RE: APPROVE CRIME VICTIM SERVICES LAW ENFORCEMENT APPLICATION FOR
BILINGUAL ADVOCATE UNIT AND ELECTRONIC SUBMITTAL
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with a Crime Victim Services Grant Application
for Bilingual Advocate Unit from the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Sheriffs Office, to the Colorado
Division of Criminal Justice, commencing January 1, 2017, and ending, December 31, 2018, with
terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Crime Victim Services Grant Application for Bilingual Advocate Unit
from the County of Weld, State of Colorado, by and through the Board of County Commissioners
of Weld County, on behalf of the Sheriffs Office, to the Colorado Division of Criminal Justice, be,
and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Sheriffs Office be, and hereby is,
authorized for electronic submittal.
The above and foregoing Resolution was, on motion duly made and seconded, adopted

Re: Colorado Victim of Crimes Act (VOCA) grant application
For your authorization is a new grant application through the Colorado Department of Public Safety's,
Division of Criminal Justice. The grant application is for$68,410 to support the Sheriff's Office Victim
Services Unit.The grant period runs from January 1—December 31, 2017.The application was discussed
at a work session on February 24, 2016.
We are asking for 1 FTE paid by the grant at 100%for$58,410,and additional operating costs of$9,000
to reflect the increase with phone,vehicle use, printing, supplies and other operating needs. Required
match is 25%. Our operating match would be 1/10th of the existing general fund budget for Victim
Services of$3,061,which is a reflection on what would be moved to be a part of this new bi-lingual unit
and the specific objective of serving the Spanish speaking population of the County. We would request
to use one of the existing part time positions as the match at$23,000, so as not to increase the County's
cost at all. If we are awarded this grant and it goes away in future years, the position would be reduced
or eliminated, as well as the specific service they provide.

The Weld County Sheriffs Office created the Victim Services Unit (VSU) in
2005 to provide on scene trauma support for victims and witnesses throughout
the large, rural county. Victim Services is a requirement of Title 24 of the
Colorado Revised Statutes. In 2015, the Weld County VSU provided assistance
and services to approximately 1,375 individuals.

The Weld County Government has received numerous awards for their
accounting procedures and their ability to receive and maintain compliance with
Federal and State funds. The Weld County Sheriffs Office has received the
VALE grant for numerous years, and has shown the ability to manage the funds
appropriately and correctly. The Sheriffs Office recently hired a Budget
Manager with a specific obligation to ensuring compliance with new grant
funding.

Weld County's Victim Services Unit (VSU) is dedicated to the well-being of the
citizens who have fallen victim to or witnessed a crime, or are experiencing a
traumatic event involving law enforcement. The unit has experienced a
challenge providing crises intervention and other services for citizens that are
Spanish speaking only. Additionally, we have noticed that often times a
Spanish speaking officer is not available to obtain victim/witness statements for
those who only speak Spanish. One law enforcement agency that we serve
does have access to the language line; 6 smaller agencies do not. The result
can be that a victim or witness who only speaks Spanish can be misunderstood,
can feel isolated, and intimidated by other witnesses that only speak Spanish.
This can result in an inaccurate statement, the feeling of being vulnerable and
can exacerbate the secondary trauma experienced by crime victims and
witnesses. Additionally, the VSU is responsible for ensuring that victims are
able to articulate their position at bond hearings on the weekends, and adding a
full-time bi-lingual advocate would make it much easier to comply with this
requirement. Currently, it is easier for a defendant to be provided with this
service than a victim or witness.
According to the 2014 US census, Weld County has a population of 277,670
and with 28.8% documented as Hispanic or Latino. Using the number of people
served in 2015 of 1,375, this means up to 400 individuals could have directly
benefited from having a full-time bi-lingual advocate available to them — more
than one per day. It is imperative that these victims and witnesses are afforded
the same opportunities and services as other citizens in the county.

Underserved Populations

This project is specifically focused on serving crime victims and witnesses on all
Victims Rights Act cases, while improving the quality and timeliness of services
to the currently underserved Hispanic/Latino or primarily Spanish speaking
population who are in rural Weld County. Weld County is a large county
encompassing 3,996 sq miles. By 2017, it is predicted that the population of
Weld will increase to over 300,000 people. 28.8% reported as Hispanic or
Latino. Almost 20% of the County's population reports speaking a language
other than English as a primary language in the home.

While creating a bi-lingual unit within the Victim Services Unit would primarily
benefit the Hispanic/Latino population of the County (approximately 28.8%), the
addition of the FTE would truly benefit all witnesses and victims served by the
Weld County VSU.

No, the Victim Services Unit provides assistance and service to every victim
identified within the County not served by another jurisdiction, regardless of any
identifying ethnicity/race, gender, etc. However, with almost 30% of the
population that could benefit from this project, it could really have an impact on
the services provided.

This project's goal is to provide direct service to all crime victims, witnesses and
people experiencing a trauma when Weld County Law Enforcement is involved.
Specifically, this project will ensure that victims and witnesses who only speak
Spanish will have access to the same services English speaking clients have.
The intentions of this project will include direct service, productions of written
materials in Spanish, court advocacy on the weekends, translation services for
law enforcement when speaking with a victim or a witness, involvement in local
and state committees against human trafficking, community efforts and
volunteer team building and training. Estimated victims served is approximately
750 per calendar year for the one full-time and one part-time employees
included in the bi-lingual unit.

one full time bi-lingual service provider and one part time bi-lingual service
provider. The full-time bi-lingual provider will primarily be responsible for
developing and implementing intentional efforts and protocol to ensure the best
services possible for clients who speak primarily Spanish. The full-time
advocate will delegate duties to the part time advocate at the guidance and
direction of the Victim Services Director, to intervene in crises situations and
collaborate with other community intervention efforts for Spanish speaking
citizens and victims of human trafficking. The bi-lingual part-time position will
cover on call when the other staff are off duty and will focus primarily on direct
service and data documentation and duties as assigned by the full time
advocate and the Director of Victim Services.

Weld County would like to hire one FTE that is a certified, bi-lingual Victim
Advocate to be utilized 100% for this program. This position would be hired at
the beginning end of a Grade 23 within the Weld County personnel scale, and
based on a step increase after six months, the position wage would be $40,950
for the first year. Weld County calculates benefits (including county paid taxes,
retirement, health insurance, etc) at 42.63%, or $17,460.
This position will allow the VSU to expand service and have more quality
coverage available to those that speak Spanish as a primary language. With
roughly 30% of the Weld County population that identifies as Hispanic/Latino,
this definitely has been an underserved population within the County.
