Firestone.
Access:
This project accesses onto the Municipality of Firestone. Please contact the Municipality for access
requirements.
TRACKING CONTROL:
The site is planned to be paved.
Drainage Requirements:
A preliminary draingae report was submitted. There are improvements in a Right of Way. The assistant
County Attorney is looking into the requirements for this conflict. A final Drainage Report, drainage
construction drawings, maintenance plan and certification of compliance are required.
Grading Permit
A Weld County Grading Permit will be required if disturbing more than 1 acre. Grading Permit applications
are accepted after the planning process is complete (plan recorded). An Early Release Request Form may
be entertained only after the applicant and Planning Department have reviewed the referral and surrounding
property owner comments. The Early Release Request may or may not be granted depending on referral
comments and surrounding property owner concerns. Contact a Engineering representative from the
Planning Department for more information.
A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre. Contact:
Colorado Department of Public Health and Environment,Water Quality Control Division, Rik Gay, 303-692-
3575.
Geologic Hazard Area:
This area IS NOT in a Geologic Hazard Area.
Floodplain:
This area IS NOT in a FEMA regulatory floodplain.
CONDITIONS OF APPROVAL:
A. A Final Drainage Report and Certification of Compliance stamped and signed by a Professional
Engineer registered in the State of Colorado is required. (Department of Planning Services-Engineer)
B. The plan shall be amended to delineate the following:
1. Show the approved Municipality of Firestone access on the site plan and label with the approved
access permit number if applicable. (Department of Planning Services-Engineer)
2. Show and label all easements with the recorded document reception number and date on the site
plan. (Planning)
3. Show and label the accepted drainage features and drainage flow arrows on the site plan.
Stormwater ponds should be labeled as"Stormwater Detention, No-Build or Storage Area, Volume
=TBD" (Department of Planning Services-Engineer)
Prior to Construction:
A. The approved access and tracking control shall be constructed prior to on-site construction.

B. If more than one (1) acre is to be disturbed, a Weld County Grading Permit will be required.

DEVELOPMENT STANDARDS (NOTES ON THE SITE PLAN)
1. Should noxious weeds exist on the property or become established as a result of the proposed
development, the applicant/landowner shall be responsible for controlling the noxious weeds, pursuant
to Chapter 15, Articles I and II, of the Weld County Code. (Department of Planning Services-Engineer)
2. The site shall be maintained to mitigate any impacts to the public road including damages and/or
offsite tracking. (Planning and Engineering)
3. There shall be no parking or staging of vehicles on public roads. On-site parking shall be utilized.

4. The historical flow patterns and runoff amounts will be maintained on the site. (Department of Planning
Services-Engineer)
5. Weld County is not responsible for the maintenance of onsite drainage related features. (Department

We talked about this at our staff meeting Friday and received a response this afternoon from our legal counsel.
Recommendation from Weld County legal staff:
(1) obtain a quiet title decree stating that the easement no longer exists; or
(2) provide an updated plat which does not use the easement area for stormwater retention.

Environmental Health Services has reviewed this proposal for a Site Specific
Development Plan and Use by Special Review Permit for public and quasi public
buildings including a Church, a childcare center and a private school in the A
(Agricultural) Zone District
Central Weld Water District provides water to the site. A septic permit was issued for
the Church on August 7, 2015. The system is sized for 800 parishioners and does not
include the residence on site. The residence is served by Central Weld Water District
and a septic system (G19710950) sized for 3 bedrooms.
We have no objections to the proposal; however, we do recommend that the following
conditions be part of any approval:
Prior to the issuance of any Certificate of Occupancy:
A. An onsite wastewater treatment system is required for the proposed
facility and shall be installed according to the Weld County Onsite
Wastewater Treatment System Regulations.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions. The applicant shall operate in accordance with Chapter 14,
Article 1 of the Weld County Code.
4. Fugitive dust should attempt to be confined on the property. Uses on the
property should comply with the Colorado Air Quality Commission's air quality
regulations.
5. This facility shall adhere to the maximum permissible noise levels allowed in the
Non-specified Zone as delineated in Section 14-9-30 of the Weld County Code.
6. Adequate drinking, hand washing and toilet facilities shall be provided for
employees and patrons of the facility, at all times. A permanent, adequate water
supply shall be provided for drinking and sanitary purposes.
7. Sewage disposal for the facility shall be by septic system. Any septic system
located on the property must comply with all provisions of the Weld County Code,
pertaining to On-site Wastewater Treatment Systems.
8. The facility shall comply with Colorado Retail Food Establishment Rules and
Regulations governing the regulation of food service establishments, as
applicable.
9. The facility shall comply with the general rules for childcare facilities and schools,
as applicable.
10.The operation shall comply with all applicable rules and regulations of State and
Federal agencies and the Weld County Code.

St. Vrain Sanitation District has no objection to A SITE SPECIFIC DEVELOPMENT PLAN

INCLUDING A CHURCH, A CHILDCARE CENTER AND A PRIVATE SCHOOL IN THE A

CR 11 (Birch Street). However, the District would like to recommend the following options:
1) Property can be served by gravity to the North with roughly 500 feet of 8" sewer line, a
couple of manholes and an easement (see attached map).
2) Property can also be served by gravity to the West with approximately 2,000 feet of
sewer pipe, manholes and maybe an easement (see attached map).
Sanitary sewer service to the East of the property is not available.
The District would like to suggest that the applicant take into consideration the options and
compared to the proposed Onsite Wastewater Treatment System (OWTS).
The Applicant will need to include into the District, if they connect to the sanitary sewer system.
Service will be subject to St. Vrain Sanitation District Policy, Rules and Regulations.

Dear Mr. Ogle,
We have reviewed the documents that were submitted for Prairie Community Church Project located at
9993 WCR 11 in Weld County Colorado.
The submitted documents were reviewed from a fire code compliance perspective using the 2012 International
Fire Codes that was adopted by the Frederick-Firestone Fire Protection District.
The submitted documents indicated that there will be a new building constructed and several new out buildings
to be used as assemblies for religious activities.
There has not been a formal submittal to the Frederick-Firestone Fire Protection District by the church to have
the project reviewed.
No further information was provided for the project. The following information will need to be provided before
we can approve the Site Plan.
- Building Occupancy Classification
- Building Construction Type
- Intent to provide a commercial fire alarm and a fire sprinklers systems

The plan review included a review of the access to the site from Sable Ave and Birch Street.
The access and roadway access is acceptable as submitted.

The submitted documents were reviewed from a fire code compliance perspective using the 2012 International
Fire Codes that was adopted by the Frederick-Firestone Fire Protection District.
The submitted documents indicated that there will be a new building constructed, one existing structure and
several new out buildings to be used as assemblies for religious activities.
There has been a formal submittal to the Frederick-Firestone Fire Protection District by the church to have the
project reviewed.
The following information was provided for the plan review.
- Building Occupancy Classification — A-3
- Building Construction Type — V-A
- Intent to provide a commercial fire alarm and a fire sprinklers systems. There will be a commercial fire
alarm and fire sprinkler systems.
Site Access
The plan review included a review of the access to the site from Sable Ave and Birch Street.
The access and roadway access is acceptable as submitted.
Site Utilities
Information was provided for the overall utilities for the project. The following information was provided for the
plan review.
- Overall Master Utility Plan
- Water line locations, water line sizes and water line "looping"
- All supporting utilizes and locations

Fire Hydrant Coverage
The Civil Engineering drawings did provide information on waterlines, fire hydrant coverage, and waterline
looping.
The fire hydrant coverage is acceptable as submitted.
Site Plan
The submitted Site Plan is acceptable as submitted and does meet the requirements listed in the 2012
International Fire Code as adopted by the Frederick-Firestone Fire Protection District.
With the final approval of the Site Plan the owner/developer will need to submit the following documents and
information for review. The Site Plan is approved as submitted.
- Completed Frederick- Firestone FPD Application for Plan Review
- Pay all Frederick- Firestone FPD review fees
- Submit 3-Sets of"Stamped" Building Construction Drawings

Dear Mr. Ogle,
Thank you for referring project USR15-0036 to Central Weld County Water District for review. This
property is within Central Weld County Water District boundaries and is petitioned into Northern
Colorado Water Conservancy District boundaries.
A water tap installation is for a specific parcel of property and in no case will a customer be permitted
to extend a service line from one parcel or property to another parcel to provide additional water
service.
Prairie Ridge Church currently has a 5/8" meter with CWCWD. CWCWD canna approve this referral
until they provide a current written letter from the locate fire department with what fire flow
requirements will be & conduct a feasibility study with us. Normally, a 5/8" meter will not suffice for
fire flow requirements.
In addition, if water is provided in each additional building or pod, there will be additional charges
added to the bill & we cannot guarantee pressures for all of those buildings with the current 5/8" meter.
Additional CB-T shares may need to be transferred to CWCWD depending on what kind of water
demand they will need & the feasibility study will tell us that.

Hi Kim,
Thank you for the opportunity to comment on this application. We offer the following comments:
❑ The property is located within the Town of Firestone growth planning area at the southwest corner of Birch
Street and Sable Avenue. The project will impact our transportation system and storm drainage system, but
will not pay any Town impact fees or stormwater utility fees.
❑ The property is an old farmhouse with a single driveway access. The application is proposing 2 new access
points. The Town of Firestone controls both public streets, so the applicant will be required to submit an
application for an access permit to the Town. The Town uses the CDOT Access Code to determine
warrants for auxiliary lanes and intersection/driveway spacing. Given the proposed use, we anticipate
roadway(s) improvements will be needed. The Town will also require the existing driveway be abandoned.
❑ We respectfully request that Weld County require the applicant to convey an additional 20-foot right of
way (ROW) to both Birch and Sable, and deed the new ROW to the Town so that it can be annexed. The
applicant should be required to relocate the existing irrigation ditch outside of the ultimate ROW, as well as
relocate the existing overhead power (OHP) out of the ROW. These will be conditions of any access
permit.
❑ The site should be graded in such a manner to allow the existing roadways to be widened to their ultimate
cross section without having to install retaining walls or secure grading easements.
❑ Existing trees in the ultimate ROW do not need to be immediately removed by the applicant at this time,
but this should be shown on their plans along with an acknowledgement that they will be removed as the
roadway is widened.
❑ The application will substantially increase imperviousness on the property. All developed runoff should be
detained and released at predevelopment rates. We also request that they detain the 10-year developed and
release at the 10-year historic and also detain the 100-year developed and release at the 100-year historic.
Also, it does not appear that there is an established drainage conveyance to get concentrated runoff to
Godding Hollow, so it may be necessary to secure easements from the affected property owners.
❑ Last, as this application is atypical and will take some effort to complete and may require an agreement, we
suggest that the applicant contact the Town and enter into a cost agreement to cover the Town's costs of
processing these requests.
