BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
APRIL 27, 2016
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, April 27, 2016, at the hour of 9:00 a.m.
a ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair
Commissioner Sean P. Conway, Pro-Tem
Commissioner Julie A. Cozad
Commissioner Barbara Kirkmeyer
Commissioner Steve Moreno
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Stephanie Frederick
Controller, Barbara Connolly
la MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of April 25, 2016, as printed. Commissioner Kirkmeyer seconded the motion,
and it carried unanimously.
IR AMENDMENTS TO AGENDA: Add the following under New Business: 4) Consider Agreement
for Right-of-Way and Easement and authorize Chair to sign - Saddlehorn Pipeline Company, LLC.
Commissioner Kirkmeyer moved to amend the agenda. The motion was seconded by Commissioner
Conway, and it carried unanimously.
el CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda as printed.
Commissioner Cozad seconded the motion, and it carried unanimously.
PUBLIC INPUT: No public input was given.
12 COMMISSIONER COORDINATOR REPORTS: Commissioner Moreno reported he was honored
to present a volunteerism certificate to Haleigh Finch, and attended the signing of House Bill 1155.
Commissioner Kirkmeyer thanked the Board for attending the Boys and Girls Club Fundraising Event.
She stated she and Commissioner Cozad will be going to the Capital to testify about the Workforce
Innovation Opportunity Act Bill. Commissioner Cozad reported that Hill-n-Park is forming a community
council and they had a good turnout. Commissioner Conway expressed his appreciation to the Governor
for signing House Bill 1155 and he added he would like to commend Commissioner Kirkmeyer and

Commissioner Cozad for their dedication and progress on the WIOA. Chair Freeman thanked the
Governor for signing House Bill 1155.
NEW BUSINESS:
O 1) CONSIDER AGREEMENT FOR CHILD PROTECTION SERVICES AND AUTHORIZE CHAIR
TO SIGN - HEART-CENTERED COUNSELING, P.C: Judy Griego, Director of Department of Human
Services, presented the terms of the agreement to provide mental health services. Commissioner Moreno
moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by
Commissioner Cozad, carried unanimously.
la 2) CONSIDER VETERAN'S SERVICE OFFICER'S MONTHLY REPORT AND CERTIFICATION
OF PAY FOR MARCH, 2016 AND AUTHORIZE CHAIR TO SIGN: Toby Taylor, Veteran's Officer,
introduced new staff member, Wendy Bailey. Mr. Taylor reported staff received 509 calls and 584 public
visits for the month of March. The Commissioners welcomed Ms. Bailey. Deon Harris, Veteran's Office,
stated he has noticed an increase with younger veterans coming in. Commissioner Kirkmeyer moved to
approve said report and certification for pay for March, 2016, and authorize the Chair to sign. Seconded
by Commissioner Conway, the motion carried unanimously.
ER 3) CONSIDER MODIFICATION OF AGREEMENT FOR NOXIOUS WEED TREATMENT AND
AUTHORIZE CHAIR TO SIGN: Tina Booton, Weed Division, reviewed the details of the modification to
the 2015 grant for the amount of$4,500.00. Commissioner Kirkmeyer moved to approve said modification
and authorize the Chair to sign. The motion was seconded by Commissioner Moreno, and it carried
unanimously.
O 4) CONSIDER AGREEMENT FOR RIGHT-OF-WAY AND EASMENT AND AUTHORIZE CHAIR
TO SIGN - SADDLEHORN PIPELINE COMPANY, LLC: Clay Kimmi, Department of Public Works,
presented the agreement that will allow Saddlehorn to cross the Kersey Grader Shed property.
Saddlehorn will be reimbursing the County the amount of$5,160.38.00. Commissioner Kirkmeyer moved
to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Conway, the
motion carried unanimously. Commissioner Kirkmeyer expressed her appreciation about Saddlehorn
being a good, and accommodating neighbor.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
